STATEMENT OF WORK
UNITED STATES COAST GUARD
SURFACE FORCES LOGISTICS CENTER
COAST GUARD WATERTIGHT CLOSURE ASSESSMENT PROGRAM
1. BACKGROUND
The Surface Forces Logistics Center (SFLC) is the Coast Guard’s sole Inventory Control Point (ICP) for all its surface assets (cutters and boats). The Survivability and Sustainment Branch within Engineering Services Division (ESD) at Coast Guard Surface Forces Logistics Center (SFLC), under Coast Guard Headquarters Unit, Naval Engineering CG-45, has the responsibility for implementation and management of a Coast Guard wide Condition Based Maintenance (CBM) program to effectively manage its naval engineering maintenance program. The CBM program embraces Navy CBM policy identified in the Office of the Chief of Naval Operations (OPNAV) instruction 4790.16, which states that maintenance be accomplished based on the objective evidence of need. The objective evidence of need comes from Reliability Centered Maintenance (RCM). This program supports the goal of achieving a clearly delineated standardized maintenance program that is sustainable, and supports continuous improvement. .
2. PURPOSE
The purpose of the WTC Assessment Program is to conduct a thorough analysis of a vessel’s watertight integrity and remaining service life of all watertight closures and Damage Control (DC) Fittings. Upon completion of the analysis, this program allows for repair of watertight closures and DC fittings, which have been determined to pose a threat to operations, crew safety, and vessel watertight integrity. A secondary purpose of this programis training to Damage Control Petty Officers (DCPOs) in order to strengthen and reinforce proper maintenance and repair procedures of WTC and DC fiiting to improve safety and to reduce Coast Guard maintenance costs.
3. SCOPE
The USCG hasa requirement for Watertight Closure (WTC) assessments’ repairs, and training that will occur on twenty-two (22) cutter classes, or approximately 251 cutters every 2 years. A list of cutters currently in the program can be found in Appendix B. Watertight Closure and DC Fitting assessments and inspections to be conducted onboard cutters listed on the WTC listings by Class. The WTC listings are found in Appendix C; the numbers and names of each of the cutter classes are found in Appendix B; cutter classes’ homeports are found in Appendix D

5. SCOPE
5.1 GENERAL
5.1.1. . The work will not be classified. No security clearance is required.
5.1.2. Contractor will perform repairs to select Watertight Closure and DC Fitting as defined by subsequent individual task order.
5.1.3. Contractor may be required to provide preventative maintenance support on a cutter within one week of an individual task order. Individual task orders will detail requested maintenance actions.
5.1.4. Contractor to provide all necessary labor, equipment, tools, and materials, unless otherwise stated in individual task order.
5.1.5. The Contractor shall accomplish all cutter repairs IAW the requirements of SFLC Std Specs 0000, 0740, and 6310.
5.1.6. Pertaining to this SOW, the reference of a work-day or man-day will consist of an 8 hour work day, unless otherwise directed.
5.1.7. The general requirements provided herein apply to all task orders. However, they may be modified and supplemented within the individual Task Orders to suit the complexity of the task.
5.1.8. Release of information generated for the Coast Guard shall not be allowed without prior written consent of the Contracting Officer (CO).
5.1.9. Contractor may perform hot work. Before performing any hot work, Contractor shall ensure that the space or compartment is certified “Safe for Hot Work” by a Marine Chemist. Contractor shall also ensure fire watch personnel with appropriate fire extinguishers are properly positioned prior to engaging in any work meeting the definition of hot work.
5.1.10. The Contractor shall ensure that all contractor furnished equipment is in accordance with manufacturer’s instructions, and is in proper working order, prior to each assessment.
5.1.11. The Contractor shall have the capacity to conduct at least two assessments concurrently.
5.1.12. Contractor shall designate one person as the Program Manager, to be the Point of Contact for the Government. The Program Manager should be familiar with marine watertight closures, preferable experience with Coast Guard, Navy, NOAA.
5.2 WATERTIGHT CLOSURE ASSESSMENT
5.2.1. Contractor will conduct Watertight Closure and DC Fitting assessments and inspections onboard cutters listed on the “WTC listings by Class” in response to an awarded task order. The WTC listings are found in Appendix C. The numbers and names of each of the cutter classes are found in Appendix B. The cutter classes’ homeports are found in Appendix D. Contractor will conduct cutter assessment visits as tasked by individual task orders for DC and Watertight Closures and Remote Operating Gear (ROG). The assessment will consist of comparing the various WTC’s condition to that of the OEM’s WTC Specification.
5.2.2. Contractor will prepare a management plan for approval by the cutter’s EO/EPO, outlining the Contractor’s plan for executing the assessments. The plan shall include an overall plan, checklists utilized during execution and examples of deliverables listed in 7.3, with a time line as described in 7.4.
5.2.3. Identify parts required to correct deficiencies in the designated WTC assessed. Submit repair recommendations and documentation changes for review and approval.
5.2.4. The assessment shall document hardware and installation design and safety deficiencies.
5.2.5. While conducting WTC assesments, the Contractor will provide On-the-Job-Training (OJT) to no more than two unit Coast Guard personnel at any one time. The Contractor will train Coast Guard personnel by allowing Coast Guard personnel to shadow the Contractor while conducting assessments in order to learn assessment and repair techniques used by Contractor. This training is to be on a not-to-interfere basis.
5.2.6. Contractor will provide technical assistance on shipboard visits to assess WTC / equipment / components to determine repairs required or replacement of malfunctioning or failed components, units or subsystems. Assistance will generally consist of problem analysis, trouble-shooting, isolation, and testing. Document results including conditions found with recommendations for corrective actions. Accomplish repairs incidental to assessment completion (such as replacement of worn parts) necessary to support ship operability.
5.2.7. At the end of a visit, the contractor has used less then full work-day. The Contractor will utilize the remaining man-day by performing repairs that do not require materials, other than consumables or parts that will be provided by cutter personnel. These WTC repairs may include cleaning, greasing, or making minor adjustments to safety devices that were assessed to ensure the meet WTC specifications.
5.2.8. Contractor will provide technical assistance consisting of assessment for DC and Watertight Closures systems on board U.S. Coast Guard Cutters.
5.2.9. As defined in individual task orders, provide necessary parts and watertight closures to complete repairs.
5.2.10. The contractor shall accomplish all repairs incidental to assessment completion (such as replacement of worn parts) necessary to support ship operability as required in the task order SOW. If additional repairs are identified during repair visit that are not included in the repair SOW, the contractor shall advise the crew and report this fact as soon as possible to the COR by phone or email with the crew’s assistance, if necessary. The contractor shall also inform the COR if repairs can be completed with available tools, parts and materials. The contracting officer and the contractor will agree, via written modification, on the resolution of the additional work, including whether the visit will be extended to allow completion of the repirs not included in the repair SOW.
5.2.11. The number of work-days on board (O/B) a cutter to complete the assessments are:

5.3 WATERTIGHT CLOSURE REPAIR
5.3.1. Contractor will conduct WTC Repair visits to assess and/ or restore watertight integrity in accordance with ship’s configuration.
5.3.2. Contractor will perform repairs to select Watertight Closure and DC Fitting as required by subsequent individual task orders. Contractor will supply parts and conduct any repairs as outlined in individual Task Orders for Watertight Closure repair and overhaul visits. This may include any repairs to closures as well as replacements.
5.3.3. . Contractor will provide technical assistance consisting of modernization, industrial/pier side refurbishment, and logistic support for DC and Watertight Closures systems on board U.S. Coast Guard Cutters. The type of work required and exact location will be identified in the individual Task Orders.
5.3.4. The amount time to complete Water Tight Repairs will be calculated by work-days. The team of personnel to conduct WTC repairs will consist a minimum of 3 personnel. The determination for the amount of work-days will be negotiated between the Coast Guard and the contractor. The individual Task Order will have a CLIN for the quantity of work-days required to complete the repairs.
5.4 ASSESSMENT ANALYZING
5.4.1. Contractor may be tasked to review and analyze Coast Guard collected data, whether on-site or remotely, to identify trends and ensure data quality. The task will be described in an individual Task Orders.
6. .QUALITY ASSURANCE
6.1 The Contractor shall establish and maintain a quality assurance program commensurate with the level of qualitycontrol routinely employed in the commercial industry and applicable generally to the tradesinvolved and type of workrequired by this statement of work to ensure that all tasks are completed in a commercially reasonable manner in accordance with the terms of the contract, this Statement of Work, and the individual task order requirements.
6.2 The government reserves the right to reviewand approve or reject the content and format of the deliverables in part or in their entirety prior to acceptance
7. DELIVERABLES
7.1 The general requirements for all deliverables stated herein apply to all task orders. However, the deliverable requirements may be modified by individual task order to suit the complexity and type of project.
7.2 The final deliverable for assessment reports will be formatted in a way that any additional work that is required can be incorporated into a repair Task Order. All readings reported will also have a colunm stating if they are within spec or not and give a value of the normal range. Also provide assessment visit data on a CD that is formatted so that it can be loaded into the Coast Guard maintenance tracking system (currently FLS and ALMIS)
7.3 The Contractor shall provide copies of the following, for WTC Assessments and WTC repairs to the cutter EO/EPO, Product Line Maintenance Manager, and COR:
7.3.1. Pre-Survey Brief:
7.3.1.1. Provide handouts that explain the WTC Assessment/Repair Program and specific assessment procedures required.
7.3.1.2. Discuss the Ship’s Force role in supporting the assessment.
7.3.1.3. Watertight closures to be assessed, and schedule of assessment.
7.3.1.4. Information regarding DCPO training to be conducted.
7.3.1.5. Content, issue date, and use of the reports.
7.3.1.6. Questions and answers.
7.3.2. Pre-Departure Report/DeBrief:
7.3.2.1. Complete list of watertight closures assessed.
