The following questions were received for Combined Synopsis/Solicitation 70Z04019Q55000B00.

Question: Can you please verify the estimated labor hours for NSN: 4320-01-624-5473 because there is a discrepancy between the Schedule of Supplies and Hamilton Jet Drives Overhaul document. In the Schedule of Supplies under CLIN 0002-002 shows (20) hours but in the Hamilton Jet Drives Overhaul document under Appendix C shows (40) hours for the HJ292 jet. I think (40) hours is correct but would like to confirm that with you before I submit our quote.

Answer: The hours in the Excel Document entitled “Schedule of Supplies – Services Attachment 1” under Column F, have been deleted. The Offeror shall propose the hours needed to perform the work.

The Hamilton Jet Drive Overhaul Specification Document, Appendix C, page 13, the table was amended to delete any reference to hours or dollars.

Question: In regards to the Quotations for Overhauling of the Hamilton Model HJ213 and HJ292 Waterjets, is there a specific level of "Overhaul" to which the government wants to adhere to. By that I mean are there specific parts requirements to be included in the Overhaul quote or should the Provider base it on past "Overhauls" of these jet models using those parts recommendations to complete the Overhauls. Past experiences on overhaul quotations will have amendments to the final charges for until you have that jet unit in your facility and completely disassembled will you be able to determine what parts/items are required to complete the overhaul. Any recommendations or specific guidelines that you all would like for vendors to follow is greatly appreciated.

Answer: The specification document entitled “Hamilton Jet Driver Overhaul Specification for HJ 292 and HJ 213” provides the specifics of the overhaul requirements.

Question: Schedule of Supplies – Services Attachment 1 – Hamilton Jet Drives – This is difficult to understand. We request clarification of what unit of issue “HR” is specifically. We would also request clarification on Estimated qty. per year.

Answer: The Schedule of Supplies-Services document, Attachment 1. Column F (QTY Within EA Unit) is a breakout of Column G (Unit of Issue). Column G includes a unit of issue of either hours per task (HR) or Each (EA). As an example: CLIN: 001 – QTY (Within EA Unit): 1 – U/I: HR

Answer: Estimated Quantity – The FAR discusses estimated quantities in FAR Part 16.503. See excerpt below.

The Government is not limited to the quantities specified in the contract during any year of the contract.

This solicitation includes FAR 52.216-9 Order Limitations which specifies the minimum order maximum order limitation

FAR Part 16.503 -- Requirements Contracts.

(a) Description. A requirements contract provides for filling all actual purchase requirements of designated Government activities for supplies or services during a specified contract period (from one contractor), with deliveries or performance to be scheduled by placing orders with the contractor.

(1) For the information of offerors and contractors, the contracting officer shall state a realistic estimated total quantity in the solicitation and resulting contract. This estimate is not a representation to an offeror or contractor that the estimated quantity will be required or ordered, or that conditions affecting requirements will be stable or normal. The contracting officer may obtain the estimate from records of previous requirements and consumption, or by other means, and should base the estimate on the most current information available.

(2) The contract shall state, if feasible, the maximum limit of the contractor’s obligation to deliver and the Government’s obligation to order. The contract may also specify maximum or minimum quantities that the Government may order under each individual order and the maximum that it may order during a specified period of time.
