Project Description.

Name of Item or Project Title.

NCATS Extended Warrant and Preventative Maintenance for ImageXpress Micro Confocal

Description of the Item or Service.

This request is for an extended warrant and preventative maintenance visit for the ImageXpress Micro Confocal currently in use in our National Center for Advancing Translational Science (NCATS). At multiple labs within the institute we have been given the directive to screen, identify, and distribute to the research community small molecule compounds, and data on their activities, to accelerate translation of the completed human genome into advancements in human health.

Components of our organization include siRNA libraries, assay development capacity, Robotic siRNA screening, also termed high throughput screening (HTS).

The ImageXpress Micro Confocal was integrated onto the RNAi robotic screening system in order to increase the assay capabilities and allows NCATS to generate high quality images of whole organisms, thick tissues, 2D and 3D models and cellular or interacellular data in real time for cells on each 384-well plate screened. Not only is this available to the RNAi group but additionally it has and will allow the other biology groups at NCATS to utilize this technology as

FAR Subpart 13.106-1(b) well. In order to aquire quality data this multi-functional piece of equipment will need to be maintained by the original vendor which completed and installation and upgrades. This ensures the instrument will have minimal downtime and productivity at NCATS will not be be hindered significantly.

Market Research (see FAR Part 1 0).

Market Research was conducted and the results of market research are detailed in the attached market research document.

Acquisition Type.

This acquisition exceeds $3,500 and not expected to exceed $150,000, and conducted in accordance with FAR Part 13—Simplified Acquisition Procedures.

Acquisition Authority. This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1 (b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, or industrial mobilization).

Justification Rationale I hereby determine that the extended warrant and preventative maintenance for the ImageXpress Micro Confocal listed herein are available from only one source, and competition is precluded for the reasons indicated below. There are no substitutes available, as indicated by the market research above.

Vendor is Molecular Devices. 3860 North First Street, San Jose, CA 95134, Phone 800-

5577, POC Hector Franco service.plans@moldev.com.

The expected cost of the required service is $243,974. The expected performance period is for 1- base year and 4- option years. The base period of performance is expected to be from

This requirement is for Molecular Devices to provide an extended warrant as well as perform a preventative maintenance (PM) on the ImageXpress Micro Confocal which is integrated onto the RNAi robot. The ImageXpress Micro Confocal is a complex piece of equipment that provides the means to collect high quality image data for high throughput screening assays looking at cellular and intracellular events, toxcitity screening and 3D cell imaging and analysis and more. This has greatly expanded the assay capabilities for the RNAi group and others at NCATS especially with it being integrated onto a robotic platform allowing high throughput screening of small and larger siRNA libraries. It is

FAR Subpart 13.106-1(b) imperative that this piece of equipment is covered under and extended warrant which covers hardware replacement and a preventative maintenance visit. There are several key components within this enclosed instrument which need to be maintained and in working order to continue to allow NCATS to generate quality data such as the mega pixel camera and light sources and objectives and stage resolution.

Therefore, Molecular Devices extended warrant and preventative maintenance is essential to the Government’s requirements and consideration of another company is precluded.
