Subject: Questions and Answers (Set 1) for Presentation Training Skills Requirement – FDA Solicitation 75F40122R00081
1. Question: Can you extend the due date? It seems like providing industry with only 3 full-business days to respond to a multi volumed proposal is not typical. It’s almost marked on GovSpend as CORRUPTION ALERT: Please note that this solicitation was posted by the buyer with far too little lead time and may be in violation of federal procurement laws. Interested suppliers and taxpayers are encouraged to file a formal complaint.
Response: The proposal due date is extended to September 16, 2022, 10:00 AM.
2. Question: Does the contractor need to be on GSA schedule? Is this only GSA?
Response: The requirement is solicited as an open requirement. All references to GSA schedule in the RFP will be removed.
3. Question: Who is the incumbent?
Response: There is currently no incumbent for this requirement.
4. Question: 611699– All other school instruction – this is not on our GSA schedule. Would we be able to bid on this outside of our GSA schedule?
Response: Correct, this is not a GSA Schedule purchase.
5. Question: Please confirm: Volume 1 is the technical response. Volume 2 is the technical approach, management, and relevant experience submissions. Volume 1-2 should not exceed 15 pages.
Correct?
Response: Yes, that is correct.
6. Question: Volume 3 is the pricing. Correct?
Response: Yes.
7. Question: Also, will you consider extending the solicitation for a few days?
Response: The proposal due date has been extended to September 16, 2022, 10:00 AM
8. Question: Your solicitation in paragraph 6.7.4 - Price/Business Volume Instructions - says following, "The Quoter shall prepare a price volume that contains all information necessary to allow for a comprehensive evaluation of the prices quoted. The price quote shall consist of pricing discounts, the proposed labor categories and hours, and GSA Schedules.”
Response: Reference to GSA Schedules is in error. This error will be corrected in an amendment to the solicitation.
9. Question: Please confirm that resumes for Factor 2 – Management Approach may be covered in an appendix and not be counted in the 15 page Technical Volume limit.
Response: This is correct.
10. Question: It appears that vendors need to have a GSA schedule contract to submit a proposal. (Section 6.7.4 (b) on page 58). Will you consider vendors who are not on the GSA schedule, but have a history of providing communication training and coaching (presentation skills and otherwise) to the federal government?
Response: References to GSA Schedule is in error. This error will be corrected in an amendment to the solicitation.
11. Question: Is there an incumbent vendor?
Response: No, there is not an incumbent vendor.
12. Question: In our experience, a three-hour one-on-one session can be a bit too intense for many professionals. Would you consider 40 90-minute sessions, with each trainee receiving two 90-minute one-on-one coaching sessions, as opposed to 20 3-hour one-on-one coaching sessions?
Response: Yes, this would be an acceptable approach for us provided the 90 minutes, one-time session is comprehensive, and the client can get a thorough overview in 90 minutes. With the limited number of sessions we have available versus the number of employees (clients), it’s likely we won’t be offering two sessions to most clients though.
13. Question: Can a fixed number (2-3) of one-on-one coaching sessions be delivered in a single day?
Response: Yes, assuming the sessions would be provided in 2-3 one-on-one sessions for 2-3 different employees (clients) in one day.
14. Question: Under Factor 1, can Subfactor 2 be delivered before Subfactor 1 in the actual training program?
Response: Yes, the groups for each task are made up of separate and distinct individuals so tasks can be performed in any order.
