70B03C20Q0177, Questions and Answers #2
Questions and Answers from 8-6-2020:
Q1) Would the Government consider adding a Contract Line Item Pricing to separate the operation of the parts room (labor, fixtures, computers, etc.) as a fixed price from the price of the parts to be provided?
A1) The Government has chosen not to have separate pricing for “parts room operations.” Offerors will need to account for parts room operations in their parts pricing.
Q2) When are the credit card purchases transacted, at the time the parts are issued or on a periodic basis?
A2) Purchase transactions can occur the day parts are issued.
See also: Government Purchase Card (GPC)/Fleet Vehicle Card (FVC) transactions are processed per performance work statement (PWS) Paragraph 2, PURCHASE PROCESSING and Paragraph 5, TRANSACTION/INVENTORY CONTROL, found on page 44 of the RFQ.
Q3) What Vehicle Management Information System (VMIS) is used?
A3) See PWS Paragraph 5, TRANSACTION/INVENTORY CONTROL. Access to and training for Vehicle Management Information System (VMIS) will be provided by CBP. VIMS is commercially available software from AssetWorks M5 Fleet Management.
Q4) How do parts get to the outlying sites?
A4) CBP manages transportation of parts/components from the El Paso Sector Fleet
Garage to outlying locations.
Q5) In order to establish the staffing level, please provide how many technicians are being supported and the average number of shop repair work orders are performed daily.
A5) An average of 50-75 work orders per day can be expected, but workload may vary significantly due to the highly variable nature of law enforcement operations.
Staffing will be determined by PWS Paragraph 5, TRANSACTION/INVENTORY CONTROL, found on page 44 of the RFQ. The number/skill level of contractor staff will depend on the staffing approach taken by the successful offeror.
Q6) What is the current staffing of the parts operation?
A6) Staffing will be determined by PWS Paragraph 5, TRANSACTION/INVENTORY
CONTROL, found on page 44 of the RFQ. The number/skill level of contractor staff will depend on the staffing approach taken by the successful offeror.

Q7) Are all purchases accomplished with Government credit cards?
A7) See Paragraph 2, PURCHASE PROCESSING on page 44 of the RFQ.
Q8) Does the Government provide shelving and other fixtures? Please provide a layout of the space to be provided so an offeror can determine the requirements.
A8) See PWS Paragraph 13, GOVERNMENT FURNISHED EQUIPMENT AND
INFORMATION. A layout of the provided space is not available at this time.
Government only provides space, data and phone lines. The successful offeror will need to provide shelving and other fixtures based on their managerial and/or operational approach. The CBP provided parts storage area is approximately 700 square feet. The CBP provided office area is approximately 220 square feet.
Q9) Is the contractor responsible for providing parts that are not on the Parts Store
Price Matrix list?
A9) Offerors will be expected to promptly support all automotive parts and supplies orders by El Paso Fleet Garage. Please note that orders cover not just the automotive fleet, but also all-terrain vehicles (ATV), and other internal combustion engine property serviced by the El Paso Sector Fleet garage. El Paso Fleet garage directly supports CBP/Federal law enforcement operations throughout El Paso Sector.
Questions and Answers from 8-11-2020:
Q10) What value is the Government using as the acquisition value of the contract?
A10) From Page 5 of 70B03C20Q00000177, A01:
“The BPA will have a total ceiling amount of $7,000,000.00.
Individual delivery orders (DO) issued against this BPA will not exceed $1,000,000.00.”
The Total Ceiling Amount is the value used for evaluations and approvals related to this procurement. The cumulative value of delivery orders (or delivery calls) may, or may not, reach this cumulative value.
Based on their value, individual delivery orders/calls issued under the BPA may, or may not, invoke various laws or regulations. The value of individual orders or calls are likely, but not guaranteed, to remain significantly below the maximum order value.
