Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

In the Solicitation, under Project Management, Consultants/Partners (page 15 of 112) it states that “Contractors are required to engage with subcontractors to meet the OAA required competencies.” If an offeror possesses the required competencies, experience, and staffing internally and can perform all required activities without subcontracted expertise, is the offeror nevertheless required to engage one or more subcontractors? Alternatively, may the offeror satisfy the requirement through its internal capabilities and submit a Subcontracting Plan identifying that no subcontracting is anticipated and instead include information about expected partners?
C.2
15
Per the Solicitation requirements, offerors must engage with subcontractors.
3
Additionally, please clarify whether offerors are required to identify specific subcontractors in their proposals or may they describe the anticipated types of subcontractor/partner capabilities and selection process in the required Subcontracting Plan.
C.2
15
In the Subcontracting Plan, Offerors may describe the tasks/activities of the contract they anticipate delegating to subcontractors. Offerors should be specific regarding the type of tasks, number of activities, and level of effort required of the subcontractors, as well as the expected timeline for executing the subcontracting agreements.
4
Objective 4, Task 4.0 includes the development of a technical assistance plan. Is it intended that within Task 4.0 an offeror should include the time and effort needed to actually deliver the services identified in the plan, or should the delivery of those services be incorporated across the other Objectives in the contract (Training, Substantive Legal Advice and Assistance, Case Consultations)?
C.2
12-13
Task 4.0 includes the development of the Technical Assistance Plan, as well as the delivery of technical assistance to the designated stakeholder group(s). The form of technical assistance may be similar to the activities identified in other Tasks, but the activities identified in task 4.0 are in addition to the activities required in Objectives 2, 3, and 5.
5
May the Project Director role be shared by two individuals or does it need to be held by a single individual?
C.2
14
The Project Director role may be shared, but both individuals must possess the skills/qualifications outlined on Page 14, and the application must clearly outline how the roles and responsibilities of Project Director will be shared between them.
