Minimum Technical Specifications
Broad Spectrum Image System with Color Capture Capabilities
SCOPE
Customs and Border Protection (CBP) Laboratories and Scientific Services Directorate (LSSD) Latent
Print Unit (LPU) requires a full spectrum imaging system to be utilized for the processing of forensic samples for the presence of latent prints.
Recent developments within the forensic environment have resulted in the need to develop and image critical and time sensitive latent prints on evidence from submitted cases; part of the essential mission of the LPU and LSS as a whole.
BACKGROUND
The LPU has experienced an increased workload and is currently processing evidence utilizing current chemical and physical processing and imaging means. Without a broad spectrum image capture system that can view between 254nm and 850nm, the LPU cannot completely support the mission of full forensic imaging of evidence as fluorescent dye staining/LASER techniques not always useful (due to the nature of the surface of the evidence) and the Reflected Ultraviolet Imaging System (RUVIS) is beyond its lifecycle and cannot image latent prints over a wide area with sufficient resolution. The broad spectrum image capture system would result in a more robust full-spectrum imaging of evidence, consolidate disparate imaging systems (i.e., Nikon D700 and RUVIS), allow for quick image capture transition when multiple light sources are needed (i.e., LASER and RUVIS), and allow for the increased potential for sufficient quality latent prints to be imaged on those surfaces. The broad spectrum image capture system would increase the quality of the resultant latent prints suitable for identification and increasing the likelihood the imaged latent print will be suitable for manual comparison and automated fingerprint identification systems (i.e., FBI IAFIS and DHS IDENT). In addition, the color capture capabilities of the camera will allow the examiner to view the evidentiary item in color prior to latent print capture. It will also provide the examiner with three times the pixels with the resolution being captured in red, green, and blue instead of just grayscale.

MINIMUM REQUIREMENTS FOR CONTRACTOR:
1. The contractor shall provide a minimum of 1-year warranty for any parts and labor and unlimited technical support throughout the warranty to ensure the equipment is suitable for its intended use and scope of application.
2. The contractor shall have at least one technical support personnel, trained and deemed qualified to work on the current instrument model.
3. The contractor shall offer free telephone support for the 1 year warranty of the broad spectrum image capture system. Remote access to the system is not an option for troubleshooting, as the
LPU is unable to place instrument computers on the secure governmental network. The contractor shall prove alternative technical support options.
4. The contractor shall provide all necessary parts and tools to complete the installation of the equipment. The contractor shall install the instrumentation in such a way that all of the components listed in this Statement of Work function together as a turnkey system. There shall be no hardware or software modifications required by the analyst for complete functionality of the individual components.
5. The contractor shall provide a list of all installation requirements at the time the order is placed.
6. After delivery, the LPU will further evaluate the instrumentation over the first thirty (30) days, after the completion of installation, initial assessment of the system performance, and training activities, to determine that it is capable of meeting all of the requirements outlined in this
Statement of Work. If it is not, the contractor shall fix the deficiencies within the next thirty (30) days, or the instrumentation will be returned for a full refund at the contractor own expense.
7. The service shall take place at the LPU, which shall be the location of the new instrumentation.
The address for the LPU is:
CBP Laboratories and Scientific Services Directorate
Savannah Laboratory
1425 Chatham Parkway
Savannah, GA 31405
8. Performance under this SOW does not require a security clearance. However, during the course of the service, the contractor shall not use, disclose, or reproduce any data other than as required in the performance of this order.
Delivery Location:
CBP Laboratories and Scientific Services Directorate
Savannah Laboratory
