About this file

This single source justification document requests approval to award a sole source contract to Cattron North America Inc. for replacement parts for overhead cranes in buildings B81, B82, and B83 at Robins Air Force Base. The contractor will provide twenty controllers and fifteen receivers/decoders with a delivery date of thirty days after contract award. This is justified as a sole source procurement because Cattron North America Inc. is the original equipment manufacturer of the existing crane controls, and their replacement parts are required to interface with the current system without major redesign or reengineering costs estimated over $500,000. Market research found no other qualified sources as Cattron North America Inc. does not have authorized dealers and controls the proprietary technical data for this specialized equipment. The justification outlines efforts to obtain competition and the contracting officer's determination that only a single source is reasonably available in accordance with FAR 13.106-1(b)(1).

Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Yes NoIs this a Bridge Action as defined in the AF Bridge Action Reduction Plan?

Contracting Activity: AFSC/PZIMB

Project/Program Name: Replacement Parts for Overhead Cranes B81, B82, B83

Purchase Request / Local ID Number: FDB# 74402

Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

This is a sole source commercial requirement. The Contractor shall provide necessary tools, parts, materials, equipment, and shipping to provide twenty (20) controllers and fifteen (15) receivers/decoders to the 402d Aircraft Maintenance Support Group (AMXG) at Robins Air Force Base (AFB), Georgia.

See PD for full description of the requirement.

Delivery shall be 30 days after contract award.

Previous contract, FA8571-19-P-A059, was awarded to CAGE Code: 1JD17 Laird Controls North America Inc. The contractor changed their name to Cattron North America, Inc.. and uses the same CAGE Code: 1JD17 and the same address. To avoid confusion, Cattron North America, Inc. will be referenced throughout the rest of this document instead of Laird Controls North America ,Inc.

Section C: Justification for Soliciting from a Single Source or Brand Name

This is a sole source commercial requirement.

Due to the circumstances described herein, the activity requests authority to acquire Replacement Parts for Overhead Cranes for buildings B81, B82, B83 using Other Than Full and Open Competition (OTF&OC) prescribed by FAR 6.302-1.

Due to an FCC regulation required frequency bandwidth change, the overhead cranes in buildings 81, 82, and 83 will have transmitters and receivers that are no longer supportable. The manufacturer can provide compliant transmitters and receivers that will work with the existing overhead cranes. This effort will provide FCC compliant (Part 90) transmitters and receivers for all overhead cranes in buildings 81, 82, and 83. All AMXG hangars with overhead cranes currently have Cattron North America Inc. Receivers/Decoders/Controllers. These transmitters and receivers must interface with equipment (crane control boxes, transmitter chargers) made by this manufacturer that is in place and in use in B81, B82, and B83. Equipment made by another manufacturer will not interface with the existing equipment.

Cattron North America Inc. is the sole provider of OEM parts and service for the items listed above. These Receivers/ Decoders/Controllers perform the functions to correctly operate the hoist in the referenced buildings on Robins AFB.

Cattron North America, Inc. controls are presently used on all hoists. This request is required to ensure the proper operation of these instruments. These instruments possess design and technical data proprietary to Cattron North America Inc. (the instruments' manufacturer). Therefore, competition is restricted to only Cattron North America Inc.

They are the only company that can satisfy the requirements and are not willing to sell data rights to the Government.

They are the Original Equipment Manufacturer (OEM) for the required parts, thus, having all the data, equipment, and expertise necessary to provide parts. Also, there are no authorized third parties that can provide these parts. Please see attached OEM letter.

If the current receivers or transmitters fail, they will no longer be replaceable. This upgrade ensures these cranes will remain serviceable and that no work stoppages will occur that will impact the delivery of C-17 aircraft by Robins.

Choosing another product or vendor would cause irreparable harm to the programs already under way in terms of compatibility issues and the delays and costs associated with a major system redesign. There would be substantial duplication of cost and unacceptable delays if another source were qualified. Changing brands would require over $500,000 in additional costs for re-engineering, reprogramming, and training of other brands and one to two years in additional scheduling.

Section D: Efforts to Obtain Competition

Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM).Gov databases using North American Industry Classification System (NAICS) Code 335314 “Relay and Industrial Control Manufacturing” and keyword(s) crane, toggle, controller looking for companies that could provide Replacement Parts for Overhead Cranes in B81, B82, B83.

A review of small businesses to include 8(a), HUBZone, Service-Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide Replacement Parts for Overhead Cranes in B81, B82, B83. This query resulted in 30 small businesses (see attached DSBS Query 1). None of the contractors;

however, can produce the required items nor are they resellers of the items. Another DSBS search was done using NAICS Code 335314 “Relay and Industrial Control Manufacturing” and keyword(s) crane hoist controller. This query produced no results (see attached DSBS Query 2). In addition, Mandatory Sources such as Ability One were considered but did not meet this requirement.

Cattron North America Inc. is the OEM and the only source for these parts. Currently, all AMXG hangars with overhead cranes have Cattron North America Inc. Receivers/Decoders/Controllers. These transmitters and receivers must interface with equipment (crane control boxes, transmitter chargers) made by this manufacturer. They have the expertise necessary to provide the required parts. Cattron North America Inc. does not have any authorized resellers, distributors or third parties that can provide these parts. (See OEM email). Recommend awarding directly to Cattron North America, Inc. A DSBS query was run with CAGE Code 1JD17 to show that Cattron North America, Inc. is listed in the DSBS system (see attached 74402-Query DSBS- Cattron North America, Inc).

Primary NAICS: 335314- Relay and Industrial Control Manufacturing

Section E: Steps to Preclude Future Single Source or Brand Name Awards

In an effort to remove or overcome such a barrier to competition in the future, the market will be scanned frequently for new companies that could satisfy the government's requirements. Where possible, the government will prepare future requirement descriptions suitable for full and open competition.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
