ATTACHMENT A
FIRST TECHNICAL TASK ORDER
NOTE: As part of the Offerors proposal to this solicitation the proposal shall provide the following as it pertains to this Technical Task Order
1) The technical management plan for this Task Order and QSAP information for this task order;.
2) Provide a firm fixed priced proposal for this task order utilizing the rates proposed in Attachment B for the base IDIQ. Include the proposed labor categories, hours and total price.
This information will be combined with the evaluation of the information on the base IDIQ for the award determination.
Period of Performance: 12 months from award date.
Location: SBA Headquarters, which has general operating hours of Monday through Friday, 8:30 am to 5:00 pm. Occasionally, work may need to be done outside these normal business hours to avoid an impact to SBA’s business operations. Note that this is a firm fixed price contract and task order so if the contractor must work additional or unusual hours than originally contemplated in order to fulfill the objectives and produce the deliverables in the IDIQ and task order, the Government is not required to adjust its price.
Task 1: Cloud and infrastructure architecture engineering, cybersecurity architecture and engineering, mobility engineering and operational support services.
Support Requirements:
The Small Business Administration (SBA) Office of the Chief Information Officer (OCIO) is seeking Professional Services and support to the CIO’s strategic initiatives in evaluating, assessing, architecting, engineering and providing operational support for the continued development and implementation of SBA’s cloud environments (Azure and Amazon Web
Services). The services will also include providing technical support to the SBA’s Data Center
Optimization Initiative (DCOI) to close existing physical data centers and migrating those locations to the SBA cloud. The below engineering and architecture support services are needed in the following areas:
- Provide cloud engineering and architecture support services to integrate systems in AWS and Azure.
- Collaborate with various subject matter experts (provided under SBA’s contracts) in developing architecture and migration recommendations.
- Evaluate, propose and upon SBA approval, migrate SBA servers and storage arrays from on-premise or hosted SBA data centers to the SBA cloud.
- Provide cybersecurity architecture and engineering services in the configuration and implementation of various SBA licensed, Microsoft and other industry leading cloud based cybersecurity tools.
- Provide engineering and operational support in the shutting down of various SBA data centers.
- Provide engineering and operational support to assist in implementing the DISA STIGS and other enterprise security policies as directed by SBA OCIO.
- Provide engineering and architecture support services to automate processes identified by
SBA.
- Develop scripts to automate common processes such as account management, setup and management of cloud based virtual servers, management of networks, monitoring and management of SBA’s cloud environment, change management, configuration management, and other processes as identified by SBA.
- Provide architecture and engineering services for deployment and operational support of cloud based mobility management tools.
- Provide architecture and engineering services for deployment and operational support of cloud based data management tools.

Project Plan

Required with each and every change within SBA environments (Dev, Test, Prod). Submitted to CCB and
ECCB (when other program offices are impacted)
SBA OCIO will provide the schedule for CCB and ECCB
Test Plan
Submitted for each system or hardware change
Detailed explanation and list of tests to be performed to ensure an infrastructure/hardware/appli cation change has been thoroughly tested prior to deployment into production
SBA OCIO will review/approve plans as needed.
Back out plan
Submitted for each system or hardware change
Detailed plan for removing implemented change should an issue or failure occur
As needed SBA
OCIO will decide when the back out plan needs to be invoked.

Each change request will include a timeline that states date/time and duration of implementation and environment testing and is it is to be conducted within the maintenance window
Following SBA
OCIO approval, the change(s) will be implemented by contractor.
The contractor will provide abovementioned deliverables and reports (either electronically or written) using the format and tools (Microsoft Word, Powerpoint, Excel, Project) provided by
SBA OCIO to document all configuration settings, decisions, and architecture for all solutions in this task order. Whenever possible, these artifacts will be maintained in real time so the government can always have current documentation available.
SBA prefers to have the following types of key personnel involved in the performance of this task order. This is not meant to restrict the contractor’s ability to propose additional key personnel or staff to perform the task order. SBA will not penalize an offeror who proposes different key personnel; however, there may be a preference in evaluation among task order offerors who provide, at a minimum, similar key personnel as the following: Cloud Platform and
Infrastructure Engineer
- Network Engineer
- Cybersecurity Architect
The key personnel are to be in place within 14 days of the task order award.
Kickoff Meeting
An initial kickoff meeting will be held within 7 calendar days of award or as agreed to by the
COR. This will be attended by the COR and may be attended by the government's Contracting
Officer. Key Contractor personnel as well as a representative from the Contractor's contracts organization are required to attend. The intent of the kickoff is for all key personnel to meet to discuss the project's overall technical and contractual requirements.
