WORK ITEM 1: Potable Water Deionization System Installation

1. SCOPE

1.1 Intent. This work item describes the requirements for Contractor installation of a water deionization system. The installation will interface with the cutter potable water system to supply deionized water to the feed water and drain tank for diesel engine makeup water and a new wash tank and pump to the helicopter hanger for Helicopter Engine wash.

1.2 Government-furnished property.

3. REQUIREMENTS

3.1 General.

3.1.1 CIR. The Contractor shall submit a CIR for the inspections listed in the following paragraph(s):

None.

3.1.2 Tech Rep. The Contractor shall provide the services of a Qualified Technical Representative who is familiar with the Deionized Water Quality Monitoring Systems as listed in Coast Guard Drawing 901 WMEC 436-016, Rev A, Deionized Water Quality Monitoring System to accomplish the following on site:

· Proper installation and setup for the Conductivity meter programmed alarm and control panel.

· Deionized water testing and documentation after installation.

3.1.2.1 Ensure the Tech Rep has experience with the system/equipment stated above and demonstrated on their resume.

3.1.2.2 Submit the name and resume of the Tech Rep to the COR at the Arrival Conference.

3.1.3 Protective measures. The Contractor shall furnish and install all protective coverings to seal off and protect all non-affected vessel's components, equipment, and spaces near the work area against contamination during the performance of work. Upon completion of work, the Contractor shall remove all installed protective measures, inspect for the presence of contamination, and return all contaminated equipment, components, and spaces to original condition of cleanliness.

3.1.4 Interferences. The Contractor shall handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences). Known interferences include, but are not limited to the following:

· Sheathing

· Bulkhead insulation

· Piping

NOTE

Coast Guard personnel will operate all shipboard machinery and equipment.

3.2 Removal. The Contractor shall remove potable water system piping as shown on Coast Guard Drawing 901 WMEC-533-012

3.2.1 In the presence of the Coast Guard Inspector, the Contractor shall assist the cutter crew to isolate the cutters potable water system.

3.2.2 The Contractor shall remove approximately 4 inches of ½ inch pipe before the elbow located port side at approximately frame 94, potable water supply to the sewage vacuum pump cooling water tank in Auxiliary Machinery Space number 1, compartment 2-82-0-E.

3.3 Installation. The Contractor shall install the new deionization system as shown on Coast Guard drawings listed in section 2 as reference.

3.3.1 Fabricate and install the new deionization system frame assembly and bottle rack foundation in Auxiliary Machinery Space number 1, compartment 2-82-0-E as listed on Coast Guard drawing 901 WMEC-533-011. Frame assembly and foundation location will be in accordance with Coast Guard drawing 901-WMEC-533-012. All welding will be in accordance with SFLC Standard Specification 0740.

3.3.2 Install associated pipe and fittings as shown on Coast Guard drawing 901 WMEC-533-012. All welding and brazing will be in accordance with SFLC Standard Specification 0740.

3.3.3 Install associated pipe, fittings and Helicopter Engine Wash tank in the Helicopter Hanger, Compartment 01-117-0-Q as shown on Coast Guard drawings 901 WMEC-533-012, 901 WMEC-533-013.

3.3.4 Install the deionized water quality monitoring system as shown on Coast Guard drawing WMEC-533-012. All electrical wiring shall be in accordance with Coast Guard drawing 901 WMEC-436-016.

3.3.5 The Contractor shall fabricate and install new pipe hangers in accordance with MSS SP-69 and MSS SP-89.

3.4 Valve labeling. The Contractor shall fabricate and install a valve label plate for each newly installed valve in accordance with ASTM F992. Ensure that each new label is mated to the proper valve upon final installation.

3.5 Flushing. After all authorized work is complete; the Contractor shall accomplish the following:

3.5.1 All new and disturbed water piping shall be cleaned, flushed and disinfected. Flush all new and disturbed piping with clean fresh water for five minutes. Ensure that flushing fluid is directed to move scale and foreign debris away from installed machinery to prevent possible damage upon operational testing. Submit a CFR documenting date and time of flushing process, and verification of piping cleanliness. Blow dry all flushed piping with dry low-pressure compressed air.

NOTE

All new and disturbed pipe flushing shall be completed without the deionization bottles connected to the system to prevent degradation of the deionization resins. Once flushing is completed, the bottles shall be re- connected for system testing.

3.5.2 Dispose of flushing fluid in accordance with all applicable Federal, state, and local regulations.

CAUTION

Do not drain ANY Fluids (including fresh water) into any space, bilge, or exterior location.

3.6 Hydrostatic test. After all authorized repairs, the Contractor shall hydrostatically test all new and disturbed potable water piping and the new water tank for Helicopter Engine wash in accordance with SFLC Std Spec 0740, Appendix C, “Hydrostatic Test”. Be aware that no leakage or permanent deformation of pressure-containing parts is permissible. Repair all leaks and discrepancies found. Submit a CFR.

3.7 Touch-up preservation. The Contractor shall prepare and touch-up coat all new and disturbed surfaces to match existing adjacent surfaces in accordance with SFLC Std Spec 6310, “Requirements for Preservation of Ship Structures”.

3.8 Equipment setting. The Contractor and his technical representative shall calibrate the newly installed conductivity monitor in accordance with the manufacture’s recommendations as detailed in Analytical Technology, Inc. manual, Model Q45C2 Conductivity Monitor/Analyzer and as listed below.

· The first stage alarm shall be set to monitor 50 micro siemens (S) or 25 ppm TDS.

· The second stage alarm shall be set to monitor to 5 micro siemens (S) or 2.5 ppm TDS.

3.8 Operational test – post repairs. After completion of work, in the presence of the Coast Guard Inspector, the Contractor shall thoroughly test and demonstrate the newly installed deionization system to be in satisfactory operating condition. Submit a CFR.

3.8.1 Deionized water quality testing. The Contractor shall test water quality through the newly installed deionization system utilizing the services of a certified laboratory. At a minimum, water quality test results shall include Conductivity, TDS, Chloride and PH. Test locations are listed below:

· Test the water being supplied to the Feed Water and Drain Tank.

· Test the water being supplied to the Helicopter Engine wash tank.

3.8.1.1 After testing is completed submit a CFR with the test results to the KS.

3.9 Red-lined drawing deliverable(s). The Contractor shall “red-line” the Coast Guard Drawing(s) listed in Section 2 herein to clearly reflect the work or deviations specified in this work item.

3.9.1 No later than 24 hours after completion of this work item, submit a draft copy of the "red-lined" drawing(s) to the COR for review and approval.

3.9.2 No later than 10 calendar days after receiving Coast Guard comments or completion of the availability, whichever occurs first, incorporate all comments and deliver one set of the final red-lined drawing(s) to the COR.
