Questions & Answers
1. Can we utilize zipped or other sort of mattress covers in place of new mattresses, the RFP currently call for new mattresses.
Government Response: Zipped mattress covers are acceptable.
2. The timeline states that all units shall be staged within 168 hours, based on location of our inventory being located on the west coast this timeline is not feasible. We propose the following timeline for mobilization and staging:
a. 70 RLC within 72 hours from NTP –
b. 180 RLC within 240-320 hours from NTP –
Government Response: We would be ok with the suggested timeline.
3. They requirement for a written compliance report of local code review within 7 days of award, not sure if this is feasible when we do not know location in advance nor are we able to factor in pricing for local code requirements. All of this will have to be done after the camp is established based on desired timelines. Please clarify.
Government Response: We will accept 7 days from date of identified operational camp. This is not needed at staging.
4. What is the definition of toiletries to be provided.
Government Response: bath soap, facial soap, shampoo, conditioner.
5. Is there a requirement for COVID-19 cleaning services in the event of a positive case?
Government Response: Must follow CDC’s guidelines for enhanced COVID-19 cleaning in the event of a positive case. The COVID positive enhanced cleaning will only need to be done in the event there is a positive case confirmed onsite.
6. Can the government provide a better idea of location for staging and the camp locations beyond just State of Alabama?
Government Response: The staging site will be hard stand located in Selma, AL. As far as locations beyond the staging site, those locations are dependent on disaster operations.
7. In the SOW section 2.0 there is a mention of onsite medical but there is no definition beyond that, can you provide clarification.
Government Response: On-site COVID-19 Testing
8. Section 3.3b of the SOW states that power units shall stay with the trailer until final location is reached, this is not possible given the limited number of power units that are available to pull these types of units. Its possible to hold a group on site to shuttle units to final location but not one per unit.
Government Response: Yes, that is acceptable, if the timelines are achieved.
9. Is the contractor responsible for checking in and checking out guests?
Government Response: Contractor shall be responsible for billeting services to include check in & out as well as providing daily reporting.

10. If 2 sites are required when will this be determined? Will they be split 125 and 125 per site or a different configuration? What is the distance between the 2 sites if required?
Government Response: At this time, we cannot confirm if the split would be an even 50/50 or one larger than the other one. We also can’t confirm the distance at this time.
11. Will 2 DFAC’s be required for serving meals if 2 sites are required?
Government Response: Yes, each site will require a DFAC.
12. Will 2 Laundry drop off and pick up locations be needed if 2 sites are required?
Government Response: Yes, each site will require laundry drop off.
13. Section 3.1 g = 5% of the camp is 12 ADA Units, please confirm that 12 ADA living units are needed? Does this need to be spit if there are 2 sites?
Government Response: Yes, the requirement is 5% per site.
14. Is there water and sewer on site?
Government Response: There may be, but we can’t confirm that at this time. The Vendor must be able to support an austere location with no onsite water and sewer.
15. Is there a need for a Medical facility and nurses located on site at the site? What if an occupant tests positive for COVID?
Government Response: There is a need for onsite medical support, if someone tests positive, the individual will be quarantined off site and the COIVD cleaning will have to happen on site.
16. Is the ground asphalt, concrete, or grass?
Government Response: We cannot provide an answer as we do not know where the units will be operational at this time.
17. Is there room for a storage yard at the location for excess equipment and trailers?
Government Response: There will be room at the storage site for the equipment required to operate the camps down range. There will not be room to bed down the contractors’ teams or subs.
18. Is one weekly cleaning of rooms sufficient? Services will still be available 24/7
Government Response: One weekly cleaning of units is sufficient, when a single guest is in the rooms.
Upon a moveout, the room will need to be cleaned and made ready for the next responder.
19. Will 2 MWR locations be required if there are 2 site locations?
Government Response: Due to COVID-19 MWR not required
20. MWR within 72 hours would be set up after the 250 units are set, correct?

Government Response: N/A
21. Will there be a site visit? If no site visit will the address of proposed sites be provided before proposal is due?
Government Response: No, the end state site’s will not be identified prior to award of the contract.
22. Will additional showers and toilets be needed outside what is in the rooms?
Government Response: Yes, 8 additional outside showers and restrooms required.
23. Section 2.0 States onsite medical is required. No other additional details are provided for this.
Can FEMA elaborate on the medical requirement? Furthermore, can FEMA also let us know where we should include our pricing for this portion since there is no medical CLIN in Attachment 03.
Government Response: The Contractor shall develop and maintain CONUS RSC specific medical plans to be submitted with the contract proposal that include CONUS RSC processes and procedures in the event of an emergency that the RSC medical staff cannot handle. The plan shall include but not be limited to the medical aid station staffing plan, identification of local medical facilities, transportation routes and other information.
The Contractor shall provide a medical unit staffed with, at a minimum, medical personnel certified in Advance Cardiac Life Support (ACLS) procedures 24 hours a day, 7 days a week, unless directed otherwise by the CO. The medical unit shall be licensed in the location they have been requested to establish the camp in. The Medical Unit shall be equipped to provide basic care for minor illness and injury; this shall include dispensing of common over the counter medications. Medical conditions that the medical unit must be prepared to respond to include but are not limited to frostbite, hypothermia, heat stroke and other conditions brought on by extreme temperature conditions. Medical personnel shall provide medical services to occupants and contractor employees 24 hours a day, seven days a week.
The Contractor shall immediately notify the agency point of contact of any occupant injuries or illnesses requiring any level of documentation and shall forward completed forms (to include all required information on the accident or illness, including medical documentation, fund code and type of hire (Ex: DAE, DTE, NDMS, etc.) to FEMA management via the agency’s point of contact within 24 hours of the notice to the Agency.
