Summary: Specification for the Repair of Electronic Equipment and Modules

This is a technical specification document issued by the United States Coast Guard Surface Forces Logistics Center (SFLC) in Baltimore, Maryland, dated October 2014, under specification number R-400-299-M. The specification establishes uniform standards and procedures for the repair of electronic equipment and modules, including complete assemblies, equipment subassemblies, circuit card assemblies, power supplies, modules, and other components as specified in individual solicitations.

The contractor must perform repairs to return defective equipment from a non-ready for issue (NRFI) condition to a ready for issue (RFI) condition. Repair work encompasses disassembly and cleaning, repair or replacement of failed parts, installation of field changes and firmware upgrades, and re-assembly with alignment and testing. The contractor must utilize original equipment manufacturer (OEM) parts or equivalent components and is prohibited from using non-OEM or direct equivalent parts without Contracting Officer approval. The specification requires three levels of inspection (incoming, in-process, and final), with all in-process inspection results recorded and submitted to the Contracting Officer. The contractor must perform fault isolation, operational testing, and final performance and acceptance testing using fully operational equipment mock-ups or Automated Test Equipment (ATE). Parts replacement must comply with specifications per section 3.2.1.1, and the contractor must affix a permanent vendor identification decal traceable to the Coast Guard, indicating the contractor name, repair date, and contract number. Repair costs are limited to 65% of the item's acquisition cost; repairs exceeding this threshold require Contracting Officer authorization. All repaired items must be individually packaged in original containers with test data record sheets included, and marking must comply with MIL-STD-129 Change 4, with bar coding required. The specification also requires compliance with applicable military standards for packaging, marking, and preservation, including MIL-STD-2073-1E for military packaging and SFLC SP-PPM-001 for preservation, packaging, and marking procedures.
