Commercial and Government Entity (CAGE) code means-

52.211-17 Delivery of Excess Quantities. (SEP 1989)
52.212-1 Instructions to Offerors - Commercial Products and Commercial Services. (SEP 2023)
52.212-2 Evaluation - Commercial Products and Commercial Services. (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Award will be made on the basis of Best Value, price and other factors considered. It is the Government's intention to issue a single firm-fixed price contract. The Government intends to make an award to the vendor whose proposal represents the best value to the Government based on (1) vendor’s ability to meet the technical specifications and delivery, (2) price and (3) past performance.
FACTOR A: Technical Specifications and Delivery FACTOR B: Past Performance FACTOR C: Price
FACTOR A is more important than FACTOR B
All non-priced factors, when combined are more important than price. If FACTORS A and B are equal, that the importance of FACTOR C may increase.
FACTOR A Evaluation:
Non-Priced Rating Definition
ACCEPTABLE/PASS
Items and delivery meets or exceeds requirements and demonstrates acceptable understanding. Quote as written has acceptable solution; may have some strengths that will benefit the Government.
REASONBALY SUSCEPTIBLE OF BEING MADE
ACCEPTABLE (RSA)
Items and delivery appears to meet most requirements; however, plan lacked one of the required submissions. Notification to offeror requesting missing document for evaluation is permitted.
UNACCEPTABLE/FAIL
Items or delivery does not satisfy the requirements and is lacking two or more submission requirements. Resubmission of this plan is not permitted.
FACTOR B Evaluation
Rating Definition
NEUTRAL
No relevant performance record is identifiable upon which to base a meaningful performance rating. A search was unable to identify any relevant past performance information for the offeror. This is neither a negative nor positive assessment.
SUPERIOR
Based on the offeror’s past performance record, it is highly likely that the offeror will successfully perform the required effort.
SATISFACTORY
Based on the offeror’s past performance record, it is likely that the offeror will successfully perform the required effort.
UNSATISFACTORY
Based on the offeror’s past performance record, it is not likely that the offeror will successfully perform the required effort.
FACTOR C Evaluation:
Evaluation of price will be conducted using the price analysis techniques outlined in FAR 15.305 and 15.404. Price will be evaluated to determine if the offeror’s proposed price is fair and reasonable, complete, balanced and/or realistic.
The Government intends to award a single contract as a result of this solicitation. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government.
OFFERORS ARE ADVISED THAT THE GOVERNMENT INTENDS TO MAKE AWARD
WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS
RECEIVED. Therefore, proposals should be submitted initially on the most favorable price and technical terms. Offeror should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals.
If the Government determines an award cannot be made without discussions, a competitive range determination will be made. A competitive range will be established consisting of all proposals determined under the evaluation factors to have a reasonable chance of being selected for award.
Those offerors whose proposals are not within the competitive range will be notified of their exclusion from the competitive range. Further discussions with excluded offerors are not contemplated and any revisions of their proposals will not be considered.
Should a competitive range be established, written or oral discussions may be conducted with all responsible offerors within the competitive range. However, the Government reserves the right to make an award without discussions based on initial proposals.
The Offeror whose proposal provides the best value to the Government through use of the Trade Off process in which all non-priced factors, when combined, are approximately equal to price, may be selected for award.
All proposals submitted will be evaluated in accordance with evaluation factors as described herein. Proposals shall be evaluated against the evaluation criteria set forth in the RFP, without regard for the relative strengths and weaknesses of competing proposals.
(1) TECHNICAL ACCEPTABILITY: To ensure technical compliance with the requirements, vendor quotes shall include the following information:
1. A vendor's quote must be written in a logical, practical, clear, concise, and logically assembled manner, containing all pertinent information to reflect that the proposed items meet the requirements identified in the Line-Item descriptions. Failure to have enough information may result in your proposal to be excluded for evaluation.
2. Vendors shall include manufacturer name of proposed items.
3. Delivery Information: Clearly state the delivery date and capability to meet the delivery requirement as specified in the attached Statement of Work.
Vendor’s quote must include an active Cage Code and Federal Tax Identification Number. Vendors are required to be registered within the SAM database and have an active Cage Code at the time quote is submitted.

This also be evaluated based off of price realism.
(3) PAST PERFORMANCE: Government will check past performance via CPARS. The Government has a right to obtain past information from any other source.
PREPARATION OF QUOTE: Quotes must include the following:
