QUESTIONS and ANSWERS

RFP 70Z02318-R-PBF00400

Question# Question Reference Answer

I am hoping to find out if there is an incumbent contractor currently performing these services or if this is a new requirement. If there is an incumbent, could you please provide the contract number?

N/A CAE USA Inc is the incumbent. The current contract number is HSCG23-13-

D-PBF003

The RFP states that: “the Offeror shall provide a minimum of two (2) recent and relevant past performance references” and “recent past performance for work completed or on-going within the past three (3) years. However, in consideration of the fact that some CPARs have a minimum of 4 pages each, can the USCG increase the page limitations to allow Offerors to provide the CPARs for the last 3 years of performance?

E.2.1.d. and

E.2.2.

CPARs has no page limit. Updated RFP

(17apr2018)

RFP states that the Government will utilize the lowest price technically acceptable (LPTA) source selection process.

However, paragraph E.4 PROVISIONS INCORPORATED BY FULL TEXT on p. 23 of the

RFP states the following:

52.212-2 – Evaluation -- Commercial Items (Oct 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible

Offeror whose offer conforming to the solicitation will be most advantageous to the

Government, price and other factors considered. The following factors shall be used to evaluate offers:

Technical Approach, Past Performance, Price, and Subcontracting Plan

Technical Approach is most important. All non-price factors, when combined, are significantly more important than price. Where competing proposals are determined to be substantially equal for non-price factors, price becomes the controlling factor.

The language used in 52.212-2 appears to conflict with the LPTA source selection process outlined in the E.3.1 above. Please clarify which evaluation method will be used to evaluate proposals.

E.2. and E.4. Awarded will be base off lowest price technically acceptable (LPTA). Technical

Approach, Past Performance, Price, and

Subcontracting Plan will all be evaluated.

Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-price factors. Updated

RFP (17apr2018)
