Below are the answers to the submitted vendor’s questions:
1) We are beginning to develop our pricing and have only narrowed down the requirement to be 208 hours each year (one Wednesday each week from 0800 to 1200 hours). Is this the maximum number of hours prescribed?
Answer: The regular assignment is four (4) hours weekly on Wednesdays. Occasionally, on a particular Wednesday, Wade Doster may require an extra hour or two for a staff luncheon or other staff event. We will request this extra time by Task Order in advance.
About once a month, a special event occurs such as a Special Emphasis Program, Graduation Ceremony, Memorial Service, or All Hands Meeting. We issue a Task Order a few weeks in advance of these events.
2) Are you asking for a price for only 208 hours? or just an hourly rate?
Answer: We are requesting an hourly rate for service requested in advance, and an hourly rate for service requested within 48 hours.
3) Please provide me with the historical utilization hours for 2017, 2018 and 2019.
Answer: See the attachment.
4) Also, provide me with the projected hours for 2020, 2021 and 2022.
Answer: See the attachment.
5) On the Standard Form 18, Section 11. SCHEDULE does not provide a "Quantity" or "Unit" that Contractors should quote pricing for. Because this is a firm fixed price contract, pricing will be dependent upon the quantity of services. Will you please clarify the quantity (i.e., number of hours) of services that pricing should be quoted for?
Answer: We are requesting an hourly rate for service requested in advance, and an hourly rate for service requested within 48 hours.
6) Section 5.0 CHANGE/CANCELLATION of the Statement of Work reads as follows:
Cancellation notice is to be provided in writing/email/phone call as soon as possible after initial scheduling notification.
If a cancellation notice is provided to the contractor within 24 hours of the start of the requested service, no charge will be incurred for services not provided.
If change/cancellation notice is not provided within 24 hours prior to the start of the requested services, agency/government will tender payment for the number of hours identified in the original request.
Will you please verify whether services cancelled by the agency/government with less than 24 hours' notice prior to the assignment start time are billable in full for the number of hours identified in the original request?
Answer: Except for multiple-day Classroom Training, cancellations with less than 24 hours notice are billable in full for the number of hours identified in the request. See the Revised Statement of Work.
7) Would you consider adding a 2-hour minimum for all interpreting services? This is industry standard and will help the awardee fill jobs.
Answer: See the Revised Statement of Work 2.2 Special Events.
8) Can you clarify from historical records approximately how many hours of added, non-scheduled services were needed in the past year?
Answer: See the attachment.
9) Would the agency consider adding a different rate for services requested last minute? We typically see separate rates for more than five days’ notice and less than five days’ notice.
With interpreters being in short supply in your immediate vicinity, this will help secure services with minimal notice.
Answer: We are requesting an hourly rate for service requested in advance, and an hourly rate for service requested within 48 hours.
10) Page 4, 1.0 INTRODUCTION. Deaf Culture Awareness Training, Basic ASL Training, Etiquette Training for Use of Interpreting Services: Interpreters ethically cannot provide basic training classes as they are not teachers. They can, however, facilitate communication and interpret training classes that are taught by Deaf/Hard of Hearing instructors. Will the government remove this requirement in its entirety or rephrase it to say, “The contractor shall provide cultural mediation where applicable and will interpret ASL classes that are taught by Deaf/Hard-of-Hearing individuals.”?
Answer: We removed this language from the Statement of Work. Please review the revised document.
11) Page 5, 2.1 Minimum Qualifications and Requirements, The Offeror shall provide a resume (which includes a physical address) for each person proposed to be dedicated to this project.
Interpreters do not like to provide resumes without a guarantee of work. Can resumes be provided by the vendor selected to perform the work after award?
Answer: Yes.
12) Page 6, 5.0 Change/Cancellation. “If a cancellation notice is provided to the contractor within 24 hours of the start of the requested service, no charge will be incurred for services not provided.” Because highly qualified and certified interpreters make commitments to clients and then decline other work, and it is extremely difficult to find replacement work at the last minute, the industry standard is any cancellation with less than 2 full business days’ notice is billed for the full, originally assigned time. Will the government remove this section or change the wording to, “Agency/government may cancel a service request without charge with 2 full business days’ notice.”?
Answer: The weekly SLI assignments are known in-advance and are rarely cancelled.
Generally, cancellations occur because the staff member calls out and the agency pays for this missed time. On the very rare occasion when the staff member takes planned leave and notifies the EEO Office with less than two business days notice, on balance the agency should not be charged.
13) Page 7, 6.0 Invoicing. “The contractor will be paid only for actual hours of service completed and travel.” Industry standard is to pay interpreters for assignments that are not cancelled with more than two business days’ notice, which includes if assignments do not go their full time frame, end early, or the interpreters are dismissed early. Not paying for these will result in interpreters being less willing to commit to the work, since they have multiple options to work where this standard is honored, thus making it much more difficult to ensure coverage. Non-compliance with industry standards may cause reputable harm to vendors to not bid on this opportunity. Will the government remove this sentence?
Answer: The contractor will be paid for the assignments completed (as evidenced by the Sign-in Sheet) and travel mileage. The weekly assignment is 4 hours. If the interpreter shows for the assignment as evidenced by the Sign-in Sheet, the interpreter will be paid for 4 hours and if the interpreter is dismissed early. See the Revised Statement of Work.
14) Page 12, 15 Contractor Vehicles. d. “The Contractor’s name and telephone number shall be conspicuously legible on both sides of all Contractor vehicles and over-the-road equipment.” Interpreters do not use “Contractor Vehicles” as interpreters use their own personal vehicles. Can the government verify if this is still applicable to this contract?
Answer: This is a local clause, mainly for contractors who work outside. In addition, contractor(s) which receive a badge will have to submit current vehicle and insurance information.
15) Page 19, 22 Physical and Personnel Security Requirements. 22.4 Completion of the Contract (b). “Before the final payment is made…review the number of bad applications submitted under this contract. If the number of contractor and subcontractor personnel denied access to the FLETC because of the results of the background investigation exceed 8% of the total number of contractor and subcontractor personnel requesting access to the FLETC, the contractor shall bear the cost of the background investigations for each denied background check above 8%.” How long is the investigation process? Will the government allow for escorting of interpreters until their investigation process is completed? Bearing the cost of background investigations would be an undue burden for small businesses. As we cannot predict who may pass an investigation, what we can control is proactively reaching out to the interpreters prior to the start of an investigation to ensure they are aware of what is involved in obtaining a badge to reduce the overall cost to the government. Will the government consider removing this statement?
Answer: How long is the investigation process? It is part of the badge application process when submitted to security.
Will the government allow for escorting of interpreters until their investigation process is completed? No.
No. This is a FLETC clause. A badge application or day pass has to be completed for each SLI assigned to this contract. Security will notify me if a person does not pass the security clearance.
16) Page 20-22, Trainings. Will the government schedule time while the interpreter is on-site to complete any required training?
Answer: No, the training is on a DVD, the DVD can be mailed to the SLI.
File details come from the government source that posted it.
