PURCHASE DESCRIPTION

1. Statement of Need and Purpose: The National Center for Advancing Translational

Sciences (NCATS) needs annual delivery of bulk tank lab gases to its facilities.

2. Background Information and Objective: NCATS utilizes bulk tanks of liquid nitrogen (LN) and carbon dioxide (CO2) to supply laboratories at 9800 Medical Center Drive, Rockville, Maryland. These bulk tanks provide gas to buildings A and C in order to meet the persistent needs of chemistry and biology groups. The equipment connected to the bulk tanks are considered amongst the premier machines for biomedical and translational research. In order to remain consistent, reduce variables and improve upon years of research, NCATS must purchase gases that do not deviate from current protocols.

3. Generic Name of Product: Bulk gases.

4. Purchase Description: Liquid nitrogen per centum cubic feet (CCF) and carbon dioxide per pound (LB). Monthly telemetry for both bulk tanks liquid nitrogen and carbon dioxide.

5. Salient characteristics: Both gases shall be 99% purity.

The Government anticipates a single-awardee, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with a 5-year ordering period. A single delivery order is anticipated annually to provide the required minimal annual quantities. Additional delivery orders will be awarded if necessary to meet needs.

Services incidental to these supplies include the following: the Contractor shall come to NCATS facilities weekly, physically check the LN and CO2 bulk tank levels weekly (the Government will provide access to the bulk tanks), fill tanks to 95% capacity weekly as needed, and provide efficient maintenance and operation of the tanks. This requirement does not include bulk tank servicing and repairs. The Contractor shall provide monthly telemetry data (gathered daily vis telemeter) on tank levels and delivery pressures for both LN and CO2 bulk tanks. An initial certificate of analysis (CoA) shall be provided to the Government prior to the first filling.

Any applicable hazardous material (Hazmat) and or delivery costs shall be included under a CLIN described as “Hazmat and delivery fee.”

6. Quantity: See table in preceding section.

7. Delivery Date: At least weekly delivery of liquid nitrogen per centum cubic feet (CCF) and carbon dioxide per pound (LB). Monthly telemetry for both bulk tanks liquid nitrogen and carbon dioxide.

8. Period of Performance: Five (5) year IDIQ ordering period.

9. Option(s): N/A.
