Questions and Answers
1. There is a reference to first and second rated stations in the news format but not in other formats. Are we to consider second rated stations in other formats? Or only in news?
Response: No. Only in news
2. When talking about public radio, is it referring to government owned stations?
Response: We are referring to the equivalent to NPR and/or those owned by University Systems. In Puerto Rico, we know about stations owned and broadcasting from the University of Puerto Rico and WIPR
3. The radio format of reggaeton and Salsa are placed together in the SOW. There are opportunities to use a reggaeton only format stations with very good ratings and salsa only formats with good ratings as well. Can these formats be considered separately to leverage their audience or should we just pick stations that combine both formats?
Response: No. Please consider them together in the category, however feel free to use their ratings and either the Island Wide Coverage versus Branch 1-2 and 4 to create a balance purchase and avoid heavy weights on any of the genres.
4. What’s the difference “Base Period 4 weeks” vs. “Option Period 1 - 4 weeks” on the second table? Does this account for an extended period of air time.
Response: The Base Period four (4) weeks corresponds to the first four (4) weeks of the campaign. Once we are getting closer to the last week; the government can choose to extend the performance period an additional four (4) weeks under the Option Period using the same contract without a second procurement/bidding process with the same vendor.
5. Are presented plan is a network based negotiation that covers all branches; Do we still need to purchase regionally being these stations the #1 and #2 as required on each format requested?
Response: Yes. We have a requirement for network purchasing to cover Island wide however when purchasing for the Branches 1-2 and 4 please ensure you are choosing another station not considered under the Island Wide, one that best reaches the municipalities listed under that Branch and according to the genre or type of station.
For example, if for Island Wide News first=WAPA Radio and second=WKAQ-AM then you may want to choose for Branch 2=NOTIUNO for Branch 1=WKAQ-AM and for Branch 4=NOTIUNO, or any other station that provides good ratings in that area.
6. The cost per ad requested on the excel Attachment - 03 does not provide for specific daypart rates as we have negotiated per station. Do we average all dayparts' cost or will you provide a new format that fits each separately? We do not want to alter your formatted document.
