Statement of Work

Title: Inductively Coupled Plasma Triple Quadrupole Mass Spectrometer (ICP-QQQ).

I. Background:

The Food and Drug Administration (FDA), Center for Food Safety and Applied Nutrition

(CFSAN) requests the purchase of an Inductively Coupled Plasma Triple Quadrupole

Mass Spectrometer (ICP-QQQ) with MS/MS capability. This ICP-QQQ will be used for analysis of foods and dietary supplements for nutritional, toxic, and other elements.

CFSAN needs an instrument capable of determining element concentrations and accurate element ratios at low concentration. In order to mitigate spectral interferences, FDA’s research employs reaction cell chemistry techniques and requires an instrument capable of MS/MS operation. An instrument equipped with a reaction cell and that also can use kinetic energy discrimination will provide the agency with the capability for achieving lower detection limits and higher accuracy in determining element concentrations in complex food matrices. High sensitivity and interference rejection capabilities are important not only for the determination of nutritional and toxic elements but also for other elements that may be present at very low concentrations such as the rare earth elements. These other elements may be used in special analyses for determining country of origin, contamination source assessment, product adulteration and product authentication. The instrument shall have a fully developed software package and triggering system to allow the instrument to perform up to its design specifications and make for an easy interface for the operator and a laser ablation system. The instrument will be used for solution and laser ablation analyses. In the case of solution, the software should be able to report concentrations by performing quantitative analysis calculations using an external calibration curve and for performing nano-particle analysis. For laser ablation, the software shall have the capabilities to acquire time-resolved data, to integrate the area under the curve at several time-fragments of the analysis run, to report averages and standard deviations of the areas, and to perform quantitative calculation based of the area averages using an external calibration curve.

The proposed instrument is required to continue and to expand the efforts of the FDA to protect the U.S. food supply and to respond to emergencies in a timely and accurate manner.
