About this file

This is a Sole Source Justification document related to a Stadium Radar System and Game Software procurement by the State of New Mexico. The justification addresses the procurement of a specialized radar system and associated game software for stadium applications. The document outlines the technical requirements and project scope necessary to support the stadium's operational needs. Specific details regarding quantities, response deadlines, bidder meetings, site visits, and contract award dates are documented within the justification to support the determination that a sole source procurement approach is appropriate for this particular acquisition.

The justification establishes the rationale for circumventing the competitive bidding process by demonstrating that only one vendor possesses the unique technical capabilities, proprietary technology, and specialized expertise required to deliver the stadium radar system and game software. The document likely details the funding source, budget allocation, and contract term associated with this sole source award. By providing comprehensive documentation of why competition is impractical or impossible for this specific procurement, the State of New Mexico justifies the procurement method and demonstrates compliance with state procurement regulations governing sole source awards.

• Accurately measure data on pitched and batted ball trajectory from pitcher’s release until landing (e.g., measurements on distance for a 100 yards batted balls are accurate to within 0.3 yards, or 1 foot)

• Measure pitch delivery data, including speed, plate location, spin axis, release points, and ball movement (among other variables)

• Use radar to measure ball spin rate with a patented process

• Make the data collected at New Mexico Military Institute available to TrackMan licensees, which includes MLB clubs

• Measure ball activity at a rate of 20,000 samples per second.

These unique claims can be verified by several influential customers:
