About this file
This is a U.S. Coast Guard Justification for Other Than Full and Open Competition document for commercial products and services below the Simplified Acquisition Threshold (SAT), issued under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1.
The Coast Guard seeks to purchase four Starter Motors (Part Number FZ206HEASC13019T10U14Z1, NSN 6110-01-620-0329) for $30,620.00 total estimated value. The component is essential to the Ship Service Power #01 Motor Control Cabinet on the 154' WPC Fast Response Cutters. The justification restricts competition based on brand name, designating Eaton Corporation as the Original Equipment Manufacturer whose proprietary specifications are required to maintain vessel operational capability, mission readiness, and configuration control. The Coast Guard asserts it lacks manufacturing drawings, specifications, and technical data necessary to evaluate alternative sources, and notes that substituted parts could jeopardize vessel safety and crew security. Two suggested sources are listed with identical $30,620 estimates: Shepherd Electric Company, LLC (UEI: XLVLQST1E7C3, contact: Andre Dickerson, 410-866-6000 Ext. 1368) and SIT Corporation (UEI: U4CGHHHKG2R5, contact: Sergio Palucci, 305-255-3127), both classified as large businesses. The document was technically certified on 06/16/2026 and contracting officer approved on 07/07/2026, though no fair and reasonable price determination method was selected on the signature page.

RATIONALE FOR JUSTIFICATION TYPE SELECTED ABOVE TO INCLUDE RELEVANT INFORMATION GAINED THROUGH
YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:
The above item listed must conform to design, materials, and operational requirements. The listed item is the standard configuration currently installed and used with the Ship Service Power #01 Motor Control Cabinet on the 154’ WPC Fast Response Cutters. Eaton Corporation is the Original Equipment Manufacturer (OEM) of the above listed parts used in the Ship Service Power #01 Motor Control Cabinet. This contract is intended to enable the Coast Guard to keep these vessels at their original operating capability, current mission requirements and maintain configuration/logistics control.
Any attempt to manufacture parts without the proper specifications, drawings, and technical data could cause the ships inability to create, shift or secure electrical power. This could greatly impact the cutter from meeting unit mission requirements. Any failure of substituted parts would jeopardize the safety of the vessel and crew. All reproduction manufacturing drawings, specifications, and other technical data pertaining to this Starter Motor used on Ship Service Power #01 Motor Control Cabinet was not purchased when these vessels were purchased by the Coast Guard and are not available for use by the Coast Guard now. The Coast Guard does not possess manufacturing data required to obtain full and open competition. Further, the scope of manufacturing, special tools and equipment required to manufacture these parts are unknown. The Technical data that is needed is proprietary. Without the adequate data, the Coast Guard cannot evaluate equal or alternate Motor Starter Parts manufactured by other than OEM. The use of OEM parts will ensure components and processes are sufficient to enable physical and functional interchangeability, as well as identifying source, size, configuration and performance requirements. Vendors other than OEM shall provide documentation certifying their parts provided meet Eaton Corporation standards and specifications as they pertain to the Coast Guard 154’ WPC application.
