About this file
This document is a Justification for Other Than Full and Open Competition (JOTFOC) for the U.S. Coast Guard Surface Forces Logistics Center. The procurement involves purchasing twelve (12) 47' MTU/Detroit Diesel 6V92 crankshafts (NSN 2815-01-213-1120) for critical marine vessel engines, with an estimated value of $99,747.72. The sole source justification is based on MTU/Detroit Diesel being the only entity possessing the proprietary manufacturing drawings and technical specifications required to produce these specific crankshafts.
The procurement is being conducted under Simplified Acquisition Procedures, with the justification citing 10 U.S.C. 3204(a)(1) for "only one responsible source" rationale. The Coast Guard cannot obtain competitive bids because they lack the necessary technical data to evaluate alternative manufacturers. The contracting officer determined that MTU/Detroit Diesel is the exclusive source capable of manufacturing these engine crankshafts, which are critical for maintaining the operational readiness of 47' Marine Life Boats (MLB). The document indicates ongoing market research to potentially identify alternative sources for future acquisitions.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
SIMPLIFIED ACQUISITION PROCEDURES (SAP) FAR 13.106-1(b)
SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. THIS DETERMINATION MUST BE SUPPORTED WITH FULL JUSTIFICATION FOR SOLE SOURCE FROM THE CUSTOMER. WHEN THE CUSTOMER DESCRIBES AN ITEM WITH A PURCHASE DESCRIPTION WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE JUSTIFICATION MUST EXPLAIN WHY THE ITEM IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT’S REQUIREMENT. STATEMENTS SUCH AS "ONLY KNOWN SOURCE" OR "ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE" ARE INADEQUATE TO SUPPORT A SOLE SOURCE PURCHASE.

BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED, AND THE INTENDED USE: The purchase of twelve (12), 47’ MTU/Detroit Diesel 6V92 P/N –8926921, NSN -2815-01-213-1120. The Engine Crankshaft are an integral portion of the propulsion system for the 47’ MLB engine. Due to the mission and environment the 47’ MLB vessels operate in, the engines will need to be supported with OEM quality crankshafts for the critical purpose of keeping the boats operational.
UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED: All reproduction manufacturing drawings, specifications, and other technical data required to manufacture the Detroit Diesel 6V92 crankshafts were not purchased when the current 47’ MLB vessel was acquired by the commercial source. The Coast Guard does not possess the necessary manufacturing data required to obtain full and open competition. Furthermore, the scope of engineering drawings, identifying suitable materials needed and the manufacturing of the Sterndrives are unknown. The technical data required is proprietary. Without the adequate data, the Coast Guard is not capable of evaluating equal or alternate engine crankshafts manufactured by other than MTU/Detroit Diesel. The use of only the MTU Engine Crankshafts will ensure processes are sufficient to enable physical and functional interchangeability, as well as identifying source, size, configuration, and performance requirements.
A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT QUOTATIONS OR OFFERS ARE SOLICITED FROM AS MANY POTENTIAL SOURCES AS PRACTICABLE (INCLUDE YOUR MARKET RESEARCH EFFORTS HERE): Market research conducted using internet searches, GSA Advantage, and reviewed previous purchases to identify vendors who would have the ability to provide the required materials.
While conducting Market Research the COR sought several commercial and government estimates in an attempt to gain an understanding of the current market for the containers.
REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES: MTU/Detroit Diesel is the sole possessor of the drawings and other technical information required to properly manufacture the 47’ 6V92 Engine Crankshafts. All the technical data required to manufacture the LLRC’s is proprietary.
EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND OPEN COMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE: This is a proprietary commercial item of the proposed contractor. The reproduction of manufacturing drawings, specifications and other technical data related to this item were never purchased by the U.S. Coast Guard and therefore are controlled by and remain the sole property of the OEM.
PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED: COR will continue to conduct market research in the attempt to locate vendors that can satisfy the needs of the Coast Guard including a requirement for manufacturer’s engineering drawings, detailed parts lists, design or testing procedures, and other relevant information concerning this item.
