STATEMENT OF WORK FOR

SCAFFOLDING/CONTAINMENT

The Contractor is to supply all labor and materials to erect scaffolding and containment around 225 foot Seagoing Buoy Tender . The scaffolding must be of safway systems type or compatible. Scaffolds must be erected, moved, dismantled, or altered under the supervision of scaffold competent persons. All scaffolds and their supports must be capable of supporting the load they are designed to carry with a safety factor of no less than four. The staging system shall allow complete access to entire underwater hull and freeboard, so workers can prepare and paint vessel’s hull. The vessel is 225 feet long with a maximum beam of 46 feet wide. The height of the highest point of the Freeboard is approximately 40 feet from the dock floor. The deck boards shall be installed at 7 foot intervals. Ladders will be needed on all four corners and midway points port and starboard. The bow and stern areas will need manlift accessibility and placement before staging and shrink wrapping occurs in those areas. The Contractor must provide 100% Containment around vessel with fire proof shrink wrap material from the 01 deck level shell to the shiplift floor. The purpose of the containment system is to hold heat in for coating temperature requirements. The shrink wrap material must be secured to the top and outer scaffolding. The buoy deck ports will require shrink wrap from the buoy deck up to the staging to provide heat and paint containment. The scaffolding system must meet OSHA regulation 29 CFR 1915 SUB PART E.

A site visit is required and will be held at the CG Yard on 3/28/18 at 10am. The Scaffolding/Containment shall be needed for (2) Two months from the completion date of being constructed. Optional months may be needed. The Contractor will have 10 calendar days to erect and 5 calendar days to dismantle. When dismantling the staging the contractor must clear the area in front of and behind the boat first so the boat can be undocked. There are fixed obstacles located in the area to be staged and the contractor must work around these areas and construct staging that can function around these obstacles. The contractor must be able to provide maintenance/repairs if needed to the structure. If maintenance or repairs are needed the contractor must be able to be on site within 12 hours to handle the maintenance or repairs. The contractor must submit a build plan with their quote that the government will evaluate. The work will begin on or about 06/26/18.
