About this file
This is an Items Bid Response Spreadsheet for a statewide price agreement (ITB 70-00000-26-00010) issued by the State of New Mexico General Services Department Purchasing Division for on-call general construction services. The solicitation requests hourly rates for labor across two project categories: projects under sixty thousand dollars and projects over sixty thousand dollars subject to wage decision requirements. Bidders must provide unit pricing for nineteen line items including Superintendent (regular and after-hours), Project Manager (regular and after-hours), Journeyman or Experienced Worker (regular and after-hours), and Laborer (regular and after-hours) positions, plus mileage reimbursement rates and percentage-based pricing for material discounts and profit and overhead. Sealed bids were due September 24, 2026 at 2:00 p.m., with the agreement running for one year from award and options to extend for three additional years on a year-to-year basis. Bidders must hold valid New Mexico Construction Industries Division licenses, and those submitting electronic bids must acknowledge Amendment No. 1 (issued August 14, 2026) via the online bidding portal or their submissions will not be accepted.
Pricing must be submitted on an hourly basis for personnel and per-mile for travel, with mileage reimbursement applicable only for distances exceeding fifty miles one way from dispatch to the job site. Profit and overhead are capped at ten percent of total quoted costs with no markups allowed on materials and supplies; subcontractor markups are limited to five percent for administrative costs only. Compensation is capped at seven million dollars per individual project with a total aggregate cap of thirty million dollars across all projects and renewals over the ten-year period. Performance and payment bonds equal to one hundred percent are required for projects exceeding twenty-five thousand dollars, and contractors must carry public liability insurance of at least one hundred thousand dollars per occurrence for property damage and three hundred thousand dollars per person for other damages. Materials must be new and of highest quality with minimum one-year warranty coverage for non-roofing work and ninety-day warranty for repairs to existing systems. New Mexico or Native American Resident Preference may apply if a preference certificate is submitted with the bid, and for public works projects exceeding sixty thousand dollars, contractors must be registered with the Department of Workforce Solutions.
