FLUID HANDLING PLAN FOR TANK INSPECTIONS
INTRODUCTION
This fluid handling plan facilitates tank inspections of the 210’ WMEC B Class while maintaining acceptable stability. It documents the stability criteria that is used, lists the tanks and periods of inspection, recommends tank conditions upon arrival, and then describes the fluid handling plans for DS2-A and DS2-B availabilities.
The second to last page presents a table depicting the tank conditions at the various steps and the last page can be used to quickly determine which tanks are to be inspected during either of the two availabilities.

STABILITY CRITERIA DURING TANK INSPECTIONS
The intact stability criteria are IAW U.S. Navy Design Data Sheet, DDS 079-1 (1975), modified as follows:
Beam winds - 60 knots
Rollback Angle - 20 degrees.
The damage stability criteria are IAW DDS 079-1 (1975), modified as follows:
Maximum Heel - 20 degrees
Margin Line Immersion Allowed.
Cosine reduction to Righting Arms – 0.04Cosine(theta)
Rollback Angle - 80% of the DDS 079-1 value.
Because the above criteria differ from that used by the cutter’s FCCS Database, Operators should not use FCCS to evaluate the stability during the tank inspection period.
210’ WMEC B CLASS TANK INSPECTION PERIODS
There will be two Availabilities over 96 months, DS2-A and DS2-B, that will result in all of the tanks being inspected. Some tanks are inspected each availability; others are inspected only once. The following tank inspection periods apply:

TANK CONDITIONS UPON ARRIVAL
When the cutter arrives in port the tanks should be loaded in a manner that allows tank inspections and avoids added costs.
Diesel Oil Tanks: The cutter should arrive with the total diesel oil aboard at 70% of the full load amount, which corresponds to 105.2 LT. The 70% loading occurs when the cutter is in Step (c) of the liquid loading instructions (described on DCB Page II(a)6) having the Diesel Oil Service Tanks 4-143-1 & 2-F at 75% , the
DO in 4-62-0-F consumed, and with 4-72-3 &4-F at 41% of capacity. [If DO Overflow Tank 4-96-1-F is not empty the DO that is in it should be transferred into 4-72-3 & 4-F prior to arrival.] If the cutter arrives with more than 111 LT of DO for the DS2-A availability or more than 108 LT for the DS2-B availability the amount in excess of 105.2 LT should be offloaded.
Ballast Tanks: Per the Damage Control Book liquid loading instructions, the 210’ WMEC B Class upon arrival with 70% fuel aboard, would have the Peak Tank (4-FP-0-W) loaded to 67% capacity and emptied DO Storage
Tank 4-62-0-F pressed full with Salt Water Ballast. Prior to arrival both of these tanks (4-FP-0-W and 4-62-0-
F) should be emptied.
Fresh Water Tanks: The centerline fresh water tank (4-172-0-W) must be pressed full to prevent a potentially large free surface. The port and starboard fresh water tanks (4-174-1 & 2-W) can be at any loading upon arrival.
JP-5, Lube Oil, Dirty Oil, & Sewage Tanks: These tanks can be at any loading at arrival.
FLUID HANDLING FOR DS2-A AVAILABILITY
The following guidance will maintain acceptable stability, trim, and list during the tank inspection period of the
DS2-A availability. Operators should adjust loadings aboard when necessary to prevent the list from exceeding approximately one degree, and/or to prevent trim from exceeding approximately 1 foot by the bow or 2 feet by the stern.
The following discussion assumes that the ship arrives during Step (c) of the liquid loading instructions with
70% of the full load amount of diesel oil aboard as described previously (TANK CONDITIONS UPON
ARRIVAL). During the DS2-A availability the DO will be transferred between tanks two different times. It will also be necessary to empty all of the non-DO tanks to allow their inspections; plus to fill the JP-5 and Lube
Oil tanks when specified in order to maintain acceptable stability. The tank loadings during each of a total of four rounds of tank inspections during this availability are described below and are depicted in the table on the second to last page.
ROUND 1a (DS2-A)
The following Diesel Oil and Ballast tanks are empty upon arrival and are to be inspected in the first of four rounds of tank inspection during the DS2-A availability. The two tanks that the DCB liquid loading instructions have loaded with ballast water prior to arrival (4-FP-0-W and emptied DO Tank 4-62-0-F) should be emptied prior to arrival.
Round 1a Inspections:
4-62-0-F DO Storage
4-96-1-F DO Overflow
4-FP-0-W Peak Tank
ROUND 2a (DS2-A)
After the Round 1a tank inspections are complete:
JP-5 Tanks - Empty the JP-5 Storage (4-164-2 & 3-J) and Service (4-164-1-J) Tanks
Fresh Water, Lube Oil, Sewage, and Dirty Oil Tanks - Empty the Fresh Water (4-172-0-W and 4-174-1 & 2-
W), Lube Oil (4-96-2-F and 4-191-1 & 2-F), Sewage (3-84-0-W and 3-84-1-W), Dirty Oil (4-96-3-F), and
OWS Dirty Oil (4-143-0-F).
After the Round 2a tank loading adjustments have been completed inspect the following tanks.
Round 2a Inspections:
4-164-2 & 3-J JP-5 Storage 4-
164-1-J JP-5 Service
4-172-0-W Fresh Water
4-174-1 & 2-W Fresh Water
4-96-2-F Lube Oil
4-191-1 & 2-F Lube Oil

ROUND 3a (DS2-A)
After the Round 2a tank inspections are complete:
JP-5 Tanks - Fill the JP-5 Storage (4-164-2 & 3-J) and JP-5 Service (4-164-1-J) tanks to 95% capacity;
EXCEPT, if filling the tanks will result in the list exceeding one degree do not completely fill the JP-5 storage tank on that side. This is necessary in order to maintain acceptable damage stability.
Lube Oil Tanks - Fill the Lube Oil Storage (4-96-2-F, 4-191-1-F , and 4-191-2-F) to 95% capacity. This is necessary in order to maintain acceptable damage stability.
Diesel Oil Tanks - After the JP-5 and Lube Oil tanks are filled, transfer diesel oil from 4-143-1 & 2-F (Service) into 4-72-3 & 4-F until full and then into 4-62-0-F. The Diesel Oil Service Tanks (4-143-1 & 2-F) are now empty.
After the Round 3a tank loading adjustments have been completed inspect the following tanks.
Round 3a Inspections:
4-143-1 & 2-F DO Service
ROUND 4a (DS2-A)
After the Round 3a tank inspections are compete:
Diesel Oil Tanks - Transfer fuel from 4-72-3 & 4-F into 4-143-1 & 2-F (Service). This empties Diesel Oil
Tanks 4-72-3 & 4-F.
After the Round 4a tank loading adjustments have been completed inspect the following tanks.
Round 4a Inspections:
4-72-3 & 4-F Diesel Oil Tanks
Completion of DS2-A Availability
The above completes the tank inspections of the DS2-A availability. The diesel oil tanks should then be loaded to either the Full Load amount or a lesser amount consistent with the fuel consumption sequence of the liquid loading instructions.
FLUID HANDLING FOR DS2-B AVAILABILITY
The following guidance will maintain acceptable stability (except as described in the following discussion), trim and list during the tank inspection period of the DS2-B availability. Operators should adjust loadings aboard when necessary to prevent the list from exceeding approximately one degree, and/or to prevent trim from exceeding approximately 1 foot by the bow or 2 feet by the stern.
The following discussion assumes that the ship arrives during Step (c) of the liquid loading instructions with
70% of the full load amount of fuel aboard as described previously (TANK CONDITIONS UPON ARRIVAL).
See the table provided on the second to last page for a depiction of the tank loadings at various steps of the fluid handling plan.
ROUND 1b (DS2-B)
JP-5 Tanks - To provide needed improvement of the cutter’s stability for the first and subsequent rounds of tank inspections, fill the JP-5 storage tanks (4-164-2 & 3-J) to 95% before beginning the DO transfers for
Round 1b. The JP-5 Storage Tanks will not be inspected during the DS2-B availability.
The JP-5 Service (4-164-1-J) Tank should be pumped empty before beginning the tank inspections of Round
1b; however, it is not inspected until a later round.
Lube Oil Tanks - To provide needed improvement of the cutter’s stability for the first and subsequent rounds of tank inspections, fill the Lube Oil storage tanks (4-96-2-F, 4-191-1 & 2-F) to 95% before beginning the DO transfers for Round 1b. The Lube Oil Storage Tanks will not be inspected during the DS2-B availability.
Diesel Oil Tanks - After the JP-5 and LO storage tanks have been filled, transfer the DO in the Service Tanks
(4-143-1 & 2-F) into 4-72-3 & 4-F until full and then into 4-62-0-F.This empties the DO Service Tanks (4-143-
1 & 2-F).
Fresh Water, and Dirty Oil Tanks - Empty the Fresh Water (4-172-0-W and 4-174-1 & 2-W), Dirty Oil (4-96-
3-F), and OWS Dirty Oil (4-143-0-F) before beginning the tank inspections of Round1b; however, these tanks are not inspected until a later round.
After the Round 1b tank loading adjustments have been completed inspect the following tanks.
Round 1b Inspections:
4-143-1 & 2-F DO Service Tanks
ROUND 2b (DS2-B)
After the Round 1b tank inspections are complete:
Diesel Oil Tanks - Transfer fuel from 4-96-4 & 5-F into 4-143-1 & 2-F (Service) until full, and then into 4-62-
0-F.This empties Diesel Oil Storage tanks 4-96-4 & 5-F. These are the only tanks to be inspected during
Round 2b.
During this round the damage stability criteria for reserve dynamic stability criteria (A1/A2 >1.4) is satisfied but the stability criteria that limits the heel to 20 degrees is exceeded by 1 degree for the worst case of flooding.
It is recommended that the next fuel transfer step be started as soon as practical after 4-96-4 & 5-F are inspected. The damage stability for the Round 3b loading condition is much better.
After the Round 2b tank loading adjustments are completed inspect the following tanks.
Round 2b Inspections:

ROUND 3b (DS2-B)
After the Round 2b tank inspections are complete:
Diesel Oil Tanks - Transfer fuel from 4-62-0-F, 4-72-1 & 2-F and 4-84-1 & 2-F into 4-96-4 & 5-F. This empties 4-62-0-F, 4-72-1 & 2-F and 4-84-1 & 2-F.
After the Round 3b tank loading adjustments have been completed inspect the following tanks.

Completion of DS2-A Availability
The above completes the tank inspections of the DS2-B availability. When completed the diesel oil tanks should be loaded to either the Full Load amount or a lesser amount consistent with the fuel consumption sequence of the liquid loading instructions.

210' WMEC B CLASS FLUID HANDLING PLAN FOR TANK INSPECTIONS
1. The cutter arrives for each availability with SW Ballast tanks empty and Fuel Oil loaded in accordance with the DCB Part II(a) liquid loading instructions; with the total Fuel aboard equal to 70% of the full load amount.
2. Diesel Oil is to be transferred between tanks and the Fresh Water, JP-5, JP-5 Service, Lube Oil, Dirty Oil, and Sewage Tanks are to be emptied and/or filled as specified in this Plan and illustrated below.
3. The tanks that are to be inspected during each round of inspections are indicated by a box labeled "EMPTY".
