About this file

This is a Sole Source Justification for Commercial Acquisitions submitted by the Department of Homeland Security's U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management, on behalf of the Office of Professional Responsibility (OPR).

The justification supports a sole source procurement for four Magnet Review SaaS Licenses valued at or below the Simplified Acquisition Threshold. The sole source identified is Magnet Forensics, LLC, located at 931 Monroe Dr., NE, Ste. A102-340, Atlanta, GA 30308, with point of contact Denise Jansen (denise.jansen@magnetforensics.com). The Contracting Officer has determined that Magnet Forensics is the only source capable of providing Magnet Forensics Review SaaS Essentials Licenses. The justification rationale indicates that ICE's Operational Support Unit Cyber Operations Section currently uses Magnet Forensics AXIOM Examine as its primary forensic tool on local workstations. The addition of Magnet Forensics REVIEW enables investigators to access processed cases and related artifacts through a web browser and login from any Internet-connected machine on the ICE IRMNET network. The document notes this is a law enforcement sensitive acquisition and explicitly states that substitutions should not be allowed unless prior approval is obtained from OSU before contract award.
