Mine Site Hole Drilling and In-Place Inclinometer System Installation

RFQ – 75D301-18-68156

Questions and Answers

1. Is the drilling to be completed on CONSOL’s Enlow Fork Mine property?

Yes.

2. Is MSHA certification required?

No, but the contractor must be familiar with and comply with Pennsylvania Department of Environmental

Protection (PADEP) rules.

3. The RFQ requires demonstration that the contractor “possess experience working with local site preparation and survey contractors.” Is site preparation and surveying required to be performed by the contractor? If so, what scope is required?

Site preparation and surveying will be performed by separate contractors, however, the contractor performing this drilling work will have to work closely with them.

4. Would you please describe the access to the drill sites? Are there roads and pads for drilling? Is the contractor to supply the solid and slotted steel casing for the three permeability wells? What size of casing is required?

The drill site is located by the road. The drill pad will be prepared by a separate contractor. The drilling contractor must provide the 5” casings for the three permeability test holes.

5. In Task 1, what are the depths of the mines we will encounter while drilling?

The Pittsburgh seam is 482 feet below the surface. All monitoring holes will be less than 470 feet deep.

6. Are they flooded, collapsed, active or are they still solid rock to final depth?

All holes will be drilled through solid rock.

7. Task 2, at what depths are the sensors to be installed?

The in-place inclinometer sensors will be installed to 470 feet below the surface.

8. Is a data logger to be included in the cost of the sensors?

NIOSH will supply the data logger.

9. Do you require an expert consultant to be available to coordinate the installation of instruments with the driller?

No.

10. Task 3, what diameter is the steel casing to be that you want installed?

Please see question and answer 4 above.

11. What material, wall thickness, or thread does the casing need to be?

Steel casings, 0.38”.

12. What screen slot size and type of manufacture do you want to be at the bottom of the hole?

No screen, just cut two diametrically-symmetry slots.

13. What size sand and where do you want the bentonite seal to be placed for the well constructions?

Regular cement grout.
