About this file

This document is a Notice of Intent to Sole Source issued by the National Institute on Drug Abuse (NIDA). NIDA intends to award a sole source contract to MICROBRIGHTFIELD, LLC to purchase an additional fiber photometry system, Model FP3002, for use in its research on the neural mechanisms underlying opioid addiction and social interaction behaviors in laboratory rats. The requirement is classified under NAICS code 334516 - Analytical Laboratory Instrument Manufacturing. NIDA determined that MICROBRIGHTFIELD, LLC is the only known source capable of meeting this requirement due to their existing work using the FP3002 system and the need to preserve the integrity of the ongoing research study. Responses are requested by August 7, 2023 at 10:00 am ET and should include unit pricing, delivery timeline, payment terms, and business certifications. A competitive procurement will only be conducted if NIDA receives capability statements from other responsible sources.

NOTICE OF INTENT TO SOLE SOURCE

1. SOLICITATION NUMBER: 75N95024Q00464

2. TITLE: Fiber photometry system, Neurophotometrics, FP3002

3. NAICS Code: 334516 - ANALYTICAL LABORATORY INSTRUMENT

MANUFACTURING

4. RESPONSE DATE:

August 7, at 10:00 am Eastern Time.

6. DESCRIPTION:

The National Institute on Drug Abuse (NIDA) intends to award a sole source contract under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1 (b) Soliciting from a single source. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). This contract will be awarded to MICROBRIGHTFIELD, LLC, 185 ALLEN BROOK LN, WILLISTON, VT 05495-9209 to purchase an additional photometry system that allows for multi-fiber recordings.

NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE

The intended procurement is classified under 334516 with a Size Standard of 1000 employees.

DESCRIPTION OF REQUIREMENT

The National Institute on Drug Abuse, Intramural Research Program (NIDA IRP) Behavioral neuroscience branch (BNB), Neurobiology of Relapse Section conducts research to record neural activity via neurotransmitters/neuropeptides while laboratory rats are performing a behavioral task (i.e., lever-pressing for access to a social peer) in real time. This will allow BNB to better understand the neural mechanisms behind this behavior. Furthermore, the next aim to record neural activity during opioid dependence/withdrawal, which is known to decrease motivation for social interaction, and see how the brain adapts/changes during this period. The goal of the project is to identify novel brain mechanisms which may lead to better treatment of opioid addiction.

In addition, the FP3002 system will be used to record neural activity during drug (opioids) vs. nondrug (social interaction, food) choice (a subsequent follow-up project).

CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION

DETERMINATION

The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. This study is currently active and uses the FP3002 system and have publication with it https://doi.org/10.1523/JNEUROSCI.1887-23.2024. The study is set to expire by August 2026. It is critical that testing be performed under the same equipment and preserve the safety and integrity of the research. Using different company will jeopardize the research integrity of this work.

In accordance with FAR part 10, the market research was conducted to reach this determination. Specifically, contacts with knowledgeable individuals both in industry and Government, as well as reviews of available product literature, revealed no other sources. Finally, a review of the GSA Advantage, and previous government acquisitions returned no results that meet the requirement. Therefore, only MICROBRIGHTFIELD, LLC CORPORATION is capable of meeting the needs of this requirement.

The intended source is:

MICROBRIGHTFIELD, LLC 185 ALLEN BROOK LN

STE 101

WILLISTON, VT 05495-9209
