QUESTIONS AND ANSWERS
USCGC VIGOROUS
Question 1: Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?
Answer 1: This is a new requirement.
Question 2: With regard to the above mentioned solicitation, we completed the same work on board the USCGC THETIS and the USCGC LEGARE this past year. I understand that those were 270’ vessels but the material list is the same for the 210’ vessels and given of past experience, several materials have long lead times (3 way valve, coalescing filter regulator assembly) up to 9 weeks. The current period of performance for this solicitation, 12/28 – 1/31 will not allow enough time for the delivery of those items. Please advise if the POP can be adjusted to reflect supply chain acquisition and delivery.
Another suggestion that may work better for the CG would be to have the contractor perform all work within the current POP and then return to the vessel once the long lead time items are received to complete. I believe you have to schedule the tech rep to come at the end of the project to oversee the operational test so this may be helpful to know for scheduling purposes.
Answer 2: For the 3 way valve, this item is now government furnished and has been included in the table on page 11. For the Coalescing filter/regulator, PN: 12E47E21AA is a suitable replacement and has a lead time of approximately 1 week.
Question 3: For Work item 1 Oily Water Separator; replace, The drawing 529-012 PIPING MODS GEA WESTFALIA OWS INSTALL calls out piece 71 PBM MODEL DPBC1SA15 3 WAY BALL VALVE ½” SIL BRAZE
ENDS BOTTOM ENTRY L-PORT 180 DEG TURN FLOW PATTERN LEVER ACTUATOR.
We reached out to the OEM and they responded with the below. Can you please provide clarification on what the correct style valve is to be replaced?
“I checked our records and it does not appear that we supplied the government with a DP valve in this configuration previously, however we have an MP valve with same flow pattern, end connections and elastomers that we do currently provide as a government quote. See if this is what they need, otherwise although unusual I can quote a DP valve if they insist (may want pictures if existing valve to be replaced). I included a drawing for confirmation.”
Answer 3: See answer to Question 2.
Question 4: Can you tell me if we will be able to tie the pier’s shore power/air/water lines for work at Little creek?
Answer 4: Little Creek has no services for contractors on the pier. Contractors may bring a generator to use as long as there's a catch pan/basin around it to soak up any spills.
