52.212-4 Addenda 70SBUR-18-Q-00000335

The following supplements the information found in 52.212-4 Contract Terms and Conditions – Commercial Items.

The Contractor shall provide all services in accordance with this contract.

1. BACKGROUND

U.S. Citizenship and Immigration Services (USCIS), Service Center Operations Directorate (SCOPS) has a need for SAS training and mentoring services at six USCIS locations.

2. SPECIFIC TASKS

The contractor shall deliver on-site SAS trainings and mentoring services between the hours of 8:30 am and 4:00 pm (inclusive of time for lunch and short breaks).

The training will offer an interactive experience with all aspects of SAS software. The course shall combine lectures, software demonstrations, and hands-on computer workshops. Training involves a traditional classroom approach to teaching USCIS personnel how to use the SAS software. The Government will provide an appropriate classroom, equipment (e.g. computers, projectors, etc), and students. SAS Institute will provide an instructor that will spend time teaching USCIS personnel about SAS software. Center personnel require in-depth training in order to become proficient in completing SAS data analysis. The training will deliver hands-on SAS training to employees who are faced with monumental changes in operations, data analysis and reporting due to the C3 modernization.

Mentoring services will use live data that is generated in the course of day-to-day operations in USCIS services centers which will enable users to learn with a coach by their side. Mentoring involves SAS Institute instructors sitting side-by-side with USCIS personnel as they use SAS software to analyze and solve real world situations as they occur (e.g. on-the-job training). The analysts at all of the service centers will need advanced mentoring (on-the-job training) through the development of SAS codes which will be used to replace programs run by the locally developed applications scheduled to be decommissioned. There will be multiple coding bugs which have to be resolved, and the resolution will be taught to analysts on the spot. These mentoring instances cannot be replicated using any other means.

The software the contractor must provide training and mentoring on is SAS Studio and SAS Enterprise.

3. SCHEDULE AND PLACE OF PERFORMANCE

The specific dates of all training and mentoring services will be coordinated between the Government and the Contractor prior to the start of those services. All training and mentoring services must take place within a one year period.
