1.1 WORK COVERED BY CONTRACT DOCUMENTS

1.1.1 Project Description

After the new main has passed pressure and bacteriological testing, the existing water main will be abandoned in place and all services lines shall be replaced and connected to the new water main. Trench restoration attributed to water main and water lateral construction is to be considered incidental to the water main & lateral work. Any removal and restoration of pavement is incidental to water main construction.

Contractor shall sequence work to ensure the integrity of any existing water main still in service. Before any segment of water main is put in service, the main shall be flushed, pressure tested, sterilized, and tested safe from bacteria. Adequate fire flows and water distribution within the project area shall be maintained via the existing mains until sufficient new main is put into service.

1.1.2 Location

The work is located at the Aviation Training Center, 8501 Tanner Williams Road, Mobile AL 36608.

1.2 CONTRACT DRAWINGS

The following drawings accompany this specification and are a part thereof.

At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started. 1.5

LOCATION OF UNDERGROUND UTILITIES

Contact local utility locating service a minimum of 72 hours prior to excavating, to mark utilities, and within sufficient time required if work occurs on a Monday or after a Holiday. Verify existing utility locations indicated on contract drawings, within area of work.

Identify and mark all other utilities not managed and located by the local utility companies. Scan the construction site with Ground Penetrating Radar (GPR), electromagnetic, or sonic equipment, and mark the surface of the ground or paved surface where existing underground utilities are discovered. Verify the elevations of existing piping, utilities, and any type of underground obstruction not indicated, or specified to be removed, that is indicated or discovered during scanning, in locations to be traversed by piping and other work to be conducted or installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.

a. Submittals marked "approved" or "accepted" authorize the Contractor to proceed with the work covered.

b. Submittals marked "approved as noted" or "approved, except as noted, resubmittal not required," authorize the Contractor to proceed with the work covered provided he takes no exception to the corrections.

c. Submittals marked "not approved" or "disapproved," or "revise and resubmit," indicate noncompliance with the contract requirements or design concept, or that submittal is incomplete. Resubmit with appropriate changes. No work shall proceed for this item until resubmittal is approved.

1.7 DISAPPROVED OR REJECTED SUBMITTALS

Make corrections required by the Contracting Officer. If the Contractor considers any correction or notation on the returned submittals to constitute a change to the contract drawings or specifications; notice as required under the FAR clause entitled CHANGES, is to be given to the Contracting Officer. Contractor is responsible for the dimensions and design of connection details and construction of work. Failure to point out deviations may result in the Government requiring rejection and removal of such work at the Contractor's expense.

If changes are necessary to submittals, make such revisions and submission of the submittals in accordance with the procedures above. No item of work requiring a submittal change is to be accomplished until the changed submittals are approved.

Per Executive Order 13693, the 2016 Guiding Principles were issued on February 26, 2016 by the White House Council on Environmental Quality, Office of Sustainability, in two documents: “Determining Compliance with the Guiding Principles for

Sustainable Federal Buildings” (GP Compliance Document), which outlines evaluation criteria on which the Guiding Principles will be scored, and the “Guiding Principles for Sustainable Federal Buildings and Associated Instructions,” which provides instructions, guidance and recommended practices. This Checklist was developed by the U.S. Department of Energy, Federal Energy Management Program, as a voluntary tool for evaluating and tracking a building’s progress towards meeting the evaluation criteria defined in the GP Compliance Document. Agencies are invited to use this Checklist as is, or to reformat it to suit agency needs. Some cells in this worksheet are protected.
