Amendment A0002 Haddock FY19 Dockside Repairs:
70Z080-19-Q-P4500300
1. This amendment is issued to answer the following questions:
Question 1: There are permanent sanitary facilities and showers available for the crew within the government buildings at Sector San Diego. We interpret the requirement for sanitary facilities and showers for the crew not to be required for this contract. Is that the Coast Guard’s interpretation as well?
Question 2: Please provide clarification for below:
WORK ITEM 5: Sewage System (Toilet), Modify.
Paragraph 3.1.5, Temporary Sanitary and Sewage Facilities IAW SFLC Standard Spec 0000 par 3.2.11
With the scope of work being performed at the vessels home port, will temporary facilities be required during sewage system modifications? Can this requirement be waived?
Answer 1 & 2: Yes, there are permanent sanitary facilities and showers available for the crew within the government buildings at the Sector. However, this is normally worked out at the arrival conference with the cutter personnel. As a reminder, the contractor still has to provide their own sanitary facilities.
Question 3: For Work Item 5: Sewage System (Toilet), Modify, the general notes on 87 WPB 593-004, Rev -, Sewage System Modifications Jets Vacuum System states, “All fabrication, welding, Sil-Brazing and inspection shall be in accordance with SFLC Standard Specification 0740-STD, “Welding and Allied Processes.” This Standard Specification does not address ABS approved alternatives for mechanical joints in piping systems. Are mechanical joints such as Viega, Pyplok or LokRing acceptable for use in this work item as long as it fits the form, fit, function of the designed joint connections?
Answer 3: The mechanical joints mentioned are not authorized. The work item needs to be completed to IAW specification to maintain configuration management.
Question 4: Sector San Diego has a sewage discharge pipe for the cutters to pump sewage to. For the remnants of the sewage tank cleaning at the beginning of work item 5, is it acceptable for the tank cleaners to discharge to this system or do we have to add cost for offloading to a truck for disposal?
Answer 4: The crew will pump down the sewage and grey water tanks initially, any remnants the contractor is responsible for and cannot use the sewage discharge pipe at the sector.
Question 5: I am hoping to find out if there is an incumbent contractor currently performing these services or if this is a new requirement. If there is an incumbent, could you please provide the contract number?
Answer 5: This is a new requirement.
2. The solicitation close date has been extended to Friday, July 27, 2018 at 10:00 AM EST.
