2.0 Work
2.1 Monitoring Requirements: For each measurement of sample taken pursuant to the requirements of this SOW, the Contractor shall subscribe to the following information:
2.1.1 Task A: Building 18 Sewage Sampling and Analysis: This task is for collecting and analyzing samples from a sewage pumping station (USCG YARD Bldg. 18) in accordance with the Anne Arundel County Department of Public Work’s Wastewater Discharge Permit No. 120052 (Expiration Date September 30, 2021). This sampling and analysis will be conducted quarterly in accordance
4 | P a g e with the schedule outlined in the discharge permit, Part 3, Section 1 Monitoring and Reporting Requirements. Provide all labor and materials to collect sewage samples for three consecutive days during each of the sampling periods beginning in the base period from 4th Quarter 2020 through December 31, 2021,Option 1: January 1, 2022 to December 31, 2022, and Option 2: January 1, 2023 to December 31, 2023 at the designated access point in Building 18. The collected samples will consist of both 24-hour composite samples and daily grab samples in accordance with the specific analytics, as listed in Part 2 Section 1 of Anne Arundel County Wastewater Discharge Permit No 120052 Applicable Effluent Limitations Anne Arundel Co. Pretreatment Standards. The contractor will complete the chain of custody and transport the samples to an analytical laboratory, certified by the Maryland Department of Health and Mental Hygiene for analyzing drinking water samples. The quarterly sampling must be conducted over consecutive days, and in the event of equipment failure will require re-starting the monitoring period, and the additional cost to do so will not be passed on to the USCG. The laboratory analytical results of each sampling event will be submitted to the USCG within a maximum of 14 working days following completion of the sampling event. Results shall be reported to USCG by the deadlines mentioned in the Wastewater Discharge Permit 120052 Part 3, Section 1 Monitoring and Reporting Requirements. For each sample collected, the following parameters will be provided in tabular format in the laboratory analytical report and accompanying summary spreadsheet. For each measurement or sample taken, the following information will be recorded:
a. The exact place, date, and time of sampling;
b. The type of sample (grab or composite);
c. The analysis requested;
d. The turn-around time required for the sample results;
e. The date(s) the sample were performed;
f. The person(s) who performed the sample;
g. The analytical techniques or methods used; and
h. The results of all required analysis.
i. The minimum detection limit of each analysis
j. The regulatory or Permit limit(s) for each parameter if applicable
Additionally, the contractor will prepare, in tabular format, a summary of sampling results along with a listing of the permit limitation or relevant standard for comparison and the limit of detection for the specific parameter. No written narrative will be provided. This task includes a total of 5 quarterly sampling events during the base PoP and 4 quarterly samples for each option period.
2.1.2 Task B – Swimming Pool Sampling and Analysis: This task involves sampling the main pool and wading pool four times a year (June, July, August and September) on the date specified by the USCG. Pool samples will be analyzed for total chlorine. Field monitoring will be conducted for turbidity, pH, cyanuric acid and PHMB. PHMB will be monitored using test strips. Pool
5 | P a g e sampling will be conducted in accordance with US Coast Guard’s Maryland Department of the Environment (MDE) General Permit No. 12SI for Discharges from Swimming Pools and Spas (NPDES Permit NO. MDG766792) – Registration Number 12SI6792, expiration date May 13, 2021. This task provides for a total of 4 pool sampling events per base and option periods. This task covers the miscellaneous collection and laboratory analysis of environmental samples as directed by the USCG on an individual assignment basis. In general, the contractor will provide labor and sample collecting containers to facilitate the performance of a sampling event in accordance with a task-specific scope of work to be issued by the USCG. The USCG will specify the associated sample location, number of samples, sampling methods and sampling parameters.
Samples requiring laboratory analysis will be delivered to the certified laboratory and analyzed in accordance with the laboratory methods and turnaround time as specified by the USCG. Costs associated with labor and materials required to complete a miscellaneous sampling event as directed by the USCG, including re-sampling for verification of permit exceedances. Sample requests may include all media including soil, water, sludge, waste and sediment. Deliverables to the USCG resulting from the sample collection will include the laboratory analytical report. In the event that additional subcontractor services or sampling equipment is needed to facilitate the request for sample collection, a separate cost estimate will be prepared based on the specific pricing obtained by the contract for that task.
3.0 Reporting Requirements
3.1 All sampling results shall be presented to the Coast Guard a maximum of 14 work days after the sampling is completed.
