SCOPE OF WORK

1. GENERAL REQUIREMENTS: The work consists of providing all labor, materials and equipment as required to perform Sandblasting and the Application of Coatings to below listed miscellaneous tanks. Work must be performed at USCG Yard 2401 Hawkins Point Road Baltimore Maryland 21226

2. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK: Upon acceptance the contractor shall commence work NLT five (5) days after notice to proceed and work diligently to complete all work up to 45 working days after contract award.

3. SCOPE OF WORK: This work item describes the requirements for the Contractor to grit blast and preserve the listed tanks.

4. REQUIREMENTS

4.1 General. A site visit is required for all bidding contractors.

4.1.1.Tech Rep. Contractor must have NACE Level II Paint Inspector at job site for entire schedule period to perform the following but not limited to: environmental readings, surface profile readings, DFT and WFT readings, surface cleanliness inspections, blast and paint inspections.

NACE inspector must complete all SSPC QP-1 forms and QA inspection forms (QA-1 thru QA-5).

4.1.2 Certifications: Contractor must have current SSPC QP-1 Certification.

4.1.3.Protective measures - general. The Contractor shall furnish and install all protective coverings to seal off and protect all non-affected vessel's components, equipment, and spaces in the vicinity of the work area against contamination during the performance of work. Upon completion of work, the Contractor shall remove all installed protective measures, inspect for the presence of contamination, and return all contaminated equipment, components, and spaces to original condition of cleanliness.

4.1.3 Interferences. The Contractor shall handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences).

5. Surface preservation. The Contractor shall accomplish the following for tanks listed in scope of work table.

5.1.Retain the tank manhole cover.

1. Prepare and coat all tank interior surfaces (including internal surfaces of manhole cover(s), manhole cover hull ring(s) extending outward to the weld line that ties the hull ring into the tank plating on the tank exterior) using the system specified for "Tanks and Voids, Grey Water, Sewage, and CHT Tanks; Option II." in SFLC Std Spec 6310, Appendix B (Cutter and Boat Interior Painting Systems). Select finish/top coat color to match existing.

2. Prepare and coat all tank interior surfaces (including internal surfaces of manhole cover(s), manhole cover hull ring(s) extending outward to the weld line that ties the hull ring into the tank plating on the tank exterior) using the system specified for "Chain Lockers in SFLC Std Spec 6310, Appendix B (Cutter and Boat Interior Painting Systems).

3. Prepare and coat all tank interior surfaces (including internal surfaces of manhole cover(s), manhole cover hull ring(s) extending outward to the weld line that ties the hull ring into the tank plating on the tank exterior) using the system specified for "Tanks and Voids, Potable Water Tanks; in SFLC Std Spec 6310, Appendix B (Cutter and Boat Interior Painting Systems). Select finish/top coat color to match existing.

4. The Contractor shall prepare and coat all tank interior surfaces (including internal surfaces of manhole cover(s), manhole cover hull ring(s) extending outward to the weld line that ties the hull ring into the tank plating on the tank exterior) using the system specified for "Tanks and Voids, Ballast Tanks; Option I or II " in SFLC Std Spec 6310, Appendix B (Cutter and Boat Interior Painting Systems). Select finish/top coat color to match existing.

5.1.3. The Contractor shall be required to provide a proper surface profile in accordance with SFLC Standard Spec 6310. The contractor shall be required to work with various blast media materials such as garnet (black beauty). This media shall be used on metals such as steel.

5.1.3.1.The application of protective coating will require a sequence of coatings.

In process quality control measures. The Contractor shall abide by all the safety, preservation, and quality control requirements specified in SFLC Std Spec 0000.

SHAPE \* MERGEFORMAT

5.1.4 Containment: The Contractor shall provide, install and maintain containment to capture 100% of blast media, paints and other solids during the blasting and painting operation. No containment shall be removed without first receiving authorization from the Ship Superintendent. Once Ship Superintendent approval has been received, the containment materials shall be demobilized. If containment is breached in any manner it shall be reestablished immediately. If the containment cannot be fully reestablished immediately work shall be halted at no cost to the government, until the containment is reestablished. Inspection of the containment shall be conducted by the Contractor as an ongoing process before, during and after sandblasting to ensure its integrity. The containment shall be inspected and deemed acceptable by the Ship Superintendent. The containment must not allow any blast media, paint chips or other materials to escape. The Coast Guard Yard has a discharge permit from the State of Maryland that does not allow any blast media or other materials to be discharged to the waters of the State. In the event the Contractor creates an unsafe work environment and will cause yard work operations to cease, the Contractor will be held responsible and damages shall be assessed for the length of the work delay. If any material is found to be outside the containment area, the Ship Superintendent must be notified immediately. The Ship Superintendent shall then notify the Coast Guard Yard Facilities Management, Environmental Branch. The Contractor will be held solely liable for any fines imposed upon the Yard due to Contractor violations of the Yards National Pollution Discharge Elimination System (NPDES) discharge or other permits. A containment plan shall be provided to the Government with the proposal

6. Inspection. After surface preparation and before coating application, the Contractor shall allow CG Yard to visually inspect all tank interior and manhole cover surfaces; including, but not limited to bulkheads, floor and overhead plating, structural members, fasteners and gasket seating surfaces. CG Yard will submit a CFR including the following, as applicable:

· Structural condition.

· Inaccessible areas.

· Tank level indicator (TLI) and/or float switch condition.

· Sounding tube and striker plate condition.

· Suction and discharge piping.

· Fastener condition.

7.0 General Information

7.1 Place of Performance: The work to be performed will be at US Coast Guard Yard, Baltimore MD 21226. CGC Juniper

7.2 Period of Performance: The start date is March 16th 2020 and to be completed 45 days.

7.3 Security Requirements: The U.S. Coast Guard Yard, Baltimore, MD is a controlled access area. All contractors and subcontractors performing work on this contract shall utilize the RAPIDGate program. RapidGate manages the non-Common Access Credential (CAC) eligible vendor/contractor companies and their employees who require access to Coast Guard Yard, Baltimore. Vendor/contractor CAC eligibility has been restricted to only those who require physical access to Coast Guard yard and logical access to a DoD or DHS network or system.

7.3.1 All personnel shall receive visitor’s passes and clearance from USCG Coast Guard Yard Security locate at the Main Gate. List of personnel needing access shall be provided to the COR twenty-four (24) hours prior to requiring access. Personnel will be required to provide full name, picture I.D. (valid driver’s license preferred), and date of birth. For non US citizen’s, a passport will be required. The following forms of IDS are authorized:

7.3.1.1 Contractor employees shall not enter restricted areas in accordance with U.S. Coast Guard Yard security regulations or policies. Before Contractor employees can work at the U.S. Coast Guard Yard Facility, the Contractor shall complete a security investigation on all Contractor employees in connection to this contract. Any Contractor employee with a criminal back ground shall get prior authorization before they can gain access to U.S. Coast Guard Yard Facility. Contractor shall provide for each employee to the Contracting Officer, the full name and any alias, address, city and state, and date of birth

7.4 Physical Security: The Contractor shall be responsible for safeguarding all Government equipment, information and property provided for Contractor use.

7.5 Reporting Requirements: Contractor personnel shall report to an appropriate authority (Contacting Officer, Ship Superintendent) any information or circumstances of which they are aware may pose a threat to the security of U.S. Coast Guard personnel, Contractor personnel, resources, and classified or unclassified defense information. The Contractor shall not substitute employee(s) without prior notification to the Contracting Officer and Ship Superintendent. Contractor employees shall receive a full safety briefing by their immediate supervisor upon initial on-base assignment of all known hazards in areas that work shall be performed.

7.6 Occupational Safety and Health Standards: The Contractor shall be required to follow 29 CFR 1915 (OSHA Shipyard Industry Standard), 16 CFR1303, 29 CFR 1910, 29 CFR 1915.1025, 29 CFR 1926.62, 15 U.S.C. 2601, while performing this work at the U.S. Coast Guard Yard. The Contractor shall provide all required personnel safety equipment for their employees, such as, but not limited to; safety helmet, safety glasses with side shields. All safety equipment shall meet OSHA standards. Failure of the Contractor employees to comply with the above requirements could result in a shutdown of operations.

7.6.1 Emergency Services The U.S. Coast Guard Yard has 24 hour first aid, spill response and fire protection available. If necessary, the Contractor may call 410-636-3993 from non-Yard phones and extension 3000 from Yard phones for emergency situations. The U.S. Coast Guard Yard will provide emergency first aid only. Injuries shall be reported immediately and followed up with a written report to the COR.

7.7 ISO Qualifications: Contractor shall comply with all the U.S. Coast Guard Yard International Organization for Standardization (ISO) 9001 Quality Management and ISO 14001 Environmental Management Systems certifications. The Contractor may be periodically audited to ensure conformity to these certifications and standards. In the event the Contractor creates an unsafe work environment and causes the U.S. Coast Guard Yard work operations to cease, the Contractor shall be held responsible and damages shall be assessed for the length of the work delay.

7.8 Key Personnel: The Contractor shall provide a Supervisor who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the Contractor when the Supervisor is absent shall be designated in writing to the Contracting Officer. The Supervisor or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. The Supervisor or alternate shall be available between 7:00 a.m. to 4:30 p.m., Monday thru Friday except when the Government facility is closed for administrative reasons.

7.8.1 Supervisor and Alternate Supervisor: The Supervisor and Alternate Supervisor shall have at a minimum two (2) years of documented experience supervising marine blast and painting, and two (2) years experience performing blast and painting. The ability and experience of the above personnel shall be provided to the Government with the proposal in the form of a resume detailing qualifications such as experience and training.

7.8.2 Workers: Workers shall have a minimum two (2) years documented performing blasting and painting services. The ability and experience of the above personnel shall be provided to the Government with the proposal in the form of a resume detailing qualifications such as experience and training.

7.9 Coordination with Ship Superintendent: The Contractor shall coordinate all work requirements, stated herein, with the Ship Superintendent, the Ship Superintendent will communicate with the Supervisor to ensure adherence with the SOW. There may be occasions in which the U.S. Coast Guard Yard will request the Contractor to cease work or move to a different location on the vessel due to U.S. Coast Guard Yard production requirements.

7.10 Damage to Government Property: The Contractor shall be held liable for any damage to Government property caused by the Contractor. The Contractor shall provide protective coverings on all vulnerable equipment and surfaces. It shall be the responsibility of the Contractor to ensure that the covering is adequate. Any concerns as to the adequacy of the coverings shall be brought to the attention of the Ship Superintendent. The Contractor shall inspect the area before work commences and may request a technical inspection from the Ship Superintendent, however such an inspection does not relieve the Contractor from responsibility for damage.

8.0 Government Furnished Equipment:

The following is a list of property, equipment and services which the Government will furnish. This list supersedes any other material obligations indicated or implied by referenced drawings.

8.1 Services: The Government shall provide material handling services to load and unload Contractor machinery and for the setup of equipment. The Coast Guard Yard shall endeavor to provide timely assistance as requested by the Contractor. The Contractor shall provide 24 hour notice to the Government of the need for material handling services. However, there may be occasions where Yard work must take precedence. These occurrences will be managed as they occur.

8.2. Utilities: The Government will provide water, compressed air, and electricity for the contractor as defined herein. The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning vehicles and equipment.

8.3 Compressed Air: The Government shall provide a source of compressed air for contractor machinery. The contractor shall be responsible for ensuring that their compressed air hookup connections are compatible with the Yard’s compressed air sources. This compressed air is not safe for breathing apparatus’s.

8.4. Electricity: The Government shall provide up to 200 amps and up to 480 volts of electrical services for hookups. The contractor shall be responsible for ensuring that their electrical hookup connections are compatible with the Yard’s electrical sources and connections.

8.5. Equipment: The Government will provide dust collectors, vacuum, blast pots and hoses and lines associated with blast pots, staging and scaffolding in those areas that are determined not to be accessible by manlift. The contractor shall provide proof of manlift training for employees required to operate manlifts.

8.6 Materials: The Government will provide blast grit, all coating systems and disposal of spent blast grit.

8.7. Hazardous Materials and Waste: If the materials being removed are deemed hazardous waste (code of Maryland Regulations, Title 26, subtitle 13 and 40 CFR 260-267), the Government shall dispose of the materials. If the surface coating being removed contains lead, cadmium, chromium or Polychlorinated Biphenyl or PCB’s, the contractor will be notified on each individual order. The COR, Yard Safety Office, Environmental Branch and the contractor will coordinate the precautions and methods used to remove the coating before the work commences.

9.0 Contractor Provided Equipment: The Contractor must provide the following but not limited to personal protective equipment, filters for breathing apparatus’s, blasting hoods, blasting and painting gloves, brushes, coveralls, disposable suits, safety equipment, lighting and spray painting pumps/equipment.

9.1. General: The Contractor shall furnish all equipment and services required to perform work under this contract.

9.1.1 The Contractor shall report to the designated work site on the date specified on the written notification by the Contracting Officer in the form of a signed task order. No other individual has the authority to direct the Contractor to begin work, other than a warranted Contracting Officer. Pending Coast Guard Yard production schedules, services may be required on an intermittent basis within the time period and quantity specified.

9.2 Painting: The Contractor shall perform all painting required by the task order to be done in accordance with to SFLC standard Specification 6310 (series) for each area being blasted and preserved.

9.3. Equipment: The Contractor shall, throughout the performance of this contract, be in possession of fully functioning equipment and tools to complete assigned work. The following tools and equipment are required:

a. Tools and equipment including, but not limited to, all basic hand and power tools common used in the trade, for example, Pneumatic sanders, needle guns and scaling guns.

b. equipment including, but not limited to, blowers, exhaust fans, heaters, pumps sprayers, tarps, spray painting equipment.

c. Provide all materials for painting including paint brushes, rollers, sprayers, paint tape and all paint consumables.

d. Provide all standard Personal Protection Equipment (PPE) in accordance with Occupational Safety and Health Administration (OSHA) Standard, hard hats, safety glasses, face shields, steel-toed shoes, ear plugs, fall protection equipment, blasting hoods, flash lights, gloves and respirators including cartridges, and Tyvek suits.

4. SITE VISIT: A site visit will be required before submitting bid.

5 . DESIGNATED CONTRACTING OFFICER’S QA EVALUATOR (QAE) REPRESENTATIVE: The designated contracting officer’s QAE representative and Point of Contact for this project is Justin Price 410-636-3992. Inquiries concerning any phase of the specification before or after award shall be made to Justin Price.

6. CONDITIONS AFFECTING THE WORK: The offeror must visit the site and take such other steps as may be reasonably necessary to ascertain the nature and location of the work, the general and local conditions which can affect the cost of the work thereof. Failure to do so will not relieve bidders from responsibility for estimating properly the difficulty or cost of successfully performing the work. The government will assume no responsibility for any understanding or misrepresentations concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the request for quotes, the specification or related documents.

7. AFTER AWARD OF THE CONTRACT: The contractor must immediately notify the contracting officer’s QAE representative of the intended start date. The work shall be done in accordance with the specification.

8. ORAL MODIFICATION: No oral statement of any person other than the contracting officer shall in any manner or degree, modifies or otherwise affect the terms of this contract.

9. WORKMANSHIP: All work shall be accomplished with the best standard practices, and by workmen thoroughly experienced in the required trades. The work shall be supervised by experienced personnel and shall be satisfactory to the Contracting Officer.

10. PERMITS: The contractor shall without additional expense to the government, obtain all appointments, licenses, and permits required for the prosecution of the work. The contractor shall comply with all applicable federal, state and local laws.

11. CLEAN UP: All trash and debris shall be removed from the site daily. The job site shall be left in a clean and neat manner.

12. WORK OUTSIDE REGULAR HOURS: If the contractor desires to carry on work on Saturday, Sunday, holidays or outside the unit’s regular hours, must submit their request in writing to the Contracting Officer’s QAE Representative for approval consideration. The contractor shall allow ample time to enable satisfactory arrangements to be made by the government for inspecting the work in progress.

13. UPON COMPLETION OF WORK: Contact the Contracting Officer’s QAE Representative to arrange for inspection/acceptance of work.

14. IDENTIFICATION OF CONTRACTOR PERSONNEL AND VEHICLES:

All contractors and subcontractors performing work onboard the Coast Guard Yard shall utilize the RAPIDGate Program (www.rapidgate.com) if repeat access to the CG Yard is required for seven (7) or more days annually. RAPIDGate manages the non-Common Access Credential (CAC) eligible vendor/contractor companies and their employees who require access to Coast Guard Yard, Baltimore. Vendor/contractor CAC eligibility has been restricted to only those who require physical access to Coast Guard Yard AND logical access to a DoD or DHS network or system.

Costs incurred for delays at the gate due to the contractor’s failure to comply with this requirement or to provide qualified, authorized personnel will not be reimbursed by the Government. Additionally, consideration may be negotiated for performance delays caused by the contractor’s failure to comply with RAPIDGate requirements, or for delays caused by the disqualification of contractor employees.

Each contractor provided vehicle or towed trailer shall show the contractor’s name so that it is clearly visible on the vehicle. A valid state license plate and safety inspection sticker is required. All vehicles operated on government property shall be maintained in a good state of repair.

15. SAFETY REQUIREMENTS:

a.

Responsibilities:

(1) All contractors working on CG Yard shall abide by all federal safety regulations as published by the Occupational Health and Safety Administration, 29 CFR 1910 (series) and 29 CFR 1926 (series). Contractor written safety programs shall be reviewed by the Base Safety Office prior to starting work.

(2) Written notification must be provided to the YARD Safety Officer, in their capacity as Fire Marshal of any activity that could potentially cause fire or explosion or that changes or reduces the capability of fighting a fire or explosion. Some examples of qualifying activities are: a fire hydrant or fire suppression system that must be taken out of service for any reason, electrical work that affects fire alarm systems, introduction of hazardous or flammable material onto the unit, and blocking of any egress routes or emergency vehicle routes. Inclusion of this information in the contract constitutes written notification as long as the outsource review sheet is signed by Base Safety Officer.

(3) Copies of the following must be provided to the YARD Safety Office prior to starting work in affected areas: Confined Space Entry Permits, Hot Work Chits, and Dig Chits. Confined space clearance must be conducted by a certified marine chemist and permit required spaces will have a copy of the permit posted on site during work. Hot work will only be conducted with permission and a fire watch must be posted during work. A facility dig chit is required in addition to a Miss Utility dig chit.

(4) Lock Out/Tag Out requires notification and coordination with facilities and will not be conducted by a contractor on CGC Mobile Bay A representative from CG YARD is required for all contractor Lock Out/Tag Out needs.

b. Rights:

1. Every employee working on the CG Yard has the right to a safe and healthy work place. The contractor has the responsibility and right to stop unsafe work. QAE’s and the Safety Officer may also institute a work stoppage relating to unsafe practices or immediate danger to life and health situations.

16. ENVIRONMENTAL PROTECTION REQUIREMENTS:

a. All contractors working on CG Yard shall abide by all federal environmental regulations as published by the Environmental Protection Agency, 40 CFR (series). Contractor written environmental management and pollution prevention programs shall be reviewed by the Environmental Protection Specialist prior to starting work and must be in accordance with the Unit Environmental Guide.

b. Written notification must be provided to the Environmental Protection Specialist of any activity that could potentially cause a permit violation on Derrick Josey 410-636-7070. Some examples of qualifying activities are: any activity that could result in a spill or discharge into a waterway or introducing a hazardous material into the environment.

c. Copies of the following must be provided to the Environmental Protection Specialist prior to starting work in affected areas: Material Safety Data Sheets, permits, and notices of intent.

10.0 NOTES

10.1 QA inspection forms. QA inspection forms (QA-1 thru QA-5), required in SFLC Standard specification 6310 to be completed and submitted during preservation of “critical-coated surfaces”, are provided at the end of this document.

CHECKPOINT 1 – COATING SYSTEM COMPLIANCE

Ensure all coatings are in compliance with SFLC Std Spec 6310, Appendix C.

CHECKPOINT 2 - PAINT STORAGE

Ensure all coatings are kept at a temperature of 65 to 85°F at all times, unless otherwise specified by the coating mfgr.

CHECKPOINT 3 - AMBIENT CONDITIONS

Ensure surface and surrounding temperatures are each between 50 and 90°F for water-containing coatings, and 35 and 95°F for other coatings, unless otherwise specified by the coating manufacturer(s).

Ensure maximum relative humidity (RH) is as follows, from surface preparations through final curing of topcoat: 50% for tanks, voids, and vent plenum; and 85% for all other areas, unless otherwise specified by manufacturer(s).

Ensure surface temperature is at least 5°F above the dew point, unless otherwise specified by the coating mfgr.

CHECKPOINT 4 - PRE-SURFACE PREPARATION

Remove surface contaminants (soluble salts, loose rust, mud, and marine growth) with low pressure fresh water wash down (maximum 5,000 psi). If oil and grease are present, perform solvent cleaning, as per SSPC SP-1.

Verify equipment setup, blast media, and surface preparation methods match designated test coupon.

CHECKPOINT 5 - SURFACE PREPARATION

Verify environmental conditions (see CHECKPOINT 3).

Ensure cleanliness of prepared surface is as per specification (i.e.: SSPC SP-11, SP-10, SP WJ-2…).

Verify surface anchor profile using ASTM D4417-Methods B or C against SFLC Std Spec 6310. Conduct profile readings at a minimum of 5 locations for the first 1000-sqft area, and 2 locations for each succeeding 1000-sqft area.

Measure soluble salt conductivity in accordance with SSPC-Guide 15. Conduct 5 measurements per each 1000-sqft area (max. threshold: 70 microsiemens/cm for non-submerged surfaces, 30 microsiemens/cm for submerged surfaces).

CHECKPOINT 6 - PRIMER COAT APPLICATION

Verify environmental conditions (see CHECKPOINT 3).

Verify proper mixing and stand-in (induction) times.

Ensure no paint is applied when the temperature is expected to drop to freezing before the paint has dried.

Ensure surfaces are completely dry, unless otherwise allowed by the coating manufacturer(s).

Verify wet film thickness (WFT) at random, to prevent under or over application. Verify final DFT.

Brush out all runs, sags, drips, and puddles.

Perform visual inspection for holidays and other defects.

CHECKPOINT 7 – STRIPE COAT APPLICATION

Verify environmental conditions (see CHECKPOINT 3).

Ensure overcoating window is as per manufacturer’s instructions.

After primer coat (mist coat after inorganic zinc), brush-apply un-thinned coat of same primer paint over edges, weld seams, cut-outs, and areas of complex geometries @ 3-4 mils wet film thickness (WFT).

CHECKPOINT 8 – TOP COAT APPLICATION

Verify environmental conditions (see CHECKPOINT 3).

Ensure overcoating window is as per manufacturer’s instructions.

Verify proper mixing and stand-in (induction) times, as applicable.

Verify wet film thickness at random, to prevent under or over application.

Brush out all runs, sags, drips, and puddles.

CHECKPOINT 9 – FINAL INSPECTION

Verify final system dry film thickness. Conduct 5 sets of 3 readings for each of the first 3 100-sqft areas, followed by 5 sets of 3 readings for each succeeding 1000-sqft area.

Ensure that system cure is in accordance with manufacturer's recommendation for intended service.

Ensure potable water tank exhaust ventilation is maintained continuously from and during coating application through final system cure, to exhaust all solvent to the atmosphere and to prevent solvent entrapment.

For immersion coatings (including tank U/W body), record date and time of the following events:
