About this file
This document is a U.S. Coast Guard Justification for Other Than Full and Open Competition using Simplified Acquisition Procedures (SAP) for FAR 13.106-1(b). The justification is for purchasing twelve MiniVisc 3000 Portable Viscometers from Spectro Scientific, with an estimated total value of $174,400.00. The procurement is classified under the brand name justification type, indicating the specific product is essential to the government's requirements and no other similar products can meet the agency's needs.
The document includes market research rationale supporting the single-source procurement, referencing the MiniVisc 3000 (ISO 3030, SAE, 40G) and associated kits for servicing shipboard oil analysis equipment. The procurement is for the U.S. Coast Guard Surface Forces Logistics Center, with delivery to Cleveland, OH. The document is digitally signed by technical and contracting personnel, with signatures dated 6/2/25 and 6/24/25, suggesting these are the anticipated approval and award dates for the contract.
