Q4. Does USAID have a geographic scope in mind for Yemen SHARP? Will the potential project operate in both North and South Yemen? How many governorates and which governorates will be the focus of the project?
A4. The BAA process is not prescriptive. We rely on applicants to use this open process to develop the best solution possible to the problem they identify. We do not have a geographic scope in mind. We ask applicants select geographic areas based on the request of the BAA to develop the best solutions possible including focusing on geographic areas that will ensure the best approach and impact.

Q5. If USAID anticipates Yemen SHARP will work in North Yemen, who would be considered the primary government counterpart: National Authority of the Management and Coordination of Humanitarian
Affairs and Disaster (NAMCHA), MOH, or MOPIC?
