RESPONSES TO QUESTIONS - RFQ 70Z08419QBB700500
Date: 10 September 2019
1) What is the existing Access Control System?
HID Omni Key RFID card access, control located in security Office, Controls Security/(Housing) back gate entry and exit, Admin entry gate, and Hangar entry and exit gate.
2) What is the existing Access Control System’s firmware version?
Omnikey cardman 5.2
3) What is the existing Intrusion Detection System?
N/A
4) What is the existing Intrusion Detection System’s firmware version?
N/A
5) Will we be required to provide the integration licenses?
Permanent Licenses required for any changes in software
6) If so, are we required to load them and set up the integration through the ACS, VMS, and IDS?
Yes
7) How many client connections will be required for the VMS?
5: Front Gate, Security Office, Hangar Gate, Operations Center (Hangar), La Plaza Server Room.
8) Will there be any mobile clients for the VMS?
No
9) What are the background requirements to work on site?
Usually we do not perform background checks, we ask to have valid driver’s license, if driving, and/or valid state identification or Passport, if not driving.
10) Will this be an analog/IP hybrid, or will we be replacing all analog with IP?
All cameras to be replaced are IP cameras. (There are several old analog cameras still up as dummy camera’s)
11) Do you have a list of approved equals for devices?
No
12) What are the procedures for daily entry to the base?
Upon contract award, contractors will obtain badges from the security office and standard contractor working hours are Monday-Friday 0730-1600 closed for holidays.
13) If near an airfield, are there any foreign object protocols to follow? If so, what are they?
Anytime work is to be performed in the hangar or along the flight line equipment and attire must be approved by maintenance control inside the hangar. Coast Guard Escort is also required.
14) Will we replace any existing network infrastructure?
Scope of work includes diagnosing and repairing/replacing any faulty/missing equipment/infrastructure.
15) How many total cameras are onsite interior and exterior outside of the RFQ?
There are 74 cameras and only 16 are currently working. The rest will need diagnosed and or replaced along with any missing hardware/software or mounting points
16) All cameras will be mounted in the security office. Is this at the front gate or another location?
No cameras will be mounted in the security office, all cameras are on perimeter and base entry points.
17) Can the headend equipment be stored in a secure location and is that location the guard shack?
The Contractor is responsible to safeguard all equipment and materials that are part of this contract. The Government will provide a staging area and is not responsible for any damage or lost due to negligence from part of the Contractor. Refer to Section 5.7 General Requirements points 5.7.1, 5.7.2, 5.7.7 and 5.7.10.
18) Will there be an alternate security room?
All security rooms will remain the same
19) How many days of video storage will be required?
Minimum 30 days
20) How many viewing locations will be required?
5: Front Gate, Security Office, Hangar Gate, Operations Center( Hangar), La plaza Server Room.
21) Does the housing area have a separate location for the headend equipment, if not; does this area feed to the guard shack via microwave, WiFi or Satellite?
Some cameras are direct connect and some connect thru a separate wireless radio.
22) Is License Plate recognition required?
No
23) What is the approved frequency being used for wireless cameras (2.4 or 5.8 mHz).

24) Observation: Contractor was not able to determine which Cameras or recording equipment was operational, nor their model numbers .
a. Concern: Contractor will need to trace each camera to test its functionality. By taking this action we will determine if they need new cables, a new camera, or both.

25) Observation: Many of the distributions boxes and its conduits are installed on the horizontal part of the chain link fence around the exterior perimeter of the Air Station. When the fence was damaged by high winds or falling trees, the surveillance system and its peripheral equipment were also damaged resulting in the loss of system’s integrity and service disruption.
a. Concern: To avoid this situation, we strongly recommend deviating from this practice and installing the cameras separate from the fence with the cable runs buried underground.
As per section 5.2.3 point E. All NEW Conduits will be underground. All necessary junction boxes, couplings, metal adaptors, curves will be weather proof and supplied by the contractor.
26) Observation: We did not have access to the system’s original design drawings and were informed that one (1) recording system was allocated per each site, which provides recording capabilities only for the cameras that are connected to that specific perimeter. Through the use of a client they are able to have access to the other sites.
a. Concern: By taking this approach, there is no redundancy and we will need to know if the CG is looking to have redundancy with the recording times captured by each site, or if prefers to have a centralized recording system and use the CPU for live feed and playback.
Due to Puerto Rico power infrastructure, we have separate local storage areas that are able to be viewed at any terminal across the system. This allows the back up UPC and generators to keep the individual systems running without interruption.
27) Observation: There are electrical cables routed through the camera conduits. By not being given access to the power panels we were not able to determine the voltage.
a. Concern: We strongly recommend these camera, control and power systems be independent from each other.

28) Observation: It appears like the building may contain led base paint and or asbestos.
a. Concern: In order to safely work in this type of environment we need to know if a study was completed to identify whether led paint or asbestos are present.
It is the contractor’s responsibility to conduct lead or asbestos testing for any areas of concern and take appropriate precautions.
29) In all CLIN no installation line item is provided, should we included it in the equipment pricing or separate?
Include them in a separate line.
30) In the walk through it was not clear which cameras needed to be replaced. May you please specify location for new camera installs?
There are 74 cameras and only 16 are currently working. The rest will need diagnosed and or replaced along with any missing hardware/software or mounting points.
31) Item 5.1.1.C says repair/ replace fiber, this is not included in the CLIN line items. Please specify if the fiber ends have to be repaired or the fiber has to be replaced.
That will be part of the diagnostic. It is not anticipated that there is significant fiber replacement needed
32) Please confirm the amount of readers needed to be removed in the AMAG system presented in item 5.1.1.J 4 readers
33) May you please send us the model and specs of the existing Network Video Recorder and software on site? The information was not provided in the site visit.

36) We notice 74 registered cameras at one monitoring station area. From those 74 there are only 20 cameras up & running.
a. Can you provide the exact amount of cameras to be replaced? (as per the scope I can only see about 35 fix and 3 PTZ).

37) There is no wiring diagram or schematic documentation as per our site visit.
a. Is there any existing wiring documentation stored that we can use for estimate calculations?
None on File
38) There is a (100100 R Switch - L3 – Managed Switch). That information does not show switch brands, model or specifics.
a. Is there any preference for a manage network switches?
Repair/replace with equivalent or current equivalent.
b. The scope does not mention POE+ as part of the switches' requirements. (Will be that a requirement for all the switches)?

39) Most of the peripheral fence is either damaged or in a very bad condition.
a. Who will be responsible for fixing the fence?
This is a separate project. NIC
b. Are we going to reuse the same areas for installing new outdoor enclosures?
Yes.
c. What about the existing fences poles that are part of the existing infrastructure?

56) Does the government intend to use Chinese made radios for a secure intrusion detection system?
