STATEMENT OF NEED

Long-Term Housing for Evacuated Disaster Survivors

Introduction

Due to the catastrophic nature and impact of Hurricane Irma/Maria on Puerto Rico and the

Virgin Islands, DHS FEMA and HHS was required to evacuated over 100 personnel that require frequent dialysis treatment to the United States due to lack of infrastructure. The majority of disaster survivors evaluated were relocated to Atlanta, GA. The purpose of this requirement is to acquire intermediate (30-60 days) to long-term (60-120 Days) furnished housing with all utilities included and adequate ADA and wheelchair accessible accommodations, e.g. elevators.

Statement of Need

The federal government requires 150 non-smoking, furnished apartments, or 1 and 2 bedroom suites (minimum 350 Sqft), with kitchenettes that include a stovetop, refrigerator, microwave, oven (optional/substitute for microwave), and laundry facilities in the building or within the immediate community. The goal is to house all disaster survivors in 1-2 locations or housing facilities. The location of the housing facility should be in the greater

Atlanta, Georgia area to facilitate efficient transportation of personnel to/from their dialysis appointments. The location should also include the following:

Three (3) additional 1-bedroom rooms should be available for clinical staff billeting at the hotel.

Designated general meeting space (minimum 350 Sqft) available to the government.

Meeting space should include six (6) tables and twelve (12) chairs to accommodate and facilitate federal case management activities, storage, and benefits counseling activities.

Designated or open parking for five (5) vehicles to include front door access for a government shuttle bus to pick-up disaster survivors for transportation appointments.

Concierge or front desk staff with 24-hour assistance to address guest room concerns or questions.

The ability to introduce non-permanent adaptive equipment into suites

An option to transfer a one (1) 1-bedroom room in the hotel block to a furnished apartment or bedroom near the Children’s Hospitals in Atlanta, GA as needed to enable families with sick children the ability to remain in close proximity to the hospital during their child’s inpatient stay.
