STABILITY CRITERIA DURING TANK INSPECTIONS

The intact stability criteria are IAW U.S. Navy Design Data Sheet, DDS 079-1 (1975), modified as follows:

Beam winds - 60 knots Rollback Angle - 20 degrees.

The damage stability criteria are IAW DDS 079-1 (1975), modified as follows:

Maximum Heel – 20 degrees Margin Line Immersion Allowed.

Cosine reduction to Righting Arms – 0.04Cosine(theta) Rollback Angle – 80% of the DDS 079-1 value.

Because the above criteria differ from that used by the cutter’s FCCS Database, Operators should not use FCCS to evaluate the stability during the tank inspection period.

270’ WMEC B CLASS TANK INSPECTION PERIODS

There will be two Availabilities over 96 months, DS2-A and DS2-B, that will result in all of the tanks being inspected with the exception of the lube oil storage, hydraulic oil storage, and CPP Sump tanks. TANK CONDITIONS UPON ARRIVAL

When the cutter arrives in port the tanks should be loaded in a manner that allows tank inspections and avoids added costs.

Diesel Oil Tanks:

If DO Overflow Tanks (4-96-0-F and 4-165-2-F) are not empty the DO that is in them should be transferred into 4-82-0-F prior to arrival.

For the DS2-A availability: The cutter should arrive with the total diesel oil aboard between 70 and 74% of the full load amount, which corresponds to between 173.8 and 183.7 LT of diesel oil. The 70% loading occurs when the cutter is in Step 6 of the liquid loading instructions (described on DCB Page II(a)7) having the Diesel Oil Service Tanks 4-165-3 & 4-F at 50% capacity, 4-26-1 & 2-F and 4-207-0-F emptied, the EG Service Tank 2-228-1-F at 95%, and with 4-82-0-F being used and nearly empty. When 4-82-0-F is just starting to be used and is near 95% of capacity the total fuel aboard is 74% of the full load amount.

If for the DS2-A availability the cutter arrives with more than 184 LT of diesel oil the excess amount should be offloaded.

For the DS2-B availability: The cutter should arrive with the total diesel oil aboard between 70 and 71% of the full load amount, which corresponds to between 173.8 and 176.3 LT of diesel oil. The 70% diesel oil loading occurs when the cutter is in Step 6 of the liquid loading instructions (described on DCB Page II(a)7) having the Diesel Oil Service Tanks 4-165-3 & 4-F at 50% capacity, 4-26-1 & 2-F and 4-207-0-F emptied, the EG Service Tank 2-228-1-F at 95%, and with 4-82-0-F being used and nearly empty. When 4-82-0-F is at 25% capacity the total diesel oil aboard is 71% of the full load amount.

If for the DS2-B availability the cutter arrives with more than 176.3 LT of diesel oil the excess amount should be offloaded. [Note: With 176.3 LT of DO aboard, there will be only 6 LT of available capacity remaining in the DO Overflow Tanks after the Round 3b DO transfers.]

Ballast Tanks: Per the Damage Control Book liquid loading instructions, ballast tank 4-75-1 & 2-W and 4-169- 0-W are pressed full before the cutter reaches Step 6 of the instructions. These ballast tanks must be pressed full upon arrival.

All of the other ballast tanks (3-B-0-W, 4-103-1 & 2-W, 4-228-1 & 2-W, and 4-242-0-W) should be empty.

Fresh Water Tanks: The fresh water tanks (3-78-1 & 2-W and 4-94-1-W) can be at any normal operating loading.

JP-5, Lube Oil, Hydraulic Oil, CPP Sump, Waste Oil, Oily Waste, and Sewage Tanks: The JP-5 Service Tanks (3-190-1 & 2-J) should be full upon arrival. The JP-5 Storage (4-190-1 & 2-J), JP-5 Overflow (4-186-2-J), JP- 5 Drain (4-186-1-J), Lube Oil (3-165-2-F), Hydraulic Oil (4-162-0-F), CPP Sump (4-162-1 & 2-F), Waste Oil (4-169-1-F), Oily Waste (4-165-1-F), and Sewage Tanks can be at any normal loading upon arrival.

FLUID HANDLING FOR THE DS2-A AVAILABILITY

The following guidance will maintain acceptable stability, trim, and list during the tank inspection period of the DS2-A availability. Operators should adjust loadings aboard when necessary to prevent the list from exceeding approximately one degree, and/or to prevent trim from exceeding approximately 1 foot by the bow or 3 feet by the stern.

The following discussion assumes that the ship arrives during Step 6 of the liquid loading instructions, with between 70 to 74% of the full load amount of diesel oil aboard as described previously (TANK CONDITIONS UPON ARRIVAL). During the DS2-A availability the diesel oil will be transferred between tanks two different times. The SW ballast water will be transferred between the clean ballast tanks once. All of the other tanks must be emptied and filled as described below to allow inspections and maintain stability.

The DS2-A availability consists of three rounds of tank inspections. A table is provided on page 9 and 10 which depicts the tank loadings at various steps of the fluid handling plan.

Do not begin tank inspections for any round until after all the specified (DO, JP-5, LO, HO, FW, & SWB) tank loading adjustments have been completed. Do not begin any tank loading adjustments until after the tank inspections have been completed for the current round.
