About this file
This is a Justification for Other Than Full and Open Competition (JOFOC) document from the U.S. Coast Guard for a brand name procurement of Medevac IIA Litter rescue stretchers under Simplified Acquisition Procedures (SAP). The procurement is for 5 Medevac IIA Litters (Part Number 406-F, NSN 4220-01-483-1934) with an option for 5 additional units, to be used for rescuing injured or incapacitated victims who cannot climb into standard rescue baskets.
The justification cites that Lifesaving Systems Corporation (LSC) is the Original Equipment Manufacturer and owns all technical data rights, making it uneconomical for the government to purchase these rights. The Medevac IIA Litter is approved by the USCG's Aircraft Configuration Control Board for rotary wing aircraft use and has U.S. Army Airworthiness Release for UH/HH-60 helicopters. While LSC sells through distributors, vendors must provide OEM traceability. The contracting officer will determine fair and reasonable pricing using current price lists and comparison with similar items in related industries. The solicitation will be posted on SAM.gov as a combined synopsis/solicitation where all responsible sources may submit capability statements, proposals, or quotations.
