This solicitation is amended as follows:
1. Section III, Statement of Work, is amended as shown in the attachment to this amendment. All changes are shown in red text.
2. Section II.7, 3052.212-70 CONTRACT TERMS AND CONDITIONS APPLICABLE TO DHS ACQUISITION OF COMMERCIAL ITEMS, is amended to incorporate the following clause by reference: 3052.204-71, Contractor employee access.
3. Section II.15, CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS -- COMMERCIAL ITEMS (AUG 2019), is renumbered Section II.16.

4. The following clause is added as Section II.15:
SPECIAL SECURITY REQUIREMENT – CONTRACTOR PRE-SCREENING (SEP 2011)
1. Contractors requiring recurring access to Government facilities or access to sensitive but unclassified information and/or logical access to Information Technology (IT) resources shall verify minimal fitness requirements for all persons/candidates designated for employment under any Department of Security (DHS) contract by pre-screening the person /candidate prior to submitting the name for consideration to work on the contract. Pre-screening the candidate ensures that minimum fitness requirement are considered and mitigates the burden of DHS having to conduct background investigations on objectionable candidates. The Contractor shall submit only those candidates that have not had a felony conviction within the past 36 months, illegal drug use within the past 12 months from the date of submission of their name as a candidate to perform work under this contract. Contractors are required to flow this requirement down to subcontractors. Pre-screening involves contractors and subcontractors reviewing:
a. Felony convictions within the past 36 months. An acceptable means of obtaining information on felony convictions is from public records, free of charge, or from the National Crime Information Center (NCIC).
b. Illegal drug use within the past 12 months. An acceptable means of obtaining information related to drug use is through employee self certification, by public records check; or if the contractor or subcontractor already has drug testing in place. There is no requirement for contractors and/or subcontractors to initiate a drug testing program if they do not have one already in place.
c. Misconduct such as criminal activity on the job relating to fraud or theft within the past 12 months. An acceptable means of obtaining information related to misconduct is through employee self certification, by public records check, or other reference checks conducted in the normal course of business.
2. Pre-screening shall be conducted within 15 business days after contract award. This requirement shall be placed in all subcontracts if the subcontractor requires routine physical access, access to sensitive but unclassified information, and/or logical access to IT resources. Failure to comply with the pre-screening requirement will result in the Contracting Officer taking the appropriate remedy.
Definition: Logical Access means providing an authorized user the ability to access one or more computer system resources such as a workstation, network, application, or database through automated tools. A logical access control system (LACS) requires validation of an individual identity through some mechanism such as a personal identification number (PIN), card, username and password, biometric, or other token. The system has the capability to assign different access privileges to different persons depending on their roles and responsibilities in an organization.

SECTION III: STATEMENT OF WORK
1. BACKGROUND
U.S. Customs and Border Protection (CBP) is responsible for protecting our Nation’s borders in order to prevent terrorists and terrorist weapons from entering the U.S. while facilitating the flow of legitimate trade and travel. The CBP San Diego Field Office manages over 2,200 federal employees at ports of entry in San Ysidro, Otay Mesa, Tecate, Calexico and Andrade as well as the federal inspection stations at the San Diego Seaport and International Airports.
The San Diego Field Office seizure vault has a requirement for one (1) electric wire-guided turret truck with swing-reach capability. The truck will service a 10,000 square foot warehouse with 72-inch wide aisles and 13-foot high shelving. There is currently a Raymond Handling Solutions swing-reach truck in place, which will be replaced by the truck furnished under this contract.
2. SCOPE OF WORK
The Contractor shall:
1. Deliver one (1) electric wire-guided turret truck meeting the specifications in Section 4;
2. Install the turret truck with the existing Raymond Intelliguide wire guidance system; and
3. Disassemble the existing Raymond turret truck and crate the disassembled components outside of the seizure vault.
3. APPLICABLE DOCUMENTS
Commercial standards shall be used wherever practicable
4. SPECIFIC TASKS
4.1 TRUCK SPECIFICATIONS
The Contractor shall deliver one (1) electric wire-guided swing-reach turret truck meeting the following specifications:
• It shall be fully compatible with the seizure vault’s existing wire guidance system.
o There is currently a Raymond Intelliguide wire guidance system in place, which is connected to a line driver. This system, which is embedded in the warehouse floor, provides direction and stability and prevents wear and tear on the vehicle. The replacement turret truck must be compatible with this system.
• It shall have swing-reach capability which allows the truck’s mast to pivot and
Amendment A0001 work in different directions without turning the truck.
• It shall have auto traverse and rotate functions.
• It shall have a single-point watering system water level indicator light and watering gun & hose with the battery.
• It shall have front and rear travel lights.
• It shall allow the operator to sit, stand, or lean.
• It shall be configured with a guided wire sensor that matches the existing system frequency of 6.25 Hz, 225 MA p-p.
• It shall have an alarm for reverse mode
• It shall have a lift and lower alarm.
• It shall have forks of at least 42” long.
• It shall have a power connection for charging
• It shall be able to accommodate the following capacities:
Weight Capacity: 3000 lbs. minimum Load Width: 40-inch maximum Up to 108 inch maximum and 40-inch minimum
Load Height: 48-inch minimum Aisle Width: 72-inch maximum (i.e., must be able to operate in 72-inch wide aisles)
Aisle Height: Highest shelf is 13 ft. high
• It shall have a power unit of 48 volts
• It shall be OSHA and ANSI/ITSDF compliant.
The truck shall include one (1) compatible charger/charging station with an installed battery.
4.2 DELIVERY AND INSTALLATION
The Contractor shall deliver the truck inside the seizure vault and assemble and install all components. Installation shall include connection to the existing Raymond Intelliguide wire guidance system. The truck shall be fully functional and ready for use following installation.
The Contractor shall test the equipment to ensure that it is functioning properly prior to acceptance by the Government
It is anticipated that any new system will not fit through the door in an assembled state and that the door frame and/or the vault door will need to be removed prior to fitting any components through the doorway. As a result, the Contractor must provide advance notice of at least 60 calendar days prior to delivering and installing the truck. Strong coordination between the Contractor and the CBP Technical Point of Contact will be required. Even with these modifications the components must fit through a doorway that is 60 inches wide and 88 inches tall. The components must be able to fit through the doorway with the aforementioned modifications to the door and/or door frame. The Contractor is responsible for supplying a product that will fit through the doorway. It is estimated that the doorway opening with the door and door frame removed is approximately 60” wide by 88” tall. The Contractor shall notify the Government at least 60 days in advance of delivery if removal of the vault door will be necessary.
The Government, not the Contractor, is responsible for removing the door frame and vault door if necessary.
4.3 DISASSEMBLY OF EXISTING TRUCK
The Contractor shall disassemble the existing Raymond turret truck (model #537-CSR3OT).
The disassembled components shall be packaged into the crate that the replacement truck arrives in and placed outside the seizure vault in a space designated by the CBP technical point of contact. This designated space will be located within 50 ft. of the seizure vault.
5. DATA
The Contractor shall provide copies of the documents listed below. One copy of the data shall be delivered in paper form and one copy in electronic form. The electronic form shall be in MS Word format or Adobe Acrobat. The documents are deliverables under the contract and shall be delivered to the technical point of contact no later than the date of delivery:
a. Operations Manual
b. Equipment Specification
c. Product Warranty
Items “a” and “b” above shall include operator, parts, and maintenance manuals.
6. PLACE OF PERFORMANCE
The turret truck shall be delivered to and installed at:
