About this file

This is a Statement of Work (SOW) for the procurement of Simulations Plus GastroPlus software licenses by the U.S. Food and Drug Administration's Office of Research and Standards (ORS), located within the Center for Drug Evaluation and Research (CDER).

The FDA seeks to procure twenty (20) GastroPlus standard individual perpetual licenses, five (5) DDDPlus licenses (which include Digit™ and MedChem Designer), and five (5) MembranePlus licenses to support physiologically-based pharmacokinetic (PBPK) modeling for generic drug research. GastroPlus is specified as the required software because it uniquely uses the ACAT model for predicting oral absorption and combines non-oral delivery routes such as ocular and pulmonary delivery. DDDPlus enables prediction of in vitro dissolution and lot-to-lot variability, while MembranePlus predicts in vitro drug permeability. The contract covers a base year with two option years. Delivery must occur within 30 days after receipt of order (ARO) to Building 75, Room 4686 at the FDA White Oak campus in Silver Spring, Maryland. The order type is Firm Fixed Price for severable services. Inspection and acceptance will be conducted by the Contracting Officer Representative (COR) or assigned Technical Point of Contact within 30 working days to verify the software is operational, functional, and compatible with FDA servers and software. All invoices must be submitted electronically through the Department of Treasury's Invoice Processing Platform (IPP). The contract incorporates HHSAR clauses including anti-lobbying provisions, equal employment opportunity requirements, and Section 508 Information and Communication Technology (ICT) accessibility standards requiring compliance with WCAG 2.0 A and AA standards.

Statement of Work (SOW) Simulations Plus GastroPlus Software Licenses

1. Background

The Office of Research and Standards (ORS) located within the Office of Generic Drugs (OGD) under the Center for Drug Evaluation and Research (CDER) at the U.S. Food and Drug Administration (FDA) conducts internal research projects using a variety of computational tools to support modeling and simulation pertaining to generic drug products. ORS is in need of a contract to Simulations Plus to procure GastroPlus Software for a base year period and four one-year option periods.

2. Objectives The purpose of this request is to provide for twenty (20) GastroPlus licenses with five DDDPlus (includes licenses to the Digit™ and MedChem Designer) licenses and five MembranePlus licenses to accommodate the need for commercial physiologically based pharmacokinetic (PBPK) modeling software.

3. Scope N/A

4. Requirements The purpose of this request is to provide for twenty (20) GastroPlus licenses with DDDPlus (includes licenses to the DigIt™ and MedChem Designer) to accommodate the need for commercial physiologically-based pharmacokinetic (PBPK) modeling software.

The Office of Research and Standards (ORS) located within the Office of Generic Drugs (OGD) under the Center for Drug Evaluation and Research (CDER) at the U.S. Food and Drug Administration (FDA) is in need of a contract to Simulations Plus to procure GastroPlus Software for a base year period and four one-year option periods. GastroPlus software is the only software that uses the ACAT model to predict oral absorption and combines non-oral delivery routes (such as ocular and pulmonary) in the prediction model. The ACAT model is widely accepted in the scientific community and many absorption models already built by FDA scientists have been created using the ACAT model. DDDPlus is a companion software that allows for the prediction of in vitro dissolution and lot-to-lot variability. MembranePlus is a companion software that allows for the prediction of the in vitro permeability of drugs.
