ESD intends to purchase the item shown in the table below on a brand-name basis and require that vendors provide traceability to the Original Equipment Manufacturer (OEM). The OEM for this item is Hoffman Engineering LLC (CAGE Code 06097). Any resultant order will include FAR clause 52.217-6 for the possible purchase of additional quantities as specified.
This is a computerized, digital test set for the testing and maintenance of night vision devices. Specifically, the USCG uses this Test Set to evaluate the performance of the image intensifier tubes on Harris® AN/AVS-s (PN 273998-3). This test equipment evaluates the intensifier tubes against the Department of Defense (DoD) defined performance specification as a pass or no pass quality inspection.

A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT QUOTATIONS OR OFFERS ARE SOLICITED FROM AS MANY
POTENTIAL SOURCES AS PRACTICABLE (INCLUDE YOUR MARKET RESEARCH EFFORTS HERE).
Extensive market research was conducted using both Government and commercial sources. Market research included querying the following information systems and web sites: Defense Logistics Agency (DLA) Federal Logistics Information Service (FLIS); Department of Defense Federal Electronic Mall (DoD
-line purchasing service GSA Advantage!®;
and the Inventory Locator Service e-marketplace (ILSmart). The Thomas Register of American Manufacturers, now known as ThomasNet, was used to identify manufacturers of night vision equipment in order to conduct market research on the product offerings and features of the various manufacturers. In addition, knowledgeable individuals from Government and industry were interviewed regarding the commercial marketplace for this type of test equipment.
This item is not available from any Strategic Sourcing Contract Vehicles or from any mandatory Government source IAW FAR 8.002. The item is also not available from any non-mandatory source IAW FAR 8.004.
Several commercial dealers were identified in addition to the OEM. A combined synopsis/solicitation will be posted to the Federal Business Opportunities (FBO) web site at www.fbo.gov IAW FAR 5.101(a)(1). All responsible sources may submit a quotation which shall be considered by the agency.
REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES.
As the OEM, Hoffman Engineering owns the rights to the technical data, specifications, and drawings required to manufacture this item. USCG Aviation Engineering has assigned this item an Acquisition Method Code (AMC) of 3 . IAW Volume 10, Table 71 of DoD 4100.39 (series), an AMC of 3 that the part must be acquired directly from the actual manufacturer, whether or not the prime contractor is the actual manufacturer.
EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND
OPEN COMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE.
The item is complex and must meet critical operational and reliability requirements, the achievement of which require unique production techniques and extensive and/or sophisticated testing. The Government does not own or possess any rights to the technical data, specifications, and drawings required to manufacture this item. In addition, the Government has not developed the technical data required to reverse engineer this item.
The purchase or development of the technical data required to manufacture this item has been deemed uneconomical.
PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS
TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED.
As previously stated, the Government does not own or possess any rights to the technical data, specifications and drawings required to manufacture this item which has prevented the USCG from being able to provide an adequate technical description to potential new sources. Therefore, it is difficult to take steps to foster competition when the manufacturing, performance, and acceptance data are proprietary to the OEM.
