About this file

This is a Justification for Other than Full and Open Competition document submitted by the U.S. Coast Guard for a simplified acquisition threshold procurement. The Coast Guard seeks to procure six Computer Subassemblies (NSN: 7050-01-609-7571, P/N: 006750) at an estimated unit cost of $2,547.20 each, for a total procurement value of $15,283.20. The single source identified is Technical Marine Service, Inc., located at 6040 N Cutter Circle, Suite 302, Portland, Oregon 97217-3956, with primary point of contact Greg Keski at (503) 285-8947.

The justification cites "Only one responsible source and no other supplies or services will satisfy agency requirements" as the basis for sole-source procurement. The computer subassemblies are required for repair and restoration of existing Sewage Holding Collection Tank systems aboard 270' WMEC Class Coast Guard Cutters, where they provide PLC control functionality. The Coast Guard did not acquire the manufacturer's proprietary data rights, design specifications, manufacturing drawings, or detailed parts lists when the original equipment was purchased. Technical Marine Service, Inc., as the original equipment manufacturer, is the only known source possessing the necessary techniques, design specifications, testing protocols, quality assurance capabilities, and documentation to manufacture compatible parts. The contracting officer acknowledges that without access to proprietary technical data, full and open competition would be extremely difficult to achieve, though the Contracting Officer Representative will continue market research efforts to identify potential alternative vendors. The justification was digitally signed by the technical representative, contracting officer, and one level above the contracting officer in July 2026.

Justification for Other than Full and Open Competition

Simplified Acquisition Threshold

1. Vessel: 270’ WMEC

2. PR# 2126406B4500AG059

3. Description of Supplies or Services:

Procurement of SIX (06) each, Computer Subassembly, NSN: 7050-01-609-7571, P/N: 006750, Estimated Unit Cost: $2,547.20 each.

4. Estimated Value of Procurement: $15,283.20

5. Source Available: OEM

Name: Technical Marine Service, Inc.

Address: 6040 N Cutter Cir, Ste 302, Portland, OR. 97217-3956

Phone: (503) 285-8947

POC: Greg Keski at PH: (503) 285-8947

6. Pursuant to FAR Subpart 13.106-1 (b), the Contracting Officer may solicit from one source if they determine that the circumstances of contract action deem only one source reasonably available:

Check the appropriate reason below:

X - Only one responsible source and no other supplies or services will satisfy agency requirements, i.e. Unique capabilities, Limited number of sources, Proprietary data or

- Brand Name Mandatory

- Unusual & Compelling Urgency

- Exclusive Licensing Agreements

- Industrial Mobilization/Standardization

7. These items are needed for the repair and restoration of existing Sewage Holding

Collection Tank used onboard 270’ WMEC Class Cutters. The Computer

Subassembly is programmed for the Sewage Holding Collection Tank for PLC

Control. The Coast Guard did not purchase the manufacturer's proprietary data rights, and therefore, cannot determine with certainty that an alternative part number would mount to, interface with, or operate effectively with Coast Guard Cutters. Failure of an alternative part, not conforming to the OEM's specifications, could cause damage to the cutters; it could also create a situation that would endanger life of the ships' personnel. The manufacturing drawing and specifications have not been purchased by the Coast Guard. Technical Marine Service, Inc. is the OEM of the Computer

Subassemblies.

8. When Coast Guard purchased the original equipment there were no requirements for manufacturer’s drawings, detailed parts lists, design or testing procedures. OEM is the only know manufacturer that has the techniques, design specifications, testing, quality assurance capability, and documentation necessary to manufacture these parts as used onboard Coast Guard Cutters.

9. COR will continue to conduct market research with a focus on locating vendors that are able to meet requirements, however without technical data described above obtaining full and open competition will be very difficult. The Coast Guard cannot require any vendor to release proprietary information.
