2.3 Government documents. Unless otherwise specified, the documents listed here by number and date shall be those in the current Department of Defense Index of Specifications and Standards (DODISS) and supplements therein.

2.4 Commercial documents. The documents shall be the version listed by number and date from the referenced industry organization. Commercial documents may be listed in the Department of Defense Index of specifications and Standards (DODISS).

2.5 Specification order of precedence. In the event of a conflict between the text of this specification and the references cited herein, this specification shall take precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained.

3. REQUIREMENTS

3.1 General. The Contractor shall provide all equipment, labor and materials to manufacture, test, inspect, preserve, package, packing and mark Ventilation Fan, (Vane-axial), in accordance with the referenced drawing(s) and data provided within this specification for the Ventilation Fan, (Vane-axial).

3.2 Coatings. Ensure the final casing surfaces comply with the system specified for “Machinery, Operating Temperatures Under 200oF, Unmachined Surfaces” in COMDTINST M10360.3, Appendix B (Cutter and Boat Interior Paint Systems).

3.3 Cleaning. After manufacturing, testing, inspecting and preserving, the Contractor shall ensure the interior and exterior fan assembly surfaces, including housing, fan blade, and end bell surfaces are clean with no cleaning fluid residues or injurious effects on cleaned surfaces prior to packaging.

4. QUALITY

4.1 Responsibility for inspection. The Contractor is responsible for the performance of all inspection requirements as specified herein. The Contractor may use his own or any other facilities for the performance of the inspections and tests, unless disapproved by the government. 4.3.2 Operational tests. The Contractor shall conduct an operational test of the each fan and motor assembly to prove satisfactory operating condition. Measure and record the tube axial fan’s CFM output to verify it is within the manufacturer’s rated tolerances. Submit a report of these test results to the contracting officer.

5. PRESERVATION, PACKING, MARKING, AND SHIPPING

5.1 Preservation. Each Vane-axial Fan shall be preserved IAW MIL-STD-2073-1E Change 1 Method 51 (water vapor proof bag with desiccant, heat sealed) using wood crates in a sealed bag. Bag closure shall be effected by heat-sealing, adhesives, or taping. Other type bag closures such as pressure-fit, zipper, and others, are acceptable. Placed inside of bag shall be desiccant material.

5.1.1 The fan shall be protected from physical damage and mechanical malfunction. Cushioning materials, dunnage, blocking, bracing and strapping shall be applied as required to protect the item(s) and the enclosing media and restrict the movement of the item within the container. The materials selected for all blocking and bracing, and the design and application thereof, shall be compatible with the item and its bearing load limitations. Materials shall be as clean and as dry as practicable.

5.2 Packing. Each Vane-axial Fan shall be individually packed in its own wood-crate container and capable of protecting the item from damage during multiple shipments by commercial carrier. Each container shall comply with ASTM D6880/D6880M-11 Class 2 Style 2 with skid mounts.

5.3 Marking. Each packaged Vane-axial Fan shall have a water proof label securely attached or water proof stencil in the upper left-hand corner of the two longest sides (two opposite sides if square) of each box IAW MIL-STD-129R. The stencil marking shall be at least 1” high, in black print lettering on a highly contrasting background.
