RFQ: PWZ032 Q&A
1. The 1500 records expected, what file format is expected to be in?
File is supplied as a .txt file using .fmt file to ensure correct formatting.
2. Are all the fields defined in the data dictionary (Attachment 1) expected to be part of the 1500 sample data?
Not all fields must be populated with data which will reflect the differing answers and responses received by various states.
3. Who Creates, Owns, and Maintains the FTP Server?
OSC Martinsburg owns, operates, and maintains the FTP server
4. The created being built by the contracting firm, where is it expected to reside, same server as the Files (FTP) will be uploaded?
Nothing will reside on the FTP server. It is managed via a separate contract and is strictly used for secure FTP.
5. When (Day and time) is the weekly upload expected to be performed and completed?
This can be negotiated after the fact with the only requirement being that it must be completed at least weekly. The current schedule has updates occurring on Wednesday.
6. Do they expect uploaded files to reflect only what is currently available on the Data Repository
(Homeport Site) or is the contractor required to maintain and archive previous data. In other words, should extraction be done only when there is a change in data content?
This is a loaded statement in that the current database is intellectual property owned by the current vendor and will not transition at the end of contract. The new vendor will be required to provide their information to populate the database after which only changes will be passed on weekly updates.
7. Confirmation – is Attachment 1 the complete set of fields to be in the final weekly .fmt file?
Correct, attachment 1 is all fields that can be populated by state agencies and will be required within the final weekly .fmt file.
8. What is the difference between Attachment 1 and 2, are they both Dictionaries?
Attachment one is an explanation of the data fields while attachment 2 gives an example of the formatting of data as it is currently received. We will keep the response type and field length the same at the very minimum.
9. Will the link change, is there any template to naming the link or files?
If the link being referenced is the FTP link, then it will remain the same. The files have a naming convention of ‘[Date in Format YYYYMMDD]_Add.txt’ for new vessel records, and ‘[Date in
Format YYYYMMDD]_Updates.txt’ for records that currently exist and need updating.
10. Is this a follow-on contract and if so, what is the name and contract number for the current vendor?
Yes, this is a follow-on. Vendor: Info-Link Technologies Inc. Contract #: HSCGG3-17-C-
PWO009
