Questions and answers:

Northern Cheyenne Service Unit – Lame Deer Health Center Flooring Project Qs for RFP

1. Paragraph F. on page 7 of the RFP states the Contractor is responsible for moving furniture. Does this also include electronics and personal items? Typically, these items are moved by others.

Facility employees will move their own electronics and any personal items.

2. Per page 16 of the specifications for carpet tile, it specified a Type 6, 6 fiber. This carpet tile style is almost non-existent because it is considered a cationic fiber or hollow core filament fiber and also is non-recyclable. Would a Type 6 fiber carpet be accepted that IS cationic fiber or hollow core filament fiber and that is recyclable? Yes, that recyclable alternative is acceptable.

3. On page 13 of the specifications regarding the sheet vinyl it specified a thickness of .08”. Would a 2mm or .0787” gauge and grade 1 wear layer which is just under the .080 specified be accepted? 2mm is standard for commercial grade. Yes, the clinic will accept a 2mm thickness substitute.

4. Will weekend work or after-hours work be allowed on this project? Weekend and after-hours work may be permitted if approved by the COR prior to the work commencing.

5. Can you confirm the period of performance? The SF1442 states 90 days from the Notice to Proceed, however paragraph c on page 19 of the RFP states 120 days for the performance period. POP is only 90 days.

6. Will the work need to be phased out or can it be completed simultaneously in sequence? If not, what is the desired phasing schedule of the work areas? If the work is done after hours and on weekends, there should be no problem with simultaneous completion. The Lame Deer Health Center has an urgent care clinic that is open 24/7 and that will likely need to have advanced planning, possibly phasing. We will need to ensure critical medical functions can continue in this department throughout the construction process.

7. Are there any pictures of the work areas that can be provided? Photographs have been attached.

8. What is the linear footage of the cove base to be installed? The clinic staff provided an estimate of approximately 60-65,000 linear feet. Taking precise measurements before commencing work would be necessary to confirm.

9. What are the work hours and days? Please refer to Section 011000 of the Technical Specifications and the clarification provided in Question 6.

10. Is the government or contractor responsible for moving furniture? Please refer to Paragraph F on page 7 as the RFP as well as the clarification provided in Question 1.

11. Is there phasing required? Please refer to the clarification provided in Question 6.

12. Is there an area for material and equipment storage? Space can be allocated in the parking lot, but there are no storage facilities on-site.

13. Is there a location available for a roll-off dumpster? A roll-off dumpster could be accommodated on-site.

14. Do you have specs for the Carpet, Cove Base, and LVT? Please refer to the sections 096513, 096516, and 096813 of the Technical Specifications.

15. Do you have an anticipated period of performance? Please refer to the SF1442 and clarifications provided in Question 5.

16. What are the current COVID protocols in place? Current protocols are that all patients, staff, and contractors wear a mask while in the building except for to eat or drink.

17. Does the building owner have an expected progression of work through the building? There is no expected progression. The urgent care clinic is a 24-7 operation and will likely have to be done separately and in phases. It is not necessarily rate-limiting; however, it should be done as quickly as possible to minimize disruptions to patient care. Everything else, clinic staff can work around it.
