PART I – SUPPLIES OR SERVICES AND PRICES/COSTS

The U.S. Small Business Administration (SBA) is issuing this competitive solicitation (SOL) # 73351018R0011 as a Request for Proposals (RFP) to solicit as a COMBINED SYNOPSIS /SOLICITATION via Federal Business Opportunities (FBO), as a 100%, 8(a) set-aside, for the purpose of entering into a multiple award, Indefinite Delivery Indefinite Quantity (IDIQ) contract for ENGINEERING AND TECHNOLOGY SUPPORT SERVICES. This RFP is issued pursuant to Federal Acquisition Regulation (FAR) Part 12—Commercial Items and Part 16.5 Indefinite-Delivery Contracts. The North American Industry Classification System (NAICS) code assigned to this solicitation and procurement is 541519, Other Computer Related Services, which has a size standard of $27.5 M. This IDIQ is in support of all SBA Headquarter and Field Office.

NOTE: Procedures for award of the Multiple Award IDIQ are listed in Paragraph

Procedures for all follow-on Task Orders shall be issued providing as much Fair Opportunity as described in FAR 16.505 B. (1.) as possible. However, it is the intent of this Multiple Award Contract to compete a majority of the follow-on task orders base on Best Value selection utilizing specific technical facts as determined by the requirement complexity, however the Government may determine that a task order may be competed based on Lowest Price Technically Acceptable (LPTA) factors. In making this determination the Contracting Officer may include but is not limited to; Potential impact on other orders placed with the contractor, past performance, quality of deliverables, cost control, price or cost, or other relevant factors.

Written proposals maybe required and discussions may or may not be conducted with one or all of the awardees. SBA reserves the right to rotate task orders between the awardees when considering the potential impact of current awarded work. Procedures may also include pending the complexity of a task order a multiphase approach by providing a draft task order requesting comments from all awardees and opportunity to provide suggestions for refining requirements, and discuss risk reduction, in which case Fair Opportunity may be decided as a Best Value decision.

IT SHOULD BE NOTED that awardees of certain Task Orders, pending the delivered solution, may be precluded from proposing on future Task Orders under this IDIQ, see FAR 9.507-1, 9.507-2, due to a potential organizational or personal conflict of interest. Additional details shall be added to any Task Order in which these clauses pertain and further instructions and details.

SERVICES AND GENERAL OBJECTIVES: This solicitation will result in non-personal services, multiple award, IDIQ contract to provide analysis, technical assistance, engineering, and information technology development services for the Office of the Chief Information Officer (OCIO) and all programs offices within the U.S. Small Business Administration’s (SBA).

The objective of this contract is to provide the SBA’s OCIO with technical professional services to support the Chief Information Officer (CIO)’s strategic planning and engineering efforts for FY 2018-2022, architecture and engineering expertise in the implementation of CIO initiatives and technologies, and other support as may be required for mission accomplishment. Specific areas to address include the following:

1. Cloud and infrastructure architecture, engineering, cybersecurity architecture and engineering, mobility engineering and operational support services

2. Enterprise data management and business intelligence architecture, engineering and operational services

3. Technology solutions evaluation, planning, and execution and enterprise architecture support services

4. Provide recommendations to OCIO on how to improve its strategic plan and assist OCIO with OCIO’s program management

The contractor will assist SBA CIO staff in assessing, updating and achieving its FY2018-2022 strategic and operational initiatives.

BACKGROUND

SBA was created in 1953 as an independent agency of the federal government to aid, counsel, assist and protect the interests of small business concerns, to preserve free competitive enterprise and to maintain and strengthen the overall economy of our nation. We recognize that small business is critical to our economic recovery and strength, to building America's future, and to helping the United States compete in today's global marketplace. Although SBA has grown and evolved in the years since it was established in 1953, the bottom line mission remains the same.

The SBA helps Americans start, build and grow businesses. Through an extensive network of field offices and partnerships with public and private organizations, SBA delivers its services to people throughout the United States, Puerto Rico, the U. S. Virgin Islands and Guam.

SBA's OCIO is responsible for strategic execution and management of Agency-wide functions related to information technology. SBA's CIO reports directly to the SBA Administrator and advises SBA senior executives on the strategic use of information technology to support core business processes and to deliver the mission’s critical goals.

CONTRACT DEFINITION – INDEFINITE DELIVERY – INDEFINITE QUANTITY

This is a MULTIPLE AWARD IDIQ contract as defined at Subpart 16.504 of the Federal Acquisition Regulation (FAR), FAR Clause 52.216-22, Indefinite-Quantity. Services provided by the Contractor under this Contract shall be secured by the issuance of Task Orders placed in accordance with the following clauses: FAR 52.216-18, Ordering, FAR 52.216-19, Ordering Limitations, FAR 52.216-27 Single or Multiple Awards.

1.1. It is the intent that government will award up to three (3) 8(a) contracts as a result of this solicitation. All future task orders shall be competed between all awardees on a either a LPTA or best value basis depending the complexity of the requirement. The first Task Order is attached to this solicitation and shall be awarded at the time of the award of the IDIQ (included in this award are all Post Award requirements). All selected awardees are required to attend a Post Award meeting at the SBA Headquarters and complete the Quality Assurance and Surveillance Plan (QASP), Non-Disclosure Agreement (NDA), and Program Management Plan as part of their first Task Order (NTE the minimum amount of the IDIQ).

As part of this solicitation review of the attached Task Order will be included in the selection decision of the awardees.

1.2. MINIMUM AND MAXIMUM QUANTITIES AND AMOUNTS FOR ORDER

The minimum quantity and/or amount to be ordered under this contract shall not be less than the minimum quantity and/or amount shown in the following table. The maximum quantity and/or amount to be ordered under this contract shall not exceed the maximum quantity and/or amount shown in the table. THE MINIMUM AND MAXIMUM AMOUNT IS FOR THE LIFE OF THE CONTRACT ON EACH CONTRACT which covers the base year and all options exercised.

Note: In the event of two (2) 8(a) contracts (instead of three 8(a) contracts) the maximum amount would be $20,000,000.00. In the event of only one acceptable offeror the maximum of the IDIQ will be $40,000,000.00.

1.3. TYPE OF CONTRACT – FIRM FIXED PRICE IDIQ

The Government contemplates firm fixed priced contracts and firm-fixed price task orders.

Task Orders may warrant the use of travel costs or other direct costs. Each shall be reimbursable under a fixed price order. Upon receipt of a request for a proposal, the Contractor shall provide a proposal of costs to be incurred, including direct labor and other direct and indirect costs. In doing so, the Contractor agrees that, unless otherwise specified in the request for quote, reimbursable travel will be paid based upon Federal travel regulations in place at the time the travel takes place and will not have any additional fees.

15 CALENDAR DAYS PRIOR TO ANY TRAVEL. ALL APPROVAL FOR TRAVEL SHALL

BE INCLUDED IN THE SUBMISSION OF ALL TRAVEL INVOICES OR RISK THE

REJECTION OF SUCH EXPENSES.

TRAVEL MAY BE ISSUED ON A NOT TO EXCEED (NTE) AMOUNT IN THE TASK

ORDER AND IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO NOTIFY THE CO

AND COR WHEN THEY HAVE EXPENDED 75% OF THE NTE AMOUNT.

1.4. PERIOD OF PERFORMANCE

The period of performance for this contract is a one-year base period and four, one-year option periods. TO BE COMPLETED AT AWARD

PART II. IDIQ PRICING SCHEDULE

2. PRICE SCHEDULE:

Labor Categories descriptions and rates are listed in paragraph 2.2 below and will be priced here in the parent IDIQ contract. Task Orders will be negotiated at the TO level based on the level of effort and the use of the below priced Labor Categories and Rates. Travel will also be based on an estimated amount per the Task Orders that deem travel necessary.

The offerors’ proposal shall also include a proposal for Task Order 0001. The proposals shall include a detailed breakdown that supports a cost per month (proposed labor category x rate x time). Additional details are listed in the Instructions to Offerors below.

NOTE: As total compensation for all services performed in accordance with the terms, conditions, and specifications stated herein, the contractor will be paid according to the negotiated fixed price listed below under paragraph 2.2 on all Task Orders issued.

2.2 LABOR RATES and LABOR CATEGORIES

The Contractor shall perform negotiated fixed price task orders under this contract using the labor categories and rates listed below. Each Labor category must list a corresponding Task from this Performance Work Statement (PWS) that it is associated with and the percentage of the price increase per option year, if applicable. The contractor shall provide (with their proposal) their proposed labor categories, rates, associated tasks, details of labor burden, overhead, G&A and profit percentages. Labor rates shall be proposed as fully loaded rates in the below chart.

NOTE: If during the life of the IDIQ a different labor category is needed to accomplish a Task Order it may be proposed and possibly added to the parent IDIQ via a modification.

NOTE: All labor rates submitted with the IDIQ task will be incorporated into this section upon award and shall be valid for the base period of the contract and all options. Task Orders shall utilize the labor categories below when developing Task Order proposals. Additional labor rates not included at the time of initial award will be incorporated via a modification.

Any position designated as Key Personnel will be indicated in the position title in the table below. Positions that require the submission of a resume are indicated by (*).

Senior Project Manager * (Key Personnel) Labor Rate Base Year

DESCRIPTION: Individual serves as the senior manager of all tasks under the contractor. Responsible for coordinating resources, scheduling review and project meetings, and keeping the OCIO leadership up to date on any potential road blocks or impediments.

GENERAL EXPERIENCE:

Master’s Degree in Information Systems Management, Business Administration, Engineering, or related technical field, and experience in the Information Technology field. Bachelor’s degree plus formal management assignment as a Program/Project Manager, with direct supervision of assigned technical and administrative staff, is

Must have managerial experience as a senior project manager in information resources management of multi million dollar federal government projects.

The contractor will provide expert recommendations and agency level impacts of legislative, executive, regulatory and policy drivers impacting agency cybersecurity and privacy policies, procedures and programs. Providing expertise and guidance to staff and other policy stakeholders is also a central requirement of this position.

Duties involve the design and implementation of a cybersecurity technical reference architecture using a ‘cloud first’ perspective. The contractor will provide expert recommendations to complex technology modernization requirements involving migrations from critical legacy systems to innovative cloud solutions that enhance and optimize business delivery. This position requires a master’s degree in cybersecurity, computer science or another relevant field. The position requires industry standard certifications, such as Certified Information System Security Professional, International Association of Privacy Professional, and/or other relevant certification.

The contractor will provide expert recommendations and agency level impacts of legislative, executive, regulatory and policy drivers impacting the agency privacy policies, program and management approach. The contractor will provide recommendations and support successful implementation of privacy requirements across the agency and ensure all federal privacy requirements achieve a comprehensive view and treatment of agency privacy risks. Expertise in federal privacy breach response requirements is a key element for success in this area. Expertise with successfully integrating privacy requirements with relevant cybersecurity requirements and processes is a critical element of this support and an important factor in driving agency maturity.

FUNCTIONAL

Defines and documents the structure, connections and relationships of business processes, organizational work groups, data, applications, user interfaces, applications interfaces, infrastructure and network topology.

Works with Program and Project Managers to aid in coordination of timelines, resources allocation and other activities from an architecture perspective. Performs high to mid-level design for new applications projects and actively monitors all applications developments to ensure compatibility with architectural framework at the applications, data, and technology levels.

2.3 TRANSITION PERIOD – As this is a MULTIPLE AWARD IDIQ all awardees are required to submit a DRAFT Transition Plan with their proposal that will address how they plan to transition from the incumbent or the government and how this transition may include transition task orders during the period of performance. This work will be included in the first issued task order that includes the Post Award Meeting. The minimum task during this period for all awardees are listed below. This period is to ensures a smooth transition in the change of work effort from any current contract(s); the new Contractor shall begin a 15-day Transition Period upon contract award. The purpose of this Transition Period is to:

• Become thoroughly familiar with work requirements and work procedures.

• Complete personnel requirements (work force) including the hiring of personnel to assure satisfactory performance beginning on the start of the first performance period.

• Obtain security clearances and network access to the SBA environment.

• Complete training requirements and accomplish necessary training of employees.

• Complete the development of necessary work plans and procedures.

2.3.1 Access to Facilities: The Contractor will be allowed access to the SBA Headquarters by escort of the Federal Project Manager and or Contracting Officer Representative (COR) to familiarize staff with equipment, reporting, work scheduling

18 -70718 and procedures. However, such access will not interfere with the production efforts of current personnel. To preclude such interference, arrangements for access to the Government facilities will be made with the Contracting Officer. Required access will be requested and considered for each individual task order.

2.3.2 Transition Completion: At the completion of the Transition Period, the new Contractor shall be fully capable of providing all services outlined in the Solicitation.

2.3.3 Transition Out: If there is a change in Contractor, the incumbent Contractor shall provide familiarization, to the follow-on Contractor. During the Transition-out familiarization period, the incumbent shall be fully responsible for the services outlined in the Solicitation.

2.3.4 Change Over: In the event the re-competed contract is awarded to other than the incumbent, the incumbent Contractor shall cooperate to the extent required to permit an orderly change over to the selected Offeror.

PART III – PERFORMANCE WORK STATEMENT

3.0 PERFORMANCE WORK STATEMENT

General Requirements

The expected benefits of the services provided to the SBA OCIO will be enabling the following:

Scope

The contractor will work with SBA OCIO in support of IT engineering services that include a broad spectrum of consulting, architecture, engineering, operational and analytical services to aid and support the Federal Government with complex IT issues under the overall management of the CIO. Contractor services will be in support of SBA’s strategic efforts for FY2018-2022, implementation of CIO initiatives, SBA sponsored initiatives, and other support as may be required for mission accomplishment.

The contractor will assist OCIO in the execution of IT engineering services for the SBA. These services include the analysis, design, architecture, integration, testing, and implementation of new and existing technology services. These services will be concentrated primarily on application systems and network WAN/LAN infrastructure, Azure, AWS, and Salesforce cloud services, IT projects and applications. These include shared services, cloud services, and applications – either commercially available and/or developed in-house As SBA continues its transformation to cloud based services instead of on premise data center services, support may include the following:

• Provisioning environments in development, test, and production

• Cloud architecture and design

• Automation of processes

• Sizing of Virtual Machines, resource groups, and others cloud components

• Provide recommendations regarding governance development, implementation and

OCIO’s management approach

• Configuration and change management support

• Enterprise wide connectivity from offices and mobile workers

• End-to-end integration of our hybrid environment

• Interoperability testing and validation

• Cybersecurity engineering and controls analysis, implementation, and updating to best practices and current federal government mandates

• Migration planning and execution from on-premise or other cloud environments to the

SBA cloud(s)

• Billing and account management and optimization

• Operational suitability and effectiveness

• Assisting with maintaining reliability, supportability, and availability

• Access to all tiers of technical support from Microsoft, Amazon, and Salesforce to resolve any problems that may arise

• Deficiency reporting/resolution

• Implementation of quality assurance and quality control processes, procedures, and functions

• Recommend, evaluate and conduct proof of concept of new technologies and solutions

• Provide engineering and operational support for other cloud, wide area, or local area networking

1. Cloud and infrastructure architecture, engineering, cybersecurity architecture and engineering, mobility engineering and operational support services may include the following:

a. Architecture and engineering – the contractor will provide IT architecture and engineering services for major architecture and engineering concepts at an enterprise-level covering cloud and infrastructure, cybersecurity and mobility. This includes, but is not limited to common IT architecture and engineering tasks, that

20 -70718 include logical and physical architecture, and detailed design elements, sizing requirements, scalability and include any data migration required.

b. Life-cycle design and operations – the contractor will support life-cycle design and processes, and will further enhance these activities by incorporating agile development processes that are introduced over time to decrease time-to-deployment and improve the functional quality of systems deployed by OCIO.

c. CONOPs – the contractor will provide business analysis capabilities to derive high-level business functionality working in concert with the OCIO customers. The Concept of Operations (CONOPs) will contain sufficient detail to provide long-term requirements such as system life-cycle and training and sustainment. The OCIO will be able to use this deliverable as a measure of the effectiveness, efficiency and performance of all designated solutions.

d. Enterprise governance and configuration management – the contractor will assist the OCIO and Deputy OCIO in the with development and management of the SBA Enterprise governance model and configuration management policies, processes, and procedures.

e. Enterprise Change Control Board (ECCB) reviews – the contractor will assist and support the OCIO and Deputy OCIO with the management of all required documentation throughout the ECCB cycle. The contractor will analyze and review the systems proposed, provide such data analysis from the approval of concept stage through deployment readiness and support.

f. Systems and operations testing – the contractor will assist or provide the technical assistance to OCIO to establish a test environment in the SBA Cloud(s) to conduct software and systems testing. This includes network and supply systems engineering oversight, identification of readiness criteria for all system milestones, and verification and validation oversight to include test success criteria, test plans, and requirements verification traceability to demonstrate that all implementations meet requirements.

g. Deployment – the contractor will provide assistances in the deployment of OCIO enterprise and divisional projects. These may include enterprise software updates, migration from on-premise to cloud of systems and applications, and other enterprise deployments such as VoIP, business intelligence capabilities, or other technologies.

Contractor will provide a full-time project manager and all necessary resources to complete the deployment.

h. Recommendations concerning the updating of standard operating procedures – The contractor will work with the OCIO staff to document any new or revised procedures in the development and deployment of systems.

2. Enterprise data management and business intelligence, architecture, engineering and operational services may include the following:

a. Enterprise data management – the contractor will assist the OCIO to define, collect, integrate and deliver continuously accurate and complete customer information and other enterprise data sources. The data management process will include a holistic, 360-degree integrated view of the customer for accurate insight and decision making. The contractor will review and make recommendations for OCIO’s existing customer data platforms, encompassing OCIO’s data capabilities and contractor in the areas of data analytics, data management, data warehouse, reporting and analytics, and IT infrastructure.

b. Architecture and engineering – the contractor will provide IT architecture and engineering services to apply major architecture and engineering concepts at an enterprise-level. This includes, but is not limited to common IT architecture and engineering tasks, that include logical and physical architecture, and detailed design elements, sizing requirements, scalability and include any data migration required.

c. Governance – the contractor will support the OCIO in developing governance processes by providing recommendations for those processes, assisting OCIO with implementation, and providing OCIO with assistance related to OCIO’s management of such processes.

d. Configuration management – the contractor will support the OCIO with configuration management processes and will make recommendations about configuration procedures development, implementation, and management.

e. Knowledge management strategy – the contractor will assist OCIO in developing and implementing a knowledgebase management strategy and program. The strategy shall integrate knowledge and content sources, operate in a simple environment, align to audience/user needs and requirements, and have accountability for content quality, completeness, currency and availability.

f. Customer relationship management – the contractor will assist OCIO in the development and implementation of an enterprise-wide customer management strategy to systematically manage the customer experience. This assistance will take the form of recommendations on a CRM strategy and assistance with implementation of the strategy that OCIO determines to be most appropriate. In addition to market research, the contractor will conduct outreach support to OCIO’s customer base and determine areas where demand exists. Outreach support may also include support for potential customer and stakeholder base among citizens, other federal agencies and industry partners. The contractor shall also be able to assess and improve OCIO’s customer-facing processes and technologies as well as its ability to build products/services with customer-valued characteristics. Finally, the contractor shall be able to assist OCIO in understanding and navigating the available technology options to enable OCIO to anticipate, meet and exceed their customers’ expectations on an efficient, cost-effective basis.

g. Customer and stakeholder survey and focus groups – the contractor will support the development, execution and analysis of surveys including focus groups, both

22 -70718 internal and external at the OCIO and program offices. In addition, the contractor shall be able to assist OCIO and individual program offices with the implementation of any recommendations that result from the findings.

h. Stakeholder management – the contractor will work with OCIO to improve its stakeholder management process to ensure effective commitment and buy-in from OCIO’s key stakeholders. The stakeholder management approach and program shall include stakeholder mapping, communication strategies, relationship management, and the monitoring of stakeholder information, commitment and feedback.

i. Recommendations concerning the updating of standard operating procedures – The contractor will work with the OCIO staff to document any new or revised procedures in the development and deployment of systems.

3. Technology solutions evaluation, recommendations, planning, execution, and enterprise architecture support services may include the following:

a. Requirements definition – requirements will be derived from the strategic and operations needs of the OCIO and its customers. The contractor will integrate business, mission and operational needs and transform these into a systems requirements document. The analyst will collaborate with SBA stakeholders to document strategic and operational capabilities. Also, collaborate with OCIO divisions to detail technical requirements that will form the basis of the design.

b. Systems design – the contractor will provide engineering design services to develop a matrix of requirements and capabilities of the proposed solution, as defined by OCIO. Documents developed typically include use cases, and projected outcomes.

c. Architecture and engineering – the contractor will provide IT architecture and engineering services to apply major architecture and engineering concepts at an enterprise-level. This includes, but is not limited to common IT architecture and engineering tasks, that include logical and physical architecture, and detailed design elements, sizing requirements, scalability and include any data migration required.

d. Assist in defining and/or updating SBA’s technology standards, provide recommendations on standardizing technology, consolidating and centralizing technology resources, developing an IT architecture framework, identifying security requirements, identifying and integrating existing resources, eliminating resource silos, building technology solutions, and supporting the OCIO’s Architecture Review Board (ARB). The OCIO ARB at SBA supports the process of researching, investing, architecting and implementing IT capabilities and services.

e. Capability assessment – the contractor will assess OCIO’s capabilities needs in the context of OCIO’s current structure and strategy, future value chain and revised operating model. The contractor will perform a gap analysis and define

23 -70718 the activities required to build and sustain those capabilities. The analysis will include the recommendation of prioritization of activities and key performance indicators to monitor and track progress and the OCIO’s enterprise performance.

f. Training and development – The contractor will assist OCIO in identifying and creating training and development plans following skill gaps discovered in the capability assessment. Technical training may include workshops, classes, multimedia presentation or virtual education to fill and address the skills gaps that are identified.

g. Solutions architecture – the contractor will work with program offices to assess program requirements and develop appropriate solutions that are aligned with the overall enterprise architecture.

4. Recommendations for OCIO strategic plan development and assistance with program management services, which may include the following:

a. Recommendations for strategic plan development – the contractor will assist the CIO, the OCIO divisions, and functional areas with recommendations for an OCIO strategic plan and will assist OCIO with the creation and updating of the SBA IT Strategic Plan for the period of FY 2019-2020, in accordance and in alignment with the Agency’s strategic plan, changes in the operating landscape and/or changes from Congress or OMB to the SBA’s mission. The contractor will evaluate and provide recommendations for the IT Strategic Plan, and recommend objectives and corresponding performance measures. This may require assessment and analysis, and facilitation of focus groups to ensure that the plan incorporates strategic opportunities.
