Justification for Other than Full and Open Competition Simplified Acquisition Threshold

1. Vessel: CGC HAMILTON

2. PR# 2118858P45T10

3. Description of Supplies or Services: DISCREP 18052 Steering Pump: Repair of 03 steering pumps IAW SOW

4. Estimated Value of Procurement:

5. Sources Available:

6. Pursuant to FAR Subpart 13.106-1 (b), the Contracting Officer may solicit from one source if they determine that the circumstances of contract action deem only one source reasonably available:

Check the appropriate reason below:

_X_ Only one responsible source and no other supplies or services will satisfy agency requirements, i.e. Unique capabilities, Limited number of sources, Proprietary data or Brand Name Mandatory

Unusual & Compelling Urgency
Exclusive Licensing Agreements
Industrial Mobilization/Standardization

7. Impact Statement (describe the impact on the mission or property)

DISCREP is CASREP CAT 2 equivalent, CGC HAMILTON’s steering system suffered from several steering pump failures. Abnormal copper particulates have been found throughout the system and points to two failed pumps. While the system can function on two pumps (of four installed), rudder response time is severely reduced. This in turn reduces the tactical maneuvering capability of the cutter and presents a major area of concern for mooring and restricted maneuvering operations.

8. Explain why an adequate purchase description or other information suitable to solicit by Full and Open Competition has not been developed or are not suitable.

Due to uniqueness of the system, use of Non-OEM parts in the repair could lead to premature part failure resulting in a catastrophic system failure. Request OEM (Bosch/REXROTH ) parts be used during rebuild.

Any third party parts provided cannot be warranted and would tremendously increase risk factors both financially and in personnel safety. The Coast Guard is having trouble supporting this system due to the limited availability of parts and does not possess specific technical knowledge and specifications that would enable another vendor to manufacture the parts or provide technical service.

9. Provide a Statement of Actions, if any, the government may take to remove or overcome any barriers to competition before future acquisitions are required.

The Coast Guard will seek to obtain proprietary data necessary to open competition in future contracts.
