SOLICITATION NO. 72062420R00005 – AMENDMENT NO. 1

Questions and Responses

Question 1: Kindly confirm the modalities for the pre-quotation conference scheduled for the week of April 27, 2020.

Response: USAID/West Africa will be in direct contact with those potential offerors that requested a pre-quotation conference for scheduling purposes.

See also Section L.2(g) of the Solicitation.

Question 2: At section B.2 page 6 - Place of performance: Would all the five activities be performed in each of the seven countries? If not, which of the activities would be performed in each of the seven countries?

Response: Yes, all five activities may be performed in each of the seven countries. Specific location information will be identified in each Call Order.

Question 3: At section B.3 page 6 - Period of performance: The BPA is for five years. When is it likely to start? i.e. the effective start date.

Response: At this time, the BPA period of performance is anticipated to begin in August 2020, and Call Orders will be issued separately after the BPA is in place.

Question 4: At section B.5 page 6 - Call order type: How many call orders are envisaged for each of the five activities? What is the location distribution of the envisaged call orders per the five activities for each of the seven countries?

Response: The number of Call Orders will depend on the financial assessment needs of USAID/West Africa within the performance period of the BPA. At this time, 1-10 calls each year for each Statement of Work are anticipated, but this is subject to change. No location distribution is estimated, and there is no minimum guarantee.

Question 5: At section B.10 page 7 - Eligible offerors: Can an offeror eligible for one country

(Country A), bid for activities in another country (Country B) by partnering with a local entity in country B which meets the eligibility criteria for country B? Can eligible offerors in each of the seven countries team up to submit one response? Or should an offeror focus only on its (home) country where it meets the eligibility criteria outlined in the RFQ?

Response: Eligible Offerors are encouraged to respond to this solicitation to include work in all of those listed countries in which they are able to perform, both legally and capable of completing, the Statements of Work (SOW) described. Offerors may propose one or more subcontractors as part of their offers. Note that subcontractors must qualify as a “local entity” as described in Section B.10 and be registered in SAM. In addition, Offerors are encouraged to review Section B.13(e), Section H - Limitation on Subcontracting to Non-local Entities, and Section L(b)3 for more information on the topic of sub-contractors.

Question 6: At section G.1 (a) (6) (7) page 29 - Ordering procedures: In the event a BPA holder does not submit a response to a Call Order Request for Quotation, how will USAID engage other offerors to respond to that particular Call Order Request for Quotation?

Response: Should one or more BPA holders fail to respond to a call order, USAID will follow relevant policies and procedures to fulfill the procurement requirement.

Question 7: Can we use the same DUNS number under our former business name or we need to register with the new name of the company?

Response: Both DUNS and System for Award Management (SAM) information must be current. For information on how to update DUNS, please review this website: https://www.dnb.com/duns-number/view-update-company-credit-file.html

For information on how to update SAM, please review the help System for Award Management Non-Federal User Guide – v2.7 including Section 4.6.4 Editing Your Entity’s Data:

https://sam.gov/SAM/SAM_Guide/SAM_Non_Federal_User_Guide/SAM_N on_Fed_User_Guide.html#_Toc36034947

Offerors can find additional resources for registering in SAM, including a Quick Start Guide and a video on how to obtain an NCAGE code, on www.sam.gov, navigate to Help, then to International Registrants. https://sam.gov/SAM/pages/public/help/samInternationalUserG uide.jsf

Please note that DUNS nor SAM are separate entities from USAID.

Question 8: We are interested in this opportunity and we wanted to confirm if only certain countries in West Africa can participate in this contract.

Response: Please review Section B.10 - Eligible Offerors: Eligibility is restricted to local organizations within West Africa including Ghana, Côte d’Ivoire, Cameroon, Benin, Burkina Faso, Togo, and Niger in accordance with ADS 302.3.5.17.

Question 9: Page 46 indicates that the technical quotation is limited to 10 pages, and page 47 indicates that offerors must respond to at least three of the five statement of work (SOW) areas. Question: Is USAID looking for one, consolidated 10-page technical quotation that addresses all the SOW areas where the offeror has capabilities or 3- 5 10-page technical quotations, one for each SOW areas where the offeror has capabilities?

Response: USAID/West Africa is looking for one, consolidated 10-page technical quotation that addresses all the SOW areas where the offeror has capabilities.

Question 10: Page 47 indicates that offerors must respond to at least three of the five SOW areas.

Question: If an offeror only bids on three of SOW areas, will successful offerors be allowed to bid on calls from all five SOW areas, or will successful offerors be allowed to bid on call from the three SOW that they bid?

Response: Offerors who only bid on three SOW areas will be allowed to bid on Calls from those three SOWs only. Offerors are encouraged to bid on all SOW that they are capable of performing.

Question 11: Attachment M, Table 3 – Level of Effort (LOE) by Statement of Work asks for the number of days (LOE) for each of the five SOW areas. However, the requirement for each SOW is general, and the actual LOE for calls on each SOW area will vary between the real entities involved. Question A: Given the expected variance between calls, how will Table 3 be evaluated? Question B: How will the data in Table 3 be used after BPA awards? E.g., will Table 3 be a one-size-fits-all for calls, or will offerors be allowed to bid to specific jobs?

Response 11A: Evaluation factors for the BPA are described in Section M:

Evaluation Factors for Award.

Response 11B: Evaluation factors will also be included in each call order. Any variance in LOE from the BPA for a specific call order must be clearly identified, justified, and negotiated.

Response: Please review Section B.10 - Eligible Offerors: Eligibility is restricted to local organizations within West Africa including Ghana, Côte d’Ivoire, Cameroon, Benin, Burkina Faso, Togo, and Niger in accordance with ADS 302.3.5.17.
