INTRODUCTION
THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A
CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION.
The National Institutes of Health, National Institute of Child Health and Development (NICHD) intends to award a purchase order without providing for full and open competition to NIKON INSTRUMENTS INC for Maintenance services on Nikon Ti2-E Confocal with Spinning Disk equipment.
BACKGROUND & JUSTIFICATION
The Nikon Ti2 Inverted High Speed Widefield Microscope with Spinning Disk detection and NIS- Elements Software technology is used by the NICHD Division of Developmental Biology for hyper-resolution microscopy. To our knowledge, there no other microscopes on the market that offer the same capabilities of our current Nikon Ti2 system or the NIS-Elements software that comes with it.
This system is optimal for imaging large samples like live zebrafish and large mouse sections. Due to its unique capabilities, this microscope is in constant use by several of our labs for their research.
Therefore, it is in the Government’s best interest to keep this system functioning in peak condition to support their work. This is why we need a maintenance contract. As the developer of this proprietary technology, Nikon Instruments is the sole manufacturer and provider of the Ti2 Microscope and all of its supporting programs, components, and objectives. This is supported by our market research results, which indicate Nikon as the only source capable of providing the needed services at the level of performance required.
NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE
